The arrangement, announced by President Donald Trump and Prime Minister Keir Starmer on May 8, 2025, and implemented by a U.S. order signed June 16, has drawn criticism from the American Automotive Policy Council, which represents Ford, General Motors, and Stellantis.
The Detroit Three’s objection is not simply that British vehicles received a tariff reduction. Their argument is that the structure may make some cars built in the United Kingdom more favorably treated than vehicles assembled in Canada or Mexico using North American supply chains—despite the administration’s stated goal of protecting U.S. manufacturing.

What the UK-car tariff change does
The arrangement creates a tariff-rate quota for qualifying UK-origin automobiles classified under HTSUS heading 8703:
- The first 100,000 vehicles per year receive a combined tariff rate of 10%.
- That 10% consists of a 7.5% Section 232 automobile tariff plus the normal 2.5% most-favored-nation tariff.
- Vehicles entered after the annual quota is used up remain subject to the full 25% automobile duty, in addition to the applicable ordinary tariff treatment.
Before the preferential arrangement, the commonly cited combined rate was 27.5%: a 25% Section 232 automobile tariff plus the 2.5% MFN rate. The new treatment therefore reduces the tariff burden on vehicles inside the quota from 27.5% to 10%, rather than eliminating tariffs altogether.

It is a quota, not unlimited free entry
The most important qualification is the annual cap. This is not a blanket exemption for every vehicle made by a British automaker, and it is not a permanent zero-tariff trade agreement.
Once 100,000 qualifying vehicles have entered under the preferential quota for the relevant year, additional vehicles do not continue receiving the 10% rate. They revert to the full automobile duties specified by the U.S. tariff regime. Because the quota is close to the level of UK vehicle exports to the United States, it could become binding if qualifying exports increase.
The 2025 quota was also adjusted to account for the arrangement’s May 8 operative date. That means the first year was not simply an ordinary full-year quota operating from January 1.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhy American automakers are unhappy
The American Automotive Policy Council, which represents Ford, General Motors, and Stellantis, argued that the deal creates an unfavorable comparison for North American manufacturing.
Its core concern is this: a vehicle imported from the United Kingdom with relatively little U.S. content could receive a 10% tariff rate, while a vehicle assembled in Mexico or Canada may remain exposed to the administration’s automobile-tariff framework even if it uses a substantial amount of parts from the United States, Canada, and Mexico.
The Detroit manufacturers operate deeply integrated supply chains across the three USMCA countries. Components can cross borders several times before a vehicle is completed. The automakers say the UK arrangement may therefore reward an imported British vehicle over a vehicle produced within the North American manufacturing system.
This is primarily an argument about relative treatment. The council is not merely objecting to lower tariffs for UK imports; it is saying that the lower rate may undercut the competitive position of vehicles and suppliers tied to the U.S.-Canada-Mexico production network.
In the automakers’ view, a tariff policy presented as a tool to support U.S. manufacturing should not give a more favorable rate to an outside-region import than to a vehicle linked to North American production and workers.
That criticism describes the manufacturers’ policy position. The available material does not, by itself, establish that the deal will reduce U.S. production, eliminate jobs, move manufacturing overseas, or raise or lower vehicle prices. Those would be later economic outcomes requiring separate evidence.
How the tariff arithmetic works
| Situation | Section 232 automobile duty | MFN tariff | Combined rate described in the arrangement |
|---|---|---|---|
| Qualifying UK vehicle inside the annual quota | 7.5% | 2.5% | 10% |
| Vehicle subject to the standard automobile tariff | 25% | 2.5% | 27.5% |
| Qualifying UK vehicle above the quota | 25% | 2.5% | 27.5%, subject to applicable classification and tariff rules |
The 10% figure is therefore a combined rate, not a 10% replacement for every possible charge that might apply to an imported vehicle. Customs treatment can also depend on classification, country-of-origin rules, entry documentation, and other applicable requirements.
Which vehicles qualify?
“UK cars” is shorthand, not a complete legal test. The implementing order applies to automobiles that meet its tariff-classification and origin requirements and are treated as products of the United Kingdom.

A car carrying a British brand does not automatically qualify. A UK marque may have vehicles manufactured in several countries. A model associated with a British manufacturer but built elsewhere may not receive the same treatment as a vehicle that satisfies the applicable UK-origin rules.

