Separately, some prominent AI-risk advocates have voiced increasingly fatalistic warnings about future loss of control. The two stories are not causally connected: one concerns a current materials and safety challenge; the other, a disputed forecast about what advanced AI might become capable of.
What happens to old EV batteries in China?
A battery that leaves a car has not necessarily become useless. “Dying” is shorthand for losing capacity or reaching the end of useful service in a vehicle; the condition of retired packs varies. Depending on safety and viability, a battery may be suitable for a lower-demand second-life use, or it may go through dismantling and material recovery. Retirement from a vehicle is not the same thing as immediate disposal.
China’s Interim Measures on Recycling and Comprehensive Utilization of Retired New Energy Vehicle Power Batteries, jointly issued by six departments on December 31, 2025, took effect on April 1, 2026. The rules apply to activities within China and set out responsibilities for government departments and businesses involved in making, importing, selling, maintaining, dismantling, collecting and comprehensively utilizing NEV batteries. The official text defines waste power batteries in relation to the loss of their original use value. (China Ministry of Commerce repost of the joint ministerial order.)
Collection and traceability
The measures establish a national traceability information platform and a coding and labeling framework. Relevant businesses are expected to submit information so a battery’s identity can be followed through stages such as production, sales, repair, replacement, dismantling, collection and recovery. This is a system of duties and intended oversight, not evidence that every pack is already tracked perfectly or that illegal recovery has been eliminated.

Safe handling and recovery
The policy also calls for safety and environmental requirements in recovery and treatment. Its practical aim is to make responsibility and battery flows more visible as packs move out of vehicles and into appropriate handling. A pack’s next step depends on its condition: reuse may be possible where safe and viable, while others can be processed to recover materials. The cited official material does not establish comparative recovery rates for individual recyclers or identify a single best pathway for every battery.
Why is China formalizing battery recycling now?
The scale of the vehicle market points to a growing future management task. China’s Ministry of Industry and Information Technology (MIIT), citing industry-association statistics, reported that the country produced 16.626 million NEVs and sold 16.49 million in 2025; NEVs accounted for 47.9% of new-vehicle sales that year. MIIT also relayed research-institution estimates that annual retired power-battery generation in China would exceed 1 million tonnes by 2030. That is a projection, not a measured volume or guaranteed outcome. (MIIT press conference, 2026.)

Traceability matters because a battery can pass through multiple businesses between its first use and its eventual treatment. A standardized identity and information trail can support oversight of that chain; the measures describe the intended system, but do not demonstrate its real-world completeness or quantify how much material will be recovered.
Are old electric car batteries hazardous waste in China?
Not categorically under the specific classification statement cited here. In a 2025 response, China’s Ministry of Ecology and Environment said waste lithium batteries and black mass were not included in the 2025 National Catalogue of Hazardous Wastes because its assessment found they did not possess hazardous characteristics.

That statement is limited to the materials and catalogue assessment it addresses. It should not be expanded into a claim that every battery chemistry, contaminated residue, handling activity or battery-related safety hazard is harmless or exempt from other requirements. In the same response, the ministry described nationwide enforcement against illegal dismantling and pollution, including inspections and cases. The absence of these materials from that catalogue therefore does not mean informal processing or pollution is no longer a concern.
Why are AI doomers worried about extinction?
The concern is about what future, more capable AI systems might do if people cannot reliably keep them under control—not a claim that today’s systems have already caused or are certain to cause human extinction. The 2025 International AI Safety Report reviews general-purpose AI capabilities and risks, including loss of control as a concern raised by some researchers and the possibility of severe consequences. It also stresses that catastrophic outcomes are not inevitable.

Several distinctions help keep the debate grounded:
- Observed capability versus future scenario: current system capabilities can be studied, while forecasts about more advanced systems remain uncertain.
- Misuse versus loss of control: harmful use by people is different from a scenario in which humans cannot direct or constrain a powerful system.
- Severity versus probability: describing a possible outcome as catastrophic does not establish how likely it is.
- Advocacy versus assessment: an advocate’s warning is evidence of that person’s view, not a probability estimate or expert consensus.
The report provides a framework for discussing risks and uncertainties; it does not establish a consensus probability of AI-caused extinction or a date when such an outcome might occur.

What does “doubling down” mean in this AI debate?
It describes the public rhetoric and outlook of some prominent advocates, not proof that the underlying risk is rising or that doom is certain. In an August 21, 2025 feature, The Atlantic described advocates including Nate Soares and Dan Hendrycks as increasingly fatalistic. Soares, president of the Machine Intelligence Research Institute, said, “We’ve run out of time” to implement sufficient technological safeguards, as quoted by The Atlantic in that reporting context. That is his warning, not a settled view shared by all AI researchers.
The Center for AI Safety’s May 30, 2023 public statement says: “Mitigating the risk of extinction from AI should be a global priority alongside other societal-scale risks such as pandemics and nuclear war.” This is an advocacy statement; it calls for priority but neither quantifies the risk nor demonstrates consensus.
Are AI researchers worried that AI could cause human extinction?
Some researchers and advocates take the possibility seriously, but the views are not uniform, and concern is not the same as a prediction. A 2025 Nature report on a survey of 4,260 AI scientists found that 54% thought AI would bring more benefits than risks, compared with 13% of the UK public. Those figures describe answers to a benefits-versus-risks survey question. They are not estimates of extinction probability, and they do not show that researchers are uniformly optimistic or the public uniformly pessimistic.
The battery and AI stories share only a broad theme: societies are trying to respond to risks associated with powerful technologies. China’s battery rules address a present-day system of collection, safety, materials and accountability. AI loss-of-control warnings concern uncertain future capabilities and contested forecasts. Treating either story as proof of the other—or treating uncertainty as certainty—would obscure what the available evidence actually says.
