Red-light cameras are designed to document a vehicle entering an intersection after the signal has turned red. The usual evidence package shows the red signal, the vehicle’s position at or beyond the stop line, a readable license plate, and the date and time. Depending on the jurisdiction, the system may also supply a short video and a front-facing image that can show the driver.
A vehicle that entered legally on green or yellow generally should not be recorded as a red-light violation merely because it remains in the intersection when the signal changes. Camera design, privacy limits, evidence retention and appeal rules are local matters.
What a red-light camera is trying to prove
A citation normally depends on proving one specific event: the vehicle crossed the stop line or entered the intersection after the traffic signal had turned red. The camera system combines images or video with signal-phase and timing data so an agency can establish when entry occurred.
Being stopped in the intersection when the light changes is not, by itself, the same event. British Columbia and Victoria both state that a vehicle already inside the intersection after entering legally on green or yellow should not receive a red-light-camera fine for that change in signal.

What appears in the evidence
Vehicle position and the red signal
Images are arranged to show the vehicle immediately before or at the stop line and again after it has entered. This lets a reviewer compare the vehicle’s position with the stop line or other defined violation point while the signal is red.
License plate and timing
A readable plate is a core evidence element. The record normally includes the date and time, and some programs also show how long the signal had been red when the vehicle entered. Timing is important because the system must distinguish post-red entry from a vehicle that entered during green or yellow.
Still photographs or video
There is no single national format. NHTSA guidance describes systems using two photographs or a continuous video clip. A typical photo sequence shows the vehicle just before illegal entry and again after entry; where local law allows, a later image may show the driver.

How the system detects entry after red
The enforcement camera is paired with a detection system positioned so the record can show when the vehicle crossed the relevant line. NHTSA identifies several possible technologies:

- Inductive loops: coils installed in the pavement detect a vehicle’s presence or movement.
- Piezoelectric sensors: pavement sensors detect pressure and vehicle passage.
- Video detection: software identifies a vehicle crossing a defined zone.
- Radar: radar tracks a vehicle’s movement toward or through the intersection.
The exact sensor and its placement matter. A system must associate the vehicle’s crossing with the signal phase; simply detecting a vehicle near the junction is not enough to establish a red-light entry.
Can a red-light camera see your face?
Sometimes, but not universally. Camera angle and local law control whether a driver or passenger is visible and whether that image may be retained or used.

- NHTSA’s recommended sequence allows a later driver image only where local law permits it.
A rear-facing-only installation may provide no useful face image even if the law allows one. Conversely, a front camera does not mean every program may use facial imagery for enforcement.
Does it record you if you are already in the intersection?
Generally, no—not for the red-light violation the system is designed to document. If the vehicle crossed the stop line legally on green or yellow and the signal changed while the vehicle was still clearing the intersection, official guidance from British Columbia and Victoria says it should not be treated as a red-light-camera entry.
The critical distinction is the moment of entry, not the moment the vehicle exits. A vehicle that enters after red can be documented even if it leaves the intersection quickly; a vehicle that entered before red should not become a violation solely because it remains there.

What happens after the camera records an event?
The camera does not usually issue a citation without agency processing. San Francisco describes an automated system that sends event information for processing, followed by an authorized reviewer who verifies the plate and the violation before a citation is issued. D.C. describes digital capture of relevant violation data, images and video for agency processing.
An evidence package can therefore include:
- One or more still images and, where used, a video clip.
- The signal phase and the time of the alleged entry.
- Vehicle and license-plate data.
- Images showing the vehicle before and after the defined entry point.
- A review decision by an authorized agency employee.
Receiving a notice does not mean every frame from every camera at the intersection is automatically included. The issuing agency’s notice or evidence portal identifies what was used for that particular citation.
Not every intersection camera is a red-light camera
A housing, lens or sensor at an intersection may support traffic operations or another automated-enforcement program. NHTSA notes that systems can be configured with different detection technologies, while D.C. distinguishes automated systems that capture violation data, images and video for agency processing.

A red-light system is specifically tied to the traffic signal and a defined entry violation. Traffic-monitoring cameras may instead manage congestion, detect incidents, measure flow or support signal timing and may not be configured to identify a red-light offense.
Why the view and rules differ by jurisdiction
Local program rules determine the hardware mix and the legal boundaries. Differences can include:
- Where the stop line or violation point is defined.
- How many still images are taken and whether video is recorded.
- Whether views are rear-only or include a front camera.
- Whether driver or passenger faces may appear.
- How long video, images and plate data are retained.
- What notice, review and appeal procedures apply.
There is no single universal retention period or appeal deadline established by the programs described here. For a real citation, use the issuing agency’s notice and evidence portal rather than assuming another city’s camera rules apply.
How to read a red-light-camera notice
- Check the alleged entry time. Compare it with the signal phase shown in the notice or evidence.
- Locate the stop line or violation point. Determine whether the vehicle was already beyond it before red.
- Review every supplied frame or video segment. Look for the before-entry and after-entry positions, not just the plate image.
- Confirm the plate and vehicle. Check that the plate, make, model and identifying details match your vehicle.
- Follow the issuing agency’s review or appeal instructions. Deadlines and acceptable evidence are set locally.
Why red-light cameras exist
The safety rationale is to deter drivers from entering on red and to document violations consistently. The Centers for Disease Control and Prevention reported 846 people killed in U.S. crashes involving red-light running in 2018. That statistic describes crashes involving red-light running nationwide; it is not a measure of any one camera program’s performance.
