By its first anniversary, Woven by Toyota reported about 160 people in roughly 80 households living there as “Weavers” and taking part in trials of new products and services. This is a company-run real-world test community, not a finished municipality or a conventional housing development.
What is Toyota’s Woven City?
Woven City is a mobility-focused test community on the former site of Toyota Motor East Japan’s Higashi-Fuji plant in Susono City, Shizuoka Prefecture. Toyota and Woven by Toyota describe it as a place to try ideas in everyday settings: companies and other innovators bring products or services, residents experience them and provide feedback, and teams refine what they are developing.
Toyota calls the participating innovators “Inventors” and the residents “Weavers.” The company describes their collaboration as Kakezan—multiplying different strengths—and the cycle of improvement as Kaizen. The aim is to explore mobility broadly, including how people, vehicles, services and infrastructure work together.
Who lives there, and what do residents do?
In its September 25, 2026 first-anniversary update, Woven by Toyota reported approximately 160 Weavers across roughly 80 households. These are company-reported figures, rather than an independently audited count. At the 2025 launch, Toyota said Toyota Group employees and their families were the first residents.

Living in Woven City comes with a role in its trials: residents can try services and products and share feedback with their developers. The anniversary update said approximately 30 resident-centered proof-of-concept projects were underway and that 31 Inventors were involved, after seven companies newly joined.

- Household robots: Robots were being tested for daily assistance in 11 households. The company reported that more than 1,000 tasks had been tested as of September 24, 2026; this describes trial activity, not a claim that the robots are commercially available.
- Traffic safety: The Woven City Integrated ANZEN System is intended to coordinate situational awareness among people, mobility technologies and infrastructure.
- Coffee and concentration: UCC Japan was using a method to visualize behavioral data to study the relationship between coffee and concentration.
Toyota’s earlier launch materials also describe streets designed for different kinds of movement: paths for pedestrians, routes shared by pedestrians and personal mobility devices, and roads for vehicles. Plans include an underground road for testing, coordinated traffic signals, and multifunctional poles that can host sensors and cameras. These are elements of the test environment, not evidence that each system has been independently validated or rolled out commercially.
When did Woven City open?
- January 2020: Toyota unveiled the Woven City concept at CES.
- February–March 2021: Phase 1 groundbreaking took place in February, followed by site preparation in March.
- October 2024: Construction of Phase 1 was completed.
- September 25, 2025: Toyota Motor Corporation and Woven by Toyota officially launched the city. Toyota said the first Weavers had begun living there.
- September 25, 2026: Woven by Toyota published its first-anniversary update with resident, project and partner figures.
The distinction between completion and launch matters: construction finished in 2024, but the formal launch and the start of resident participation came later. Toyota’s January 2025 update also said Phase 1 had received Japan’s first LEED for Communities Platinum certification in March 2023. That is the certification designation reported by Toyota, not a numerical measure of the community’s environmental performance.

How large is the community expected to become?
The approximately 160 participants reported in September 2026 are the current snapshot; larger population figures are future plans. Woven by Toyota said Phase 2 construction began in September 2026, with completion scheduled for the end of November 2028 and capacity planned for about 600 residents. The company’s longer-term plan is for approximately 2,000 people across the eventual site.
Woven by Toyota also said an August 2026 recruitment drive for Shizuoka Prefecture residents received more than 1,000 applications. About 25 households were expected to move in around March 2027. That was a forecast in the anniversary announcement, not confirmation that the households have since arrived.

Can the public visit Woven City?
Woven by Toyota announced that general-public visitor reservations in Japan would open on October 1, 2026, and said a visit program for Shizuoka residents had begun in September. Because the general reservation announcement is recent, check the official Woven City website for current booking availability, eligibility and visit terms before making plans. The announcement does not establish admission costs, opening hours, language support or overseas visitor eligibility.
