Trump’s energy agenda did end federal clean-vehicle tax credits for vehicles acquired after September 30, 2025, and the EPA later finalized a separate repeal of federal greenhouse-gas standards for on-road vehicles. But the January 2025 executive order naming lightbulbs and toilets did not itself repeal those products’ standards. The Department of Energy (DOE) announced proposals and other targeted actions; the federal materials described here do not show a blanket, finalized return of old incandescent bulbs or high-flow toilets.
What changed, and through which legal action?
| Action | Mechanism and date | What it covers | What it means for consumers |
|---|---|---|---|
| Consumer-choice policy direction | Executive Order 14154, January 20, 2025 | Vehicles and named appliances including lightbulbs, toilets, and showerheads | Directed agencies to review actions and plan possible suspension, revision, or rescission consistent with law. It did not automatically erase each product rule. |
| Clean-vehicle tax-credit cutoff | Public Law 119-21, signed July 4, 2025 | New, previously owned, and qualified commercial clean-vehicle credits | Credits are unavailable for vehicles acquired after September 30, 2025. IRS guidance describes the conditions for vehicles acquired by that date. |
| Vehicle greenhouse-gas rules | EPA final action, February 12, 2026 | Specified federal GHG standards for light-, medium-, and heavy-duty on-road vehicles and engines, and the 2009 Endangerment Finding | A separate emissions-regulation action; it did not set the tax-credit cutoff. |
| DOE appliance actions | Proposals, postponements, and withdrawals announced in 2025; a process-rule proposal announced July 2, 2026 | Specific rules or categories identified by DOE, not all appliance standards at once | Each action has its own status. A proposal is not a final repeal, and an action concerning faucets or showerheads is not a flush-toilet rollback. |
Did the EV tax credit end?
Yes, for vehicles acquired after September 30, 2025. The cutoff applies to the federal clean vehicle credit (30D), previously owned clean vehicle credit (25E), and qualified commercial clean vehicle credit (45W), according to IRS guidance on the law signed July 4, 2025. The cutoff came from statute, not EPA’s later vehicle-emissions action.

If the vehicle was acquired by the deadline
The IRS says a buyer must have entered a binding written contract and made a payment by September 30, 2025 to meet the acquisition cutoff. The vehicle also must be placed in service to claim a qualifying credit; the IRS defines that as taking possession. Meeting the cutoff does not by itself guarantee eligibility: the applicable credit’s other requirements still matter.

The three credits above are unavailable for a vehicle acquired after the cutoff. This statement concerns those federal credits; it does not establish whether any separate state, local, utility, or other incentive may be available.

What did the EPA do to vehicle emissions rules?
On February 12, 2026, EPA said it finalized rescission of the 2009 Greenhouse Gas Endangerment Finding and repeal of subsequent federal GHG standards for light-, medium-, and heavy-duty on-road vehicles and engines. EPA described the action as applying to greenhouse-gas emissions; it said regulation of traditional air pollutants was unchanged. These are the agency’s stated scope and characterization of its final rule.
EPA estimated savings of more than $1.3 trillion in connection with that rule. That is EPA’s estimate, not an amount of EV credits terminated or a household appliance-savings figure. The credit cutoff was established separately by Public Law 119-21 in 2025.

Did Trump bring back incandescent lightbulbs?
The January 2025 executive order made consumer choice among appliances, explicitly including lightbulbs, an administration policy goal and directed agency review. That statement was not a completed repeal of the lamp efficiency rule.
What the federal lamp rule says
DOE’s 2024 announcement described a finalized general-service-lamp efficiency rule made under statutory direction. Manufacturers must comply for newly produced or imported covered lamps beginning July 25, 2028. DOE said the higher minimum efficiency level cannot be met by conventional energy-inefficient incandescent bulbs, subject to the rule’s definitions and exemptions. The rule does not prohibit continued use or purchase of bulbs manufactured before the compliance requirement applies.

- LONG LASTING PERFORMANCE: These LED bulbs offer a 10,000 hour lifespan, providing lasting illumination for over 9 years (based on 3 hours of use each day), helping minimize replacements
- GREAT ATMOSPHERE: Enjoy daylight white light bulbs that create a bright, crisp atmosphere for any room
- STANDARD FIT: The E26 standard base provides compatibility with most fixtures, making it easy to install these LED bulbs in lamps and overhead lighting
DOE projected that the 2024 rule would save households $1.6 billion in energy costs annually. That was a projection, not realized savings; the stated manufacturer compliance date is in 2028.
What DOE’s later actions establish
DOE’s May 12, 2025 announcement listed 47 proposed eliminations or modifications. The list included water-use standards for faucets and an action concerning the definition of showerheads, but did not list lightbulb standards. The materials cited here therefore do not establish a finalized blanket repeal of federal lamp standards.

Are high-flow toilets legal again?
The cited federal materials do not establish a finalized change that broadly authorizes high-flow toilets by repealing federal flush-toilet standards. DOE’s flush-toilet standards page says federal law covers water closets, that the standards have not been amended under the statutory mechanism it describes, and that DOE last amended toilet test procedures in 2013.

DOE’s May 2025 proposed-actions list named faucets and showerheads, not flush toilets. Those categories are not interchangeable: an action on faucet water use or the definition of a showerhead does not, by itself, alter a toilet’s flush-water standard.

Did the government repeal appliance standards, or only propose changes?
DOE’s actions were a mix of different procedural steps, not a single final repeal of all appliance mandates. Its March 24, 2025 announcement said the department postponed implementation dates for three appliance rules and withdrew four other conservation standards; the categories it named did not include bulbs or toilets. On May 12, DOE announced 47 proposed eliminations or modifications. On July 2, 2026, DOE described a proposed change to the appliance-standards process, not a final repeal of all appliance standards.
DOE estimated that its May 2025 proposals could save $11 billion if finalized and cut more than 125,000 words from the Code of Federal Regulations. Those were DOE estimates tied to proposed actions, not realized savings or proof that every proposal took effect. Energy Secretary Chris Wright characterized the effort as “slashing regulations” intended to restrict consumer choice; that is his political description of the department’s agenda, not a separate finding about the legal status of a particular standard.
The practical distinction is the rule’s status: an executive order sets direction, a proposal opens a possible change, a postponement delays implementation, a withdrawal removes a specific action, and a final rule changes law as described by the agency. The status and scope have to be checked product by product.
