A safety officer works at the event or circuit-planning level, helping determine how safety resources, marshal posts and additional personnel are arranged. They are not interchangeable titles. The precise authority, reporting line and duties come from the championship regulations and the circuit’s homologation documents.
The essential difference
The distinction is mainly one of scope. A track marshal is deployed to a particular marshal post and deals with what is happening on, or immediately beside, that part of the course. A safety officer belongs to the wider safety structure of the event or circuit and may be involved in inspections, homologation and planning how safety coverage is provided.

That distinction does not create one universal job description for every motorcycle championship. Fédération Internationale de Motocyclisme (FIM) standards provide a useful reference, but a national federation, championship promoter or circuit can define titles and powers differently. The applicable sporting regulations always control.
What a track marshal does
Surveillance from an assigned post
The FIM’s Standards for Circuits define the core function in direct terms: “Marshal post staff provides surveillance of the track and its immediate surroundings.” The marshal is therefore positioned where a particular section of track can be observed, rather than operating as a general event manager.

Post location is designed around visibility and protection. A marshal needs to see the relevant approach, racing surface and nearby run-off or barrier area while remaining in a position intended to protect officials from moving motorcycles and other hazards. The exact work at the post depends on its location, the event’s procedures and the instructions issued by the Clerk of the Course or other race officials.
Signaling and assigned response
Track marshals carry out the signaling and response duties assigned to their post. Those duties can include observing an incident, passing information to the race-control structure and using the flags or other signals required by the event. The standards in the supplied FIM material establish surveillance and communication requirements; they do not provide a universal list of every intervention power a marshal has at every circuit.
A marshal should not be described as an independent race-control decision-maker. Race control, Race Direction, the Clerk of the Course and other appointed officials retain the authority allocated to them by the event regulations. A marshal’s value is rapid, accurate observation and execution of the procedure attached to the post.
Communication with Race Control
The 2023 FIM circuit standards state: “Each post must be able to communicate verbally with race control.” This is a functional requirement, not a mandate for a particular radio brand, model or personal equipment package. The cited standard does not prescribe an individual equipment list for every marshal.
In practical terms, a post must have a dependable way to pass observations and receive instructions. The exact communications equipment, channel plan and backup method are matters for the event’s procedures and local regulations.

What a safety officer does
Safety planning rather than one post
A safety officer operates at a broader level than a marshal assigned to one station. The role can sit within the event or circuit safety structure and may include participation in inspections, risk planning, coordination and homologation work. The title alone does not reveal the officer’s full authority: that relationship is series-specific.
The FIM material provides a concrete example in MotoE homologation. In that context, the FIM Safety Officer has a defined responsibility to specify particular marshal positions and the additional equipment and personnel required for them in the homologation report. This is a planning and specification function, not simply a shift at one marshal post.
Why the title cannot be generalized
The MotoE provision should not be presented as a rule for every motorcycle race. Other championships can use a safety officer differently, combine responsibilities under another title or assign deployment decisions to another official. Before assuming that a safety officer can order a marshal to a post, stop a session or overrule Race Direction, consult that event’s rulebook and official role descriptions.
The same caution applies to reporting lines. The retrieved FIM standards describe the planning responsibility in the MotoE example but do not prescribe a universal line of command for every safety officer.
Track marshal and safety officer compared
| Aspect | Track marshal | Safety officer |
|---|---|---|
| Typical location | Assigned marshal post around the circuit | Event or circuit safety structure; may take part in inspections and homologation planning |
| Main scope | Observe the track and immediate surroundings; perform assigned signaling and response duties | Support safety planning and coordination; in the FIM MotoE example, specify selected marshal positions and additional equipment and personnel |
| Staffing | Posts and numbers are set for the circuit during homologation | Role sits within event or governing-body officials; exact authority is series-specific |
| Communication | Posts must be able to communicate verbally with Race Control under the cited 2023 FIM standard | Coordinates through the event’s official structure; the cited material does not prescribe a universal reporting line |
| What varies | Post duties, staffing and training by circuit and series | Title, authority and relationship to Race Direction or the Clerk of the Course by series |
The table is a framework for reading the titles, not a universal law. A local event may use different terminology or distribute these tasks among several officials.

Who decides where marshals are stationed?
Homologation sets the circuit-specific plan
Under the FIM circuit standards, the number and location of track marshals, flag marshals and paramedics at posts are determined during circuit homologation. The assessment takes the circuit layout and its characteristics into account. A long, fast section, a blind approach, a corner with limited run-off and a complex access route can therefore produce different staffing needs from another circuit.

Homologation is why there is no reliable universal marshal-to-circuit ratio. The staffing plan belongs to the approved configuration and the event discipline. A number quoted for one track or one series should not be converted into a general requirement for all motorcycle racing.
The role of the safety officer in the plan
In the MotoE example, the FIM Safety Officer identifies particular positions and extra equipment or personnel in the homologation report. That illustrates how a safety officer can influence deployment at the planning stage. It does not mean that every marshal location is personally selected by a safety officer, nor that a safety officer is the only person involved in homologation.
Organizers should read the homologation report together with the event regulations. The report establishes the approved safety arrangement, while the operational officials apply it to the meeting, weather conditions and session schedule under the authority assigned by the rulebook.
The MotoE staffing rule: a specific minimum
The current FIM circuit standards contain a MotoE-specific numerical provision: the designated “MotoE” positions require a minimum of five track marshals. This is a regulatory minimum for those specified positions, not a count for an entire circuit and not a general rule for petrol-powered motorcycle racing, junior events or every other series.

