Vaughan Paused Its Speed Camera Program After 32,000 Tickets. Ontario Later Banned Municipal Camera Tickets

Vaughan, Ontario, paused ticketing by its automated speed enforcement cameras in June 2025 after more than 32,000 tickets were issued in three weeks. The city planned to review how camera locations were signed. Vaughan later scrapped the program, and a separate province-wide rule took effect on November 14, 2025, barring municipalities from issuing speeding tickets from their cameras.

Why did Vaughan pause the cameras?

In June 2025, Global News reported that Vaughan had issued more than 32,000 speeding tickets in three weeks through newly introduced automated speed enforcement cameras in community safety zones. The city planned to pause ticketing until September while staff reported on ways to make camera signage more effective. The report tied the pause to the signing review; it did not establish that tickets would be replaced with warnings during the pause. Global News’s June report

Global News reported these penalty-order totals at three locations:

Camera location Penalty orders reported by Global News
New Westminster Drive 9,877
Kipling Avenue 6,004
Ansley Grove Road 5,116

These are figures reported by Global News, not independently audited counts. The province later summarized the three-week total as more than 30,000 tickets; that is its wording, distinct from Global News’s more specific “more than 32,000.” Global News; Government of Ontario, September 25, 2025

Did Vaughan restart the program?

No. The June pause was initially described as lasting until September, but the later outcome was not a restart: Ontario said Vaughan council suspended and ultimately scrapped the program. That local decision preceded and was separate from the province-wide prohibition that began later. Government of Ontario, September 25, 2025

Can Ontario cities still issue speed-camera tickets?

No. As of November 14, 2025, Ontario municipalities may no longer issue provincial offences tickets or administrative penalty orders for speeding captured by municipal automated speed enforcement cameras. This province-wide policy applies beyond Vaughan. Ontario says more than 700 cameras had been installed in over 40 municipalities since 2019. Ontario’s automated speed enforcement policy page

What alternatives does Ontario describe?

The province identifies traffic calming, signs, public education and targeted enforcement as alternatives to municipal camera ticketing. Examples of traffic-calming infrastructure it names include speed bumps, roundabouts, raised crosswalks and curb extensions.

The distinction is practical: a camera records a speeding infraction and sends a penalty after the event, while physical traffic-calming measures alter the road environment. Ontario’s September announcement framed the ban as a move toward preventing speeding rather than sending tickets weeks later. Premier Doug Ford said: “Instead of making life more expensive by sending speeding tickets to drivers weeks after the fact, we’re supporting road-safety measures that will prevent speeding in the first place, keep costs down and keep our streets safe.” That is the government’s rationale, not independent proof that the alternatives produce better safety outcomes in Vaughan. The cited sources do not provide a controlled, Vaughan-specific comparison of the measures’ effects. Government of Ontario, September 25, 2025
