On 28 September 2025, it announced a guarantee intended to unlock up to £1.5 billion in commercial-bank finance for the carmaker, following a cyberattack that had halted production and sales. The loan is expected to be repaid over five years.
What did the government actually guarantee?
The facility uses UK Export Finance’s Export Development Guarantee (EDG). A commercial bank lends to JLR; the government guarantee backs some of the lender’s risk. The government described the EDG as a partial guarantee that typically covers up to 80% of a loan’s risk, and explicitly said it is not direct government lending. The announcement does not state the precise share guaranteed for JLR.
“Up to £1.5 billion” is the amount the guarantee is expected to unlock, not confirmation that JLR has drawn the full amount. The stated repayment period is five years. JLR remains the borrower, while the guarantee gives its lender protection on the covered part of the risk if the borrower cannot repay. The exact terms of JLR’s facility, including its specific coverage and conditions, were not set out in the announcement.
Why was it described as a bailout?
“Bailout” is understandable shorthand for unusually large state-backed support, but it can suggest that taxpayers directly lent or gave JLR the money. This intervention is more precisely described as government-backed private finance: a bank supplies the loan, and UK Export Finance shares some lender risk through the EDG.

The policy aim was to keep JLR financially resilient and give suppliers confidence while production was stopped. A prolonged interruption can leave smaller suppliers exposed to a sudden drop in orders and cash flow. The government framed the guarantee as a way to protect those firms, skilled jobs and the wider UK automotive sector, rather than allowing a temporary stoppage to escalate into a liquidity problem across the supply chain.
How long were production and sales disrupted?
The shutdown followed an August 2025 cyberattack. Workers were sent home from factories on 31 August. In the House of Commons on 9 September, ministers said the attack had stopped production and sales; the National Cyber Security Centre (NCSC) had been working with JLR since the previous week.

On 23 September, the Associated Press reported that JLR’s production lines would remain halted until at least 1 October. JLR said it was investigating and working with law enforcement and the NCSC to restart safely in phases. That reporting established the planned minimum duration at that point, not the eventual restart date or the total length of the shutdown.
Which jobs, plants and suppliers were at stake?
The government announcement named JLR’s UK plants in Solihull and Wolverhampton in the West Midlands, and Halewood in Merseyside. It said JLR employed 34,000 people directly in UK operations and that around 120,000 people worked in its supply chain. Those are government-announced figures, not a count of workers who lost their jobs or were individually affected by the shutdown.

The guarantee was aimed at supporting JLR’s cash reserves and providing assurance to suppliers during the production interruption. It does not, by itself, establish that every supplier received a payment or that all jobs were secured.

Public statements in the cited reporting establish that the incident disrupted production and sales and that JLR was investigating with law-enforcement and NCSC involvement. They do not identify the attackers, explain how they entered JLR’s systems, establish a definitive root cause, or confirm whether customer data was stolen or a ransom was demanded. Ministers said in Parliament that they could not discuss operational specifics while investigations continued. Claims on those points should therefore be treated as unconfirmed unless supported by a later authoritative disclosure.

Why did ministers cite wider cyberattack figures?
During the 2025 Commons discussion, Business Secretary Chris Bryant cited National Cyber Security Centre evidence that 40% of UK companies had faced some kind of cyberattack in the previous year. Sonia Kumar cited the April 2025 Cyber Security Breaches Survey, which reported that 43% of businesses and 30% of charities had experienced a cyberattack in the previous year. These are different figures from different cited sources and populations; neither measures the likelihood of an attack on JLR specifically.