Importers must determine eligibility under the relevant customs requirements rather than relying on the brand name, the location of the company’s headquarters, or a vehicle’s marketing identity. The same distinction matters for the quota: only qualifying vehicles count as entries receiving the preferential treatment.
What happens to UK automotive parts?
The order also provides comparable treatment for certain qualifying automotive parts. Parts that would otherwise face the 25% automobile duty can receive a total 10% tariff when they are:
- products of the United Kingdom,
- covered by the order’s provisions, and
- intended for use in UK-origin automobiles.
This is narrower than a general 10% tariff on every auto part imported from Britain. The part, its origin, its intended use, and the relevant implementing requirements all matter.
Why the Trump administration supports the arrangement
The White House presented the broader U.S.-UK Economic Prosperity Deal as a reciprocal-trade initiative. Its stated goals included expanding U.S. access to foreign markets, reducing non-tariff barriers, protecting American workers and manufacturers, and strengthening national security.
The administration highlighted other elements of the broader understanding, including improved U.S. market access for products such as beef and ethanol. From that perspective, the vehicle quota was part of a negotiated package rather than an isolated concession to British automakers.
The administration’s stated rationale and the Detroit automakers’ criticism point in opposite directions:
- Administration’s position: the arrangement supports a broader trade deal, opens opportunities for U.S. exporters, and advances trade and national-security objectives.
- Automakers’ position: the vehicle provision may disadvantage North American production by granting a relatively low rate to imported UK vehicles.
Neither rationale should be presented as proof of the eventual economic result. The policy’s effects on prices, export volumes, production decisions, and employment would depend on how manufacturers use the quota and how the broader trade arrangements are implemented.
Why the UK government welcomed it
The UK government described the vehicle quota as a major reduction in the tariff burden on British automotive exports to the United States—from the commonly cited 27.5% combined rate to 10% for vehicles inside the quota.
UK officials linked the arrangement to the protection of British automotive and steel-industry jobs. The quota also gives UK manufacturers a defined volume of access to the U.S. market at a rate substantially below the standard automobile tariff.
That access is valuable, but the cap limits the scale of the immediate benefit. The arrangement does not guarantee that all UK vehicles exported to the United States will receive the lower rate, nor does it remove the commercial importance of production location and origin compliance.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is this a U.S.-UK free-trade agreement?
No—not based on the May 8 document. The general-terms document was expressly described as non-legally binding at that stage. It said the two governments would negotiate and implement the proposed arrangements through their respective domestic processes.
The June 16 U.S. order implemented the automotive tariff treatment, but that specific action should not be confused with a comprehensive U.S.-UK free-trade agreement. The vehicle provision is a targeted preferential quota arrangement with a defined annual limit and conditions for eligibility.

What this means for car buyers
The tariff change applies at importation, so it changes the cost structure for qualifying vehicles brought into the United States. It does not automatically translate into a specific price cut for consumers.
Whether buyers see any benefit would depend on several factors, including:
- whether a manufacturer passes some of the tariff savings through to the vehicle price;
- whether the vehicle qualifies as a UK-origin product;
- whether the model is imported before the annual quota is exhausted;
- exchange rates, shipping, dealer costs, and other charges; and
- the manufacturer’s pricing strategy and available supply.
A qualifying vehicle imported after the quota is filled may face the higher automobile duty, which could materially change the economics of that model. The tariff arrangement alone does not establish that UK cars will become cheaper in showrooms.

Trump’s UK-car deal lowers the combined U.S. tariff from 27.5% to 10% for up to 100,000 qualifying UK-origin vehicles a year. It also offers comparable treatment to certain qualifying UK parts used in UK-origin automobiles.
American automakers object because they see a potential imbalance: imported UK vehicles could receive preferential treatment while vehicles built in Canada or Mexico within integrated USMCA supply chains remain exposed to higher U.S. automobile duties. The dispute is therefore about how the tariff system values different kinds of production—not simply about whether British cars received a cut.
The arrangement remains limited by the quota, origin rules, and the distinction between a nonbinding May announcement and the later U.S. implementation order. It is a preferential automotive deal, not an unlimited tariff elimination or a full free-trade agreement.
Frequently Asked Questions
How much is the new U.S. tariff on qualifying UK cars?
Vehicles that qualify for the annual UK quota receive a combined 10% tariff: 7.5% under the adjusted automobile duty plus the normal 2.5% MFN tariff.

How many UK cars can receive the lower tariff?
The arrangement covers up to 100,000 qualifying UK-origin vehicles per year. The 2025 quota was adjusted to reflect the May 8 effective date.
What happens when the UK-car quota is full?
Vehicles entered after the annual quota is exhausted remain subject to the full 25% automobile duty, along with applicable ordinary tariff treatment.
Does every car made by a British brand qualify?
No. Eligibility depends on the vehicle’s tariff classification and applicable country-of-origin rules. A British marque built in another country is not automatically a UK-origin vehicle for this purpose.
Why do Ford, GM, and Stellantis oppose the deal?
Through the American Automotive Policy Council, the Detroit Three argued that the preferential UK rate could make imported British vehicles more favorably treated than vehicles assembled in Canada or Mexico with North American parts and labor.

The Bottom Line
Bottom line: The deal cuts the U.S. tariff on the first 100,000 qualifying UK-origin vehicles each year to 10%, but it does not eliminate tariffs or create unlimited access. Detroit’s complaint is that this preferential treatment may undermine North American vehicle production even as the administration says its trade policy is designed to protect U.S. manufacturing.
