The City of Wanneroo asked staff to investigate virtual fencing and prepare a proposal for high-risk roads, but the available reports do not confirm that the project was approved, funded, or installed. The idea is to use vehicle-triggered roadside lights and sounds to warn wildlife before cars arrive. Here is what was proposed, which roads were named for consideration, and what the mixed trial evidence can—and cannot—show.
Is virtual fencing being installed in Wanneroo?
Not on the evidence available. On 2 August 2025, PerthNow reported that Wanneroo had asked staff to investigate virtual fencing and prepare a project proposal for high-risk roads, with the proposal intended for consideration in the 2026–27 budget. That is an investigation and budget proposal, not an approval or a construction decision.
A separate PerthNow report published on 16 December 2025 covered a plan for around 250 temporary wildlife-warning signs on major routes. It said a broader report on reducing wildlife road trauma was expected before the end of June 2026. The available reporting does not establish whether that report appeared or whether virtual fencing was subsequently presented, funded, procured, or installed.
How would the proposed virtual fencing work?
The concept described in the Wanneroo reporting uses roadside posts, usually solar-powered. Sensors detect an approaching vehicle and trigger flashing lights and sounds intended to alert wildlife before the vehicle reaches them. A series of posts creates a virtual roadside warning barrier; it does not physically stop animals from crossing.

The reports do not identify a supplier or model, detection range, operating specification, or final deployment design. Those details matter: the warning must activate at a useful distance, and animals need a viable route away from the road.

What would it cost, and what is the separate sign plan?
PerthNow reported a preliminary City of Wanneroo estimate of about A$10,000 per kilometre for virtual fencing in 2025. It was an early estimate, not an approved budget or final tender price; the reporting does not set out a selected length or confirmed project cost.
The later, separate plan was for around 250 temporary wildlife-warning signs, with an expected cost of around A$12,000, according to PerthNow’s 16 December 2025 report. These signs are not the same intervention as sensor-triggered virtual fencing.

Does virtual fencing reduce wildlife collisions?
Results reported from other locations are not uniform. A Parliament of Victoria summary describes a successful Forest Road trial, but says a similar Phillip Island trial found no improvement. It notes that roadside barriers and other local conditions can affect how useful the system is.
PerthNow also reported that Eurobodalla Shire recorded five wildlife collisions per week before its virtual-fence trial and five during the entire first year after it. Those figures are the shire’s, as relayed by the report; they do not establish what would happen in Wanneroo.

A result from one road cannot by itself establish the likely effect on another. A sound local evaluation would need to account for:
- Road layout and location, including roadside barriers and escape routes
- The target species and its local movement patterns
- Baseline collision counts and the period used to measure change
- The system’s trigger method and warning range
- Installation and ongoing maintenance costs
No comparable Wanneroo-specific trial result is established in the available reporting, so virtual fencing should be treated as a possible intervention to evaluate locally—not a proven fix for the City.

What did Wanneroo councillors say?
PerthNow quoted Cr Jacqueline Huntley describing virtual fencing as a “modern and non-invasive solution” that had worked in trials. She also argued that traditional wire or post fences can trap wildlife and block escape routes, particularly in bushfire conditions. These are councillor statements advocating for the approach, not independent validation of a Wanneroo system.
Cr Paul Miles told PerthNow he looked forward to administration trialling the system at the listed locations and reporting back. That expressed an expectation; it does not confirm that a trial was approved or undertaken.
What collision figures were reported?
PerthNow’s August 2025 article relayed estimates of more than 7,000 annual Australian insurance claims involving kangaroos. It also cited Budget Direct figures that animal collisions account for 5% of Australian road accidents, with kangaroos involved in 90% of those incidents. These are figures attributed to the report and Budget Direct, not independently confirmed official statistics here.
