The Rise of Autonomous Convoy Systems: Truck Platooning and Military Logistics

Autonomous convoys range from connected truck platooning to military leader-follower systems. Here’s what public research and demonstrations show—and what remains unproven.

Autonomous convoy systems let a lead vehicle and one or more followers coordinate their movement using shared information and onboard sensors. But “autonomous convoy” does not necessarily mean a line of driverless vehicles: commercial truck platooning often centers on connected driving assistance, while military logistics programs have explored leader-follower systems with a human-driven or partly automated lead. Public evidence points to research, demonstrations, deployment planning and funded development—not routine, widespread driverless convoy service.

What is an autonomous convoy system?

An autonomous convoy is a group of vehicles that coordinate movement so followers can respond to a lead vehicle’s position, speed or route. Followers may also use their own cameras, radar or other sensors to track the road and nearby traffic. The lead can be human-driven, remotely controlled or partly autonomous; the degree of automation varies by system.

That variation matters. A connected truck that shares speed and braking information while a driver remains responsible is not the same as a driverless follower. Nor does a lead vehicle navigating between waypoints make the entire convoy autonomous: each follower still has to perceive its surroundings, maintain a safe gap and handle events such as a vehicle cutting in.

How commercial truck platooning differs from military leader-follower autonomy

UK and Canadian programs describe requirements, funded development and demonstrations—not proof of routine autonomous convoy operations in combat.

The categories overlap technically, but their operating demands differ. Highway platooning chiefly raises questions about spacing, traffic interactions, driver workload and fleet economics. Military logistics adds off-road travel, obstacles, poor visibility, harsh weather, degraded navigation and cyber threats.

Where convoy systems are being explored

Commercial freight: connected control before driverless operation

The US Department of Transportation has treated truck platooning as a possible near-term cooperative automated driving service. FMCSA’s Automated Commercial Environment (ACE) program established a research environment with Level 2 tractor-trailers and CARMA software, including cybersecurity research planning. A separate Phase 2 deployment plan laid out progressive CACC performance testing, driver acceptance work, operational readiness, fleet coordination, monitoring and data management.

The distinction is practical: sharing information can help trucks coordinate without removing the driver. The independent USDOT evaluation report said system-wide effects, including impacts on truck drivers, fleet owners and light-duty drivers, still needed assessment. A successful control demonstration alone cannot answer those broader questions.

Military logistics: keeping a human in the loop

The UK Ministry of Defence’s 2020 market exploration sought systems at different maturity levels, with integration options for platforms such as MAN SV and Land Rover. It asked for tactically useful speeds and the ability to return to manual driving, as well as approaches to navigation, communications, obstacle avoidance, complex maneuvers, terrain, low light, adverse weather and contested environments. These were requested capabilities, not demonstrated performance findings.

Canada’s Department of National Defence and Canadian Armed Forces funded phased work through the 2024 Essential Deliveries challenge. Its project areas included rugged sensor suites, “rain-or-shine” platooning, multi-vehicle logistics convoys, autonomous navigation, driver-assistance safety assessment and GNSS anti-spoofing. The challenge called for retrofit-friendly systems and human-in-the-loop remote operation or a human-driven lead. Difficult terrain, obstacles, low visibility, extreme weather and cyberattack risk were part of the problem definition. Funding records document development intent, not completed operational capability.

What a demonstration can—and cannot—show

A UK government account of a 2019 UK/US experiment in Michigan described a multi-vehicle demonstration using tactical resupply vehicles. The lead vehicle operated in several modes, including semi-autonomous waypoint control; followers used information from the lead and their own sensors. That establishes that this trial configuration was demonstrated. It does not establish that military convoys can operate autonomously in combat or that the system is ready for general deployment.

What the published numbers say about potential benefits

The figures answer different questions: one is a modeled fuel effect, one is a modeled parcel-cost effect, and one is a development budget. They should not be combined into a single claim about proven convoy economics. The cited public evaluations do not establish a directly comparable real-world savings result across multiple operating fleets.

What has to work for a convoy to be safe?

Convoy safety is a system property, not just a question of whether a follower can hold a target gap. It depends on vehicle behavior, communications, sensors, procedures, maintenance, operator training and the effect of the convoy on other road users.

  • Spacing and cut-ins: The system must track vehicles accurately, maintain a safe following distance and respond predictably when another road user enters the gap.
  • Communication loss or delay: A convoy needs defined behavior when shared data becomes delayed, bandwidth falls or a connection drops. A fallback might require widening gaps, slowing or returning control to a person; the appropriate response depends on the system and conditions.
  • Sensor and navigation degradation: Obstructed sensors, poor visibility, GNSS loss or spoofing, difficult terrain and bad weather can undermine perception or localization. Stated requirements to handle these conditions are not evidence that a system has passed them.
  • Maintenance and people: FMCSA’s 2025 Model AV Operational Safety Plan for Motor Carriers treats safe operation as a carrier-management responsibility as well as a vehicle-development task. Its considerations include the developer’s safety case, vehicle design and maintenance, inspections, and driver or operator training and qualification.
  • Cybersecurity: Shared vehicle data and connected controls create questions about system integrity and safe behavior under attack, alongside the usual operational risks.
  • Other traffic: Evaluation needs to consider not only convoy vehicles and their occupants but also truck drivers, fleet owners and light-duty drivers affected by deployment.

FMCSA’s safety-plan work references ISO 26262, UL 4600, ISO/PAS 21448 and applicable ISO/SAE standards. A standards reference is not a blanket certification or proof of compliance; the relevant edition and applicability depend on the particular system and use case.

How to judge whether a convoy capability is mature

When comparing a demonstration, a proposed service or a supplier claim, ask what the system actually does and what evidence supports the claim. The important comparison is not simply “autonomous” versus “not autonomous.”

  • Automation and human role: Is the lead driven, remote-controlled or autonomous? What must a follower’s driver or remote operator do, and who is responsible for intervention?
  • Convoy configuration: How many vehicles were tested? How is spacing controlled? Were the conditions representative of intended speeds, routes and traffic?
  • Degraded modes: What happens during communication, sensor or navigation failure, and how is a safe fallback reached?
  • Operating domain: Is the system intended for highways, roads, off-road terrain or a defined combination? What obstacle, weather and visibility limits have actually been evaluated?
  • Vehicle integration: Does the approach require purpose-built vehicles or support retrofit? Can the vehicle be driven manually when automation is unavailable?
  • Safety and economics: Are results from a demonstration, a controlled test, a model or sustained fleet operation? Do evaluations report safety events and near misses, cut-ins and disengagements, following stability, fuel and operating costs, driver workload and acceptance, traffic effects, and availability during degraded communications or sensing?

For example, a modeled fuel benefit is useful for deciding what to test, but it does not establish what a carrier will save on a different route, with different weather, labor costs or operating procedures. Likewise, a waypoint-following demonstration shows a particular capability under trial conditions, not a general readiness level for field use.