The qualification matters because staffing numbers often get repeated without their conditions. The figure comes from the FIM’s 2025 standards, updated 29 September 2025, and applies to the positions identified for MotoE in the homologation context. It should be checked against the current event documents before being used operationally.
How the roles fit into race-control structures
Post observations flow upward
A marshal’s post is part of a communication network. The FIM requirement that each post be able to communicate verbally with Race Control describes the required connection, while the event’s procedures determine how information is passed and acknowledged. The marshal reports what the post observes and follows the instructions applicable to that station.
This does not turn the marshal into a substitute for Race Direction. Decisions affecting a session, such as the official response to a developing hazard, belong to the officials identified by the championship’s regulations. The post supplies timely local information that allows those officials to act with a view of conditions around the circuit.
Safety officers occupy a planning or coordinating layer
A safety officer may coordinate across posts, facilities and personnel, but the exact extent of that coordination is not fixed by the title. The 2026 MotoGP structure listed by the FIM places the FIM Safety Officer as a distinct event official alongside Race Direction, the Race Director, stewards and the Clerk of the Course. Listing these as separate positions is important: a safety officer is not automatically the Race Director, a steward or the Clerk of the Course.

Training and preparation
Training is program- and series-dependent
The available FIM material does not establish one universal certification path for all track marshals or safety officers. Training, assessment and refresher requirements can be set by a federation, championship or circuit. A person qualified for one event should not assume that the same credential automatically satisfies another organizer’s rules.
What an FIM mentoring program covered
An FIM account published on 7 October 2025 about its Indonesia mentoring programme described instruction in flag duties, radio communication, track-marshal response, Race Control management and trackside incident simulations. These subjects show the kinds of capabilities a structured programme may develop: recognizing conditions, communicating clearly and rehearsing a coordinated response.
That account describes one programme’s three-year journey, not a mandatory syllabus for every motorcycle race. Organizers should use their own regulations to define the required briefing, practical exercises, supervision and sign-off.

Do not assume a marshal has independent authority
- A marshal observes and reports from an assigned post.
- The marshal performs the signaling and response tasks assigned by the event.
- The marshal does not automatically decide the race’s official status or penalties.
- The marshal’s equipment and intervention powers must be taken from the applicable procedures, not inferred from the title.
Do not assume every safety officer controls deployment
- A safety officer may help plan posts, staffing or equipment, as the MotoE homologation example demonstrates.
- The title does not by itself establish power to change the circuit plan during a session.
- The officer’s relationship with Race Direction, the Race Director and the Clerk of the Course varies by series.
- Any authority to halt activity, redirect personnel or approve a change must be confirmed in the event regulations.
Two practical examples
An incident at a marshal post
Suppose a rider crashes in the section visible from a post. The marshal’s immediate job is to observe the track and its surroundings, use the assigned signal, communicate the condition through the post’s channel and carry out the response procedure for that location. Race Control and the designated race officials then apply the event’s decision-making process. The example illustrates the difference between local observation and centralized authority without assuming a specific flag, intervention or medical procedure.
Planning a new or modified circuit configuration
When a circuit configuration is assessed for an event, homologation considers its layout and characteristics and determines the number and location of marshals, flag marshals and paramedics. In a MotoE homologation, the FIM Safety Officer’s defined task includes specifying selected posts and additional equipment or personnel in the report. Once the meeting is run, the marshals occupy and operate those posts; they are not performing the planning function simply because they are stationed there.
How organizers and volunteers should use the titles
For organizers
- Identify the governing federation, championship and edition of the regulations that apply to the event.
- Use the circuit’s current homologation documents to establish post locations and staffing rather than copying a number from another track.
- Publish the operational reporting line, including how posts communicate with Race Control and which official receives safety-planning questions.
- Separate the safety officer’s planning responsibilities from the marshal’s post duties in briefings and duty sheets.
- State any series-specific minimum, such as the five marshals required at designated MotoE positions, with its scope intact.
- Brief personnel on the signals, radio procedure and incident simulations required by the event; do not imply that one federation’s programme is universal.
For prospective marshals
- Ask which post you are assigned to and what area it covers.
- Confirm the event’s signaling, communication and escalation procedures before motorcycles go on track.
- Find out who is in Race Control and which official gives operational instructions.
- Check whether the event requires prior training, an assessment or a federation-specific credential.
- Do not rely on a generic internet description of “safety officer” or “marshal” when the local regulations provide a different definition.
Which source controls when descriptions conflict?
Start with the regulations for the specific championship and meeting, then check the circuit homologation documents and official duty instructions. The FIM’s 2025 Standards for Circuits support the post-surveillance definition, homologation-based staffing and the MotoE planning and minimum-staffing provisions. The verbal Race Control requirement quoted above comes from the 2023 edition, dated 20 July 2023. The FIM’s 2026 MotoGP officials update, published 20 February 2026, is useful for distinguishing named event positions, but it is not a universal organizational chart.
Reading the documents in that order prevents two common errors: treating a circuit-specific staffing decision as a worldwide ratio, and treating a safety officer’s planning role as identical to the operational authority of Race Direction or the Clerk of the Course.
Bottom line for race-day decisions
Think “post” for the track marshal and “system” for the safety officer. The marshal watches a defined piece of track, communicates what is happening and performs assigned trackside duties. The safety officer belongs to the broader safety-planning structure and, in the FIM MotoE example, helps define selected posts and extra resources through homologation. The rulebook and homologation documents for the particular event—not the title alone—decide who has authority, how many people are required and how instructions move through Race Control.
