The best-supported answer is the Honda Civic: the U.S. Environmental Protection Agency’s preliminary model-year 2025 report lists it as the highest-fuel-economy gasoline non-hybrid vehicle, at 36.6 mpg estimated real-world fuel economy. That figure is a vehicle-wide finding—not a confirmed sedan-only trim ranking or a particular Civic’s EPA window-sticker combined rating.
What “most fuel-efficient ICE sedan” means here
This ranking question needs two qualifications. First, “ICE” means a conventional, non-hybrid combustion-engine vehicle; hybrids and plug-in hybrids are separate categories. Second, the EPA’s 36.6 mpg finding applies across gasoline non-hybrid vehicle types. The report does not establish which 2025 sedan trim ranks first against every other sedan trim.
The EPA report covers model year 2025, not vehicles sold only during calendar year 2025. A model year is a manufacturer production period and can span calendar years.

Why it is not a trim-by-trim sedan ranking
The reported figure is the EPA report’s estimated real-world measure, not a confirmed combined label rating for a named Civic trim. Because the report’s finding spans vehicle types, it also does not prove that the Civic is the top-ranked sedan when every sedan’s exact model, trim, and drivetrain are compared on the same basis. A complete, reliable trim-level sedan ranking is not established by the cited sources.
How to compare fuel economy when shopping
For a buyer-facing comparison, use the EPA combined rating for the exact model, trim, and drivetrain, and check the city and highway values as well. Make sure the number you are comparing is an EPA label estimate rather than the report’s estimated real-world figure. - Keep powertrains separate: A conventional gasoline car is not directly comparable to a hybrid or plug-in hybrid in a strict non-hybrid ICE ranking.
- Consider the whole decision: Compare space and vehicle size alongside fuel economy and purchase price; the highest MPG figure alone does not establish the best fit.
How EPA label MPG is calculated
Automakers submit fuel-economy data under specified procedures, and EPA confirms approximately 15% of test results. EPA combines and weights results from five test cycles designed to reflect typical U.S. driving: city, highway, high-speed/aggressive driving, hot-weather air-conditioning use, and cold-weather heating and defrosting. The agency explains that this process produces official MPG estimates; it is a standardized estimate, not a promise of an individual driver’s mileage.
The EPA’s preliminary report also cautions that its estimated real-world values can differ from fuel-economy label figures at the time of sale. The EPA test-car data page provides the 2025 test-car list as a January 2026 file. EPA says manufacturers must update label MPG estimates if information shows earlier values were too high.

Hybrids are a separate comparison
Hybrid sedans can post higher MPG figures, but including them would change the answer to a different question. The Department of Energy’s model-year 2025 guide lists these hybrid sedan figures; grouped ranges can cover multiple variants and should not be read as the rating for every trim.
