Before paying a deposit, enter the exact registration number of the car into Transport for London’s (TfL) official vehicle checker. For cars, the relevant minimum standards are Euro 4 for petrol and Euro 6 for diesel, but no registration-year rule or seller’s statement can guarantee an individual vehicle’s status. The checker assesses that specific vehicle by its recorded emissions standard and type.
After confirming the ULEZ result, carry out the normal used-car checks: verify the identity against DVLA information, review MOT history and recalls, inspect the V5C log book, and match the vehicle and engine numbers. A compliant emissions result does not prove that the car is safe, genuine or correctly documented.

Use the registration number, not just the make, model or year, in TfL’s official vehicle checker. The result is tied to the vehicle record and considers its emissions standard and vehicle type. Ask the seller for the registration before you travel to view the car, then run the check yourself rather than relying on an advert or verbal assurance.

A checker result does not include every possible personal discount or exemption, so review those separately if they may apply to your circumstances. Why the seller’s “ULEZ compliant” claim is not enough
Compliance can differ between apparently similar cars because of engine, fuel type, emissions equipment, vehicle type or the exact registration record. A registration date is only an indication of what standards may have been common at the time. It is not a substitute for the individual check, particularly for imported, converted, unusually classified or previously modified vehicles.
The standards that matter for cars
TfL’s stated ULEZ emissions standards for cars are:

The standards concern nitrogen oxides (NOx) and particulate matter (PM). The practical buying decision is still binary for the vehicle you intend to use: the checker must return a compliant result, or you must budget for the charge or establish a valid exemption.

What a non-compliant car can cost
TfL’s April–June 2025 factsheet stated a £12.50 daily charge for non-compliant cars, motorcycles, vans and minibuses. That is a dated scheme figure, so check TfL’s current charge before publishing a budget or completing a purchase. Multiply the current daily rate by the number of likely zone-entry days, then compare that recurring exposure with the cost of choosing a compliant car. Do not treat the 2025 amount as permanently fixed.

What to check before viewing the car
Do the checks that require online information before spending time or money on a viewing. Ask the seller for the registration, make, model and MOT test number, and check that those details agree with DVLA records.
- Check the registration record. Confirm that the registration supplied by the seller identifies the same make and model shown in the advert. A mismatch can indicate an error, a cloned plate or a listing for a different vehicle.
- Review MOT status and history. Look for the current expiry date, recorded mileage, recurring advisories and failures. A recently issued MOT is not a guarantee of mechanical condition; patterns in the history are more informative than a single pass.
- Check recalls. Find out whether the vehicle has an outstanding serious safety recall. Ask how and when any recall work was completed, and request supporting documentation where available.
- Run the TfL check. Enter the exact registration and record the emissions result and the date checked. If the result is non-compliant, decide whether the car is still viable before arranging a deposit or inspection.
These checks should be done independently of the seller’s preferred website or paperwork. If the seller will not provide the registration, MOT number or basic identity details, treat that refusal as a reason to walk away.
What to inspect at the viewing
Verify the V5C log book
Ask to see the original V5C registration certificate. GOV.UK advises checking the “DVL” watermark and warns that certain V5C serial-number ranges may indicate a stolen document. Compare the document with the car and with the information you were given before the appointment.

- Check the keeper details and address, while remembering that the V5C is not proof of ownership.
- Look for alterations, inconsistent fonts, damaged security features or missing pages.
- Do not accept a promise that a replacement log book is “on the way” as a reason to ignore discrepancies.
Match the vehicle identification numbers
Locate the vehicle identification number (VIN) on the car and compare it with the V5C and any service or inspection records. Compare the engine number as well. The numbers should be legible, consistent and free from signs of tampering. If a number is missing, altered or does not match the document, stop the transaction until the discrepancy is independently resolved; in practice, a buyer should normally walk away.

