Trump Administration Froze EV Charging Funds; Tesla Grant Was a California Proposal

A 2025 federal pause disrupted NEVI funding, but court orders later affected access for some states. California’s $1,590,348 Tesla request was a proposed grant for 40 public fast-charging ports, not proof of a payment or a nationwide total.

The Trump administration’s 2025 pause disrupted the federal National Electric Vehicle Infrastructure (NEVI) program, but court orders later restored access to funds for some states. The Tesla figure behind the headline is a California grant request for $1,590,348 to install 40 public fast-charging ports—not proof that Tesla received that money, and not a nationwide total.

What NEVI is—and what the pause did

Congress appropriated $5 billion for NEVI through the Infrastructure Investment and Jobs Act. Administered through states, the program is intended to build an interconnected network of EV charging infrastructure, with an emphasis on access and reliability. The Department of Energy describes the network’s purpose in its National EV Charging Network overview; the Government Accountability Office discusses the program and the federal actions in its decision B-337137.

President Donald Trump’s January 20, 2025, executive order directed a pause in certain disbursements under the Infrastructure Investment and Jobs Act and Inflation Reduction Act, including EV-charging funds. On February 6, the Federal Highway Administration rescinded NEVI guidance and withdrew prior state plan approvals. The GAO describes the result: states could not access NEVI funds while awaiting replacement guidance and submitting updated plans.

How court rulings changed access to the money

Date Action What it meant
June 2025 A federal judge issued a preliminary injunction in litigation brought by multiple states. The order covered 14 states, not every plaintiff jurisdiction or every state. The Associated Press reported the scope of the ruling.
October 1, 2025 FHWA issued its FY2026 NEVI apportionment notice, Notice N 4510.909. The notice listed $1 billion appropriated for NEVI in FY2026. After a stated $15 million administrative retention and $100 million set-aside, it reported $885 million available for distribution to states. Those figures describe apportionment or availability, not proof of awards, obligations, or spending.
January 23, 2026 California’s Department of Justice announced a court order concerning EV-charging funds. The state said the order ensured access to $379 million in previously awarded California EV-charging infrastructure funds. This is the state’s account of the order.
January 27, 2026 Arizona’s Attorney General announced a ruling on withheld infrastructure funds. The state said the court found USDOT had illegally withheld funds. Arizona also noted Phoenix’s separate $15 million Charging and Fueling Infrastructure (CFI) grant had been selected but not sent; CFI is not NEVI.

The sequence matters: the February guidance withdrawal made NEVI funds unavailable pending new guidance and state plans; the June injunction restored access only for states within its scope; and the January 2026 state announcements describe later court developments. Neither a funding notice nor a state’s announcement alone establishes that every listed dollar had reached a project or been spent.

What the Tesla figure actually represents

A California Energy Commission document, grant request RNEV-25-002, names Tesla, Inc. as the proposed recipient of $1,590,348 under California’s NEVI Formula Program. The proposal covers installing, operating, and maintaining 40 public DC fast-charging ports at sites in Copperopolis and Campbell.

The request lists an agreement start date of October 8, 2025, and an end date of March 31, 2032; the proposed CEC business meeting date is also October 8, 2025. Those are details in the proposal, not confirmation that the request was approved or the funds disbursed. The document supports describing this as a proposed state grant to Tesla—not a direct federal payment—and it does not establish Tesla’s nationwide NEVI awards or total federal EV-charging funding.

How to read the funding numbers

  • Appropriated: Congress authorized money for a program. NEVI’s $5 billion appropriation is the program-wide amount cited by GAO.
  • Apportioned or available for distribution: FHWA’s FY2026 notice described $885 million for state distribution after its listed retention and set-aside. Availability is not the same as spending.
  • Proposed: California’s $1,590,348 Tesla grant request identifies an intended recipient and project, but a request is not evidence of payment.
  • Awarded or previously awarded: California’s January 2026 announcement referred to $379 million in previously awarded funds. That figure is not the Tesla proposal amount.
  • CFI versus NEVI: Phoenix’s reported $15 million grant was a separate CFI award, not part of the NEVI formula program.

Was the freeze permanent?

No. The funding pause was followed by litigation and court orders affecting states’ access. The June 2025 injunction covered 14 states, and California and Arizona announced further rulings in January 2026. FHWA’s FY2026 notice also listed NEVI funding for distribution. These developments do not mean all states had equal access at every point, or that all apportioned or announced funds had been spent.
