That report does not show that every passenger got the same offer—or that a voucher was the only option. Under current U.S. Department of Transportation (DOT) guidance, a traveler whose flight is canceled can generally choose a ticket-price refund instead of taking the alternative travel offered.
What happened on United Flight 884
Jalopnik reporter Ryan Erik King reported on October 6, 2026, that United Flight 884, a Boeing 777 scheduled to fly from Washington Dulles International Airport to Rome, was canceled 12 hours after its scheduled departure. The following chronology is Jalopnik’s account; the report did not include an independent United statement confirming these details. Jalopnik’s report
- The flight was delayed about an hour because of a cockpit technical issue. Thunderstorms then prevented takeoff.
- Roughly three hours later, the aircraft returned to the gate to refuel. The report says meals were removed because they had been sitting too long.
- Six hours into the delay, the crew reached its duty-time limit, and passengers had an opportunity to get off the aircraft.
- After a replacement crew boarded passengers again, it reported a door-seal issue that required a maintenance inspection.
- A pushback tug later failed, and a snapped band struck the aircraft. After a damage inspection, the replacement crew also timed out, and United canceled the flight.
Jalopnik reported that passengers were rebooked for the next day. It quoted Bliden, who was traveling to Rome for her sister’s 50th birthday, saying she received a $175 voucher and calling the situation “really absurd.” The report does not establish that every passenger received that amount, what restrictions applied, or whether every passenger accepted the next-day flight. Does the $175 voucher mean passengers could not get a refund?
No. A voucher offer and the right to a refund are separate matters. Under the DOT’s current refund guidance, a passenger whose flight is canceled is entitled to a refund of the ticket price if they choose not to travel or accept a travel credit, voucher, or other offered compensation. A passenger who accepts rebooking or takes an alternative flight generally is not entitled to a ticket-price refund under DOT rules.

So the reported voucher amount alone does not establish what remedy was available to any particular traveler. The account does not say what each passenger chose, how each ticket was booked, or whether anyone accepted the alternative flight. Travelers should check their own cancellation or rebooking notice and the terms of any offer.
What an airline must disclose about a voucher
When an airline offers a credit or voucher instead of a refund, DOT says it must also tell the passenger about the refund entitlement. Credits and vouchers must be valid for at least five years, and the airline must disclose material restrictions, limitations, or conditions. The report does not provide the terms of Bliden’s voucher, so its restrictions cannot be determined from the account. DOT guidance on refunds and credits

How long can an airline keep passengers on the tarmac?
At a U.S. airport, DOT defines a tarmac delay as time when an aircraft is on the ground awaiting takeoff or after landing and passengers do not have an opportunity to get off. For covered airlines, the general limit before the airline must begin moving a departing flight to a place where passengers can safely leave is three hours for a domestic flight and four hours for an international flight. The limits for arriving flights are also three hours for domestic flights and four for international flights. DOT says exceptions are allowed only for safety, security, or air-traffic-control reasons. Travelers should not leave unless the airline says it is safe. DOT tarmac-delay guidance
The reported 12 hours is the elapsed time from scheduled departure to cancellation, not evidence that passengers were continuously kept onboard for that long. Jalopnik says passengers had an opportunity to leave when the first crew timed out, but does not specify when that opportunity began or ended, how long passengers were without a safe opportunity to deplane, or whether an exception applied. The available timeline therefore does not establish whether the tarmac-delay limits were exceeded.

What airlines must provide during a tarmac delay
During a covered tarmac delay, DOT says airlines must provide a snack and drinking water within two hours, working toilets, comfortable cabin temperatures, and adequate medical attention if needed. Airlines are not required to serve a full meal, but must have or obtain enough food and water for everyone onboard. DOT distinguishes ticket refunds from airline customer-service commitments. Refund rights for a cancellation apply when a passenger declines the alternative, regardless of the cause. Amenities such as meals or lodging during a controllable delay fall under separate airline commitments. DOT identifies maintenance and crew problems as examples of controllable delays; the Flight 884 account reports technical or maintenance issues as well as weather, but does not establish how United classified the disruption.