Assess condition separately from emissions
Inspect body panels, glass, lights, tyres, brakes, warning lamps, fluid leaks and the cold-start behaviour. Test every electrical feature and take a road test with the seller’s permission and appropriate insurance. Examine service invoices and ask when major maintenance is due. ULEZ compliance says nothing about clutch wear, timing-belt condition, battery health, accident repairs or outstanding finance, so those risks need their own checks.
Checks to complete before paying a deposit
Before making an offer or transferring money, turn the online findings into a written record.
- Confirm the exact registration in writing. Ask the seller to state the registration and the TfL result on the receipt, order form or messages. Keep your dated checker record with the advert and payment evidence.
- Reconcile every identity detail. The registration, VIN, engine number, V5C and DVLA information must describe the same car. Resolve any discrepancy before payment, not after collection.
- Calculate realistic charge exposure. Estimate how often you will enter the zone, use the current TfL daily rate, and include trips that may be easy to overlook. A nominally cheap non-compliant car can become expensive through regular use.
- Check exemptions rather than assuming one. If you believe the vehicle or your use qualifies, read TfL’s current eligibility and registration instructions and obtain confirmation of any required application or grace period.
- Agree what happens if the status is wrong. Put the registration, promised equipment and any refund or cancellation terms in writing. Do not rely on a verbal “we will sort it out” assurance.
Exemptions, discounts and grace periods
TfL distinguishes permanent exemptions from temporary grace periods and discounts. Eligibility can depend on the vehicle’s tax class, adaptations, use, keeper, registration and the way an application is made. A discount or exemption linked to one person or purpose may not transfer automatically when the vehicle is sold or used differently.

A Blue Badge is not an automatic exemption
Holding a Blue Badge does not by itself make a vehicle exempt from ULEZ charges. Check TfL’s current rules for the specific driver, vehicle, tax class and use, and complete any required registration before assuming a charge will be waived. Likewise, do not assume that every old vehicle, hybrid, converted vehicle or car used by a disabled driver qualifies.
Why zone-wide compliance statistics cannot answer your question
TfL recorded a 97.7% ULEZ compliance rate for cars in April, May and June 2025. TfL defines this as a monitored, zone-wide rate for those months. It describes the fleet entering the zone; it does not predict whether the particular car in front of you will pass the checker.
The same 2025 factsheet described the zone as covering 1,500 square kilometres. That scale explains why a buyer may encounter the scheme in many parts of London, but area size and aggregate compliance do not replace a registration check. Use statistics as context, never as evidence about an individual vehicle.
Comparing a compliant car with a non-compliant one
When two otherwise suitable used cars are available, compare the emissions result alongside the ordinary ownership factors. The following framework avoids treating ULEZ status as the only criterion:

Do not choose a car solely because it is petrol or diesel. Petrol cars must meet Euro 4 and diesels Euro 6, and the checker remains the deciding evidence. Condition, service history, MOT record, recalls, documentation, price and other running costs can outweigh a small difference in purchase price.
What to do immediately after buying
- Tax the vehicle immediately. Use the green “new keeper” slip from the V5C. Vehicle tax does not transfer to you from the previous keeper.
- Arrange insurance before road use. You need insurance before driving on public roads. Confirm that the policy starts on the date and time you collect the car.
- Record the paperwork. Keep the receipt, seller’s details, dated TfL result, V5C new-keeper slip, MOT information and any warranty or repair promises.
- Plan the next MOT. GOV.UK says a vehicle needs an MOT every year once it is three years old, subject to the applicable rules. Check the exact due date and do not let the purchase date obscure it.
- Recheck before regular London use. If the registration, vehicle type or keeper details change, confirm that your understanding of any exemption or discount still applies.
Common mistakes and how to recover
“It was registered after the cutoff, so it must be compliant”
There is no universal registration-year cutoff that guarantees the result for every car. Run the exact registration through TfL. If the record conflicts with the seller’s claim, pause the purchase and ask TfL to clarify the vehicle record.
“The advert says compliant, so I did not check”
Save the advert, but treat it as an unverified claim. Ask for the registration and perform the check yourself before paying. If the seller will not cooperate, choose another car.
“The MOT pass proves the car is fine”
An MOT is a point-in-time roadworthiness test, not a full mechanical inspection and not an emissions-zone certificate. Review the history, inspect the car and obtain an independent inspection when the value or condition warrants it.
“The V5C looks official, so the identity must be genuine”
Match the V5C’s security features and details with the VIN, engine number, DVLA record and the physical car. Do not complete the transaction while key identities or documents disagree.
“An exemption will cover me automatically”
Exemptions and temporary discounts have conditions and may require registration. Check the current TfL category, submit any required application and retain confirmation before making trips that would otherwise incur a charge.
