What Council approved
The November 2025 decision replaced the broader proposal put to consultation earlier that year. Council endorsed a moderate expansion applying to two road classes—Access Roads and Local Distributor Roads—in all City neighbourhoods. Existing limits are to remain on most major roads. The City is working with the Perth Inner City Group and Main Roads WA on a staged rollout through to 2027. The Council update describes the adopted direction, but does not publish a definitive street-by-street list.
That distinction matters: the City did not approve a blanket 40 km/h limit across the whole municipality, nor does the available announcement establish that every local street will be included. Individual road treatment depends on the final implementation plan and map.
How the approved plan differs from the consultation proposal
From 31 March to 30 April 2025, the City asked for views on extending 40 km/h limits across local roads within its boundaries. Some 40 km/h areas in Central Perth and Northbridge had already existed since 2011. After consultation, Council chose the narrower, moderate approach.

The City has not published the final street boundaries in the materials available. Earlier reporting discussed Riverside Drive and Plain Street as roads whose function or design raised questions, but the Council’s announcement does not settle how either road will be treated. Their status should not be inferred without the approved map or implementation plan.
When the speed limits may change
The City’s project page says it is developing an implementation plan and that installation is planned for late 2026, subject to approved funding. The Council update describes a staged rollout through to 2027. The City has not confirmed funding approval, exact stage dates, or the final street list in its available project information. Check the City’s project page for updates as planning progresses.

Accordingly, late 2026 is a conditional target, not a confirmed start date. A staged program also means affected streets may not change at the same time.
What the consultation responses showed
The City’s 2025 consultation summary reports 590 survey responses and 697 visits to the consultation platform. Of those who responded, 56% supported expansion. These are self-selected survey results, not a representative poll of all Perth residents. The summary says 324 respondents (55%) came from the wider metropolitan region and 266 (45%) lived within the City of Perth. The City’s consultation summary also records that, among people who did not support the proposal, 51% preferred 40 km/h in select areas and 49% opposed any speed-limit changes.

Feedback included support for safety, walkability and a more family-friendly city, alongside concerns about driver behaviour, the need for supporting infrastructure, congestion, enforcement and whether the change would be too restrictive. These are views expressed in the consultation, not measured effects of the speed-zone change.

The City says the expansion is intended to reduce crash severity, improve access for different road users, and support walking, cycling, outdoor dining and street activity. It also presents slower speeds as a way to reduce noise and support placemaking. Those are policy goals; the available material does not establish that this expansion has already improved safety or changed travel conditions in Perth.

In its 18 November 2025 council minutes, the City cited the example that a pedestrian’s or cyclist’s chance of survival doubles when struck at 40 km/h rather than 50 km/h. This is a comparison used in the City’s rationale, not a Perth-specific result or a study conducted by the City. The minutes also say the expected effect on overall travel times would be negligible, with congestion and traffic-signal waiting having greater influence. That is an expectation, not a measured post-implementation outcome. The council minutes set out the rationale and expected travel-time effect.
Deputy Lord Mayor Bruce Reynolds described the rationale in the City’s 2 April 2025 announcement: “Reducing speed limits on local roads decreases the severity of crashes and makes roads safer for everyone,” said Cr. Reynolds. This is the City’s position, not a quantified finding about results in Perth. The consultation announcement describes the original proposal.

What drivers should watch for
- Look for the City’s implementation plan and approved map to confirm which streets are included.
- Check for local signs as stages are installed; the approved policy direction does not mean the new limit is already in force across the City.
- Expect details on funding and stage dates to be clarified before treating late 2026 as a firm installation date.
