The Chicago-Naperville-Elgin metropolitan area moved in the opposite direction: its reported thefts rose 2%. That is a metro-area comparison, not a count for Chicago city limits, and the national decline does not mean theft has stopped.
What the first-half 2026 figures show
The National Insurance Crime Bureau (NICB) counted 268,415 U.S. vehicle thefts reported to law enforcement from January through June 2026, down 21% from the first half of 2025. In the same six-month period, the Chicago-Naperville-Elgin, Illinois-Indiana metro area recorded 11,761 reported thefts, up 2% year over year. NICB’s September 30, 2026 release gives both figures.
Chicago-Naperville-Elgin was the only one of the ten highest-volume metro areas in NICB’s comparison to record an increase. That finding is limited to those ten metros; it does not mean Chicago was the only metro anywhere in the country where thefts rose. NICB also reported a year-over-year decrease in every state. The District of Columbia is listed separately from the states in the release’s jurisdiction table.
Did vehicle theft go up in Chicago?
The reported increase was for the Chicago-Naperville-Elgin metro area, which includes communities in Illinois and Indiana. The NICB release does not provide the city-only Chicago count needed to say whether vehicle thefts rose or fell within the city’s boundaries. So the accurate answer is that reported thefts rose 2% across the metro area; the cited figures do not establish the change for Chicago proper.

These are counts of reported thefts, not a measure of an individual driver’s chance of having a vehicle stolen. They also are not population-adjusted rates. NICB put the national rate at about 77.81 thefts per 100,000 people for the first two quarters of 2026 and identified Bakersfield-Delano, California, as the highest metro rate, at 223.28 per 100,000. Neither figure is a Chicago-area rate or ranking.
Why are thefts falling nationally but rising around Chicago?
The figures establish that the national and Chicago-area trends diverged over the same six months; they do not, by themselves, explain why. NICB has attributed the broader decline in 2025 to a combination of prevention and intelligence sharing, public-awareness efforts, law-enforcement and technology investments, and policy changes in some states. That is NICB’s explanation of contributing factors, not evidence that any one measure caused a particular share of the decline or the Chicago-area increase. NICB’s 2025 annual release describes those factors.

The scale of the national decline should also be kept in perspective: 268,415 vehicles were still reported stolen in six months. NICB Chief Operating Officer Tim Slater said continued investment in partnerships, prevention, and public awareness remains important.
How the first-half result fits the annual trend
For a full-year comparison, NICB reported 659,880 U.S. vehicle thefts in 2025, a 23% decrease from 2024. It reported 24,299 thefts for the Chicago-Naperville-Elgin metro area in its 2025 metro ranking. Those are raw counts, not per-capita rankings. NICB also said 2024 had declined 17% from 2023 and characterized the 2025 total as the lowest in several decades. Those historical comparisons and characterizations are NICB’s.

The 2025 annual figures and the first-half 2026 figures cover different time windows, so they should not be compared as if they were equivalent totals. The meaningful comparisons are 2025 against 2024 for the full year, and January–June 2026 against January–June 2025 for the half-year update.

NICB recommends practical steps that make a vehicle harder to steal or easier to locate. These are precautions, not guarantees, and the release does not quantify how much any one measure reduces risk.

- Park in a well-lit location when possible.
- Close the windows and lock the doors whenever you leave the vehicle.
- Turn the vehicle off rather than leaving it running, and take the keys with you.
- Consider an added deterrent such as a steering-wheel lock, audible alarm, or kill switch.
- Consider aftermarket GPS tracking if locating a stolen vehicle is a priority.
NICB lists these measures in its first-half 2026 release. It does not establish that a particular device or brand is effective in every situation.
