Two men described by federal prosecutors as leaders in a cross-state auto-theft conspiracy have received prison sentences: Ian Torres was sentenced to 54 months and Jose Otero Nieves to 96 months. Their September 29, 2026, sentences were the final two in a case involving ten defendants and stolen cars prosecutors said were shown off at meetups and street takeovers.
What the final sentences mean
The U.S. Attorney’s Office for the Middle District of Pennsylvania announced the sentences on October 2, 2026. Chief U.S. District Judge Matthew W. Brann sentenced Torres, 26, of Philadelphia, to 54 months in prison and Otero Nieves, 43, of Baltimore, to 96 months.
According to the announcement, the judge cited the volume of vehicles Torres and Otero stole—more than two dozen each—and their leadership roles. The office described them as the final two defendants sentenced in the case.
How prosecutors described the conspiracy
Prosecutors said ten people conspired to transport stolen motor vehicles across state lines and to receive, possess, conceal, store, sell, or dispose of vehicles that had been transported interstate. The cars were typically high-end muscle cars, according to the U.S. Attorney’s Office.

Prosecutors said the vehicles were taken to car meetups and street takeovers, where they were displayed in person and on social media. They also said the cars were driven recklessly, including in drifting and burnout stunts. These descriptions are the prosecution’s account of the conduct at issue in the case.
The office said Otero Nieves ran a prominent Baltimore car meetup group. That detail helps explain the contrast at the heart of the case: prosecutors said stolen cars were used to draw attention at car events, while the defendants ultimately faced federal prison terms.

The Selinsgrove dealership theft
One example in the case was a dealership theft in Selinsgrove, Pennsylvania, on October 3, 2023. Prosecutors identified eight vehicles taken that day:
- Two 2017 Cadillac CTS-Vs
- One 2016 Cadillac CTS-V
- Two 2019 Cadillac CTS-Vs
- One 2018 Chevrolet Camaro
- One 2019 Chevrolet Camaro
- One 2019 Chevrolet Corvette
The eight-car list illustrates the kinds of vehicles identified in this prosecution; it is not a broader measure of auto theft or street-takeover activity.

Sentences for the other defendants
The government’s sentencing announcement lists nine prison sentences among the ten named defendants and identifies Jumaane Wright as deceased.

From indictment to sentencing
The case began publicly with a November 14, 2024, Justice Department announcement that ten people had been charged. That announcement described allegations, including travel to dealerships with key programmers, and cautioned that an indictment is not proof of guilt. The later sentencing announcement reports the case’s outcomes, including the final two sentences in September 2026.
