Transport Canada says it reviewed all 8,761 Tesla claims submitted during the final weekend of Canada’s iZEV rebate program, found them compliant and eligible, and paid them in June 2025. The submissions drew questions because of their scale and timing, but the department’s published finding does not support saying Tesla gamed the program illegally.
What happened with Tesla’s iZEV rebate claims?
Canada’s Incentives for Zero-Emission Vehicles (iZEV) program was approaching its scheduled end on March 31, 2025. On January 10, Transport Canada told stakeholders it would likely pause earlier because program funds were expected to run out. The department says that announcement triggered an unprecedented surge in claims. Transport Canada’s program information records the closure and the subsequent claims process.
Transport Canada later reported that Tesla submitted 8,761 claims during the final weekend. After an individual review directed at those submissions, the department said each was compliant and eligible; it paid the claims in June 2025. That official review is the clearest available account of the outcome. Transport Canada’s iZEV briefing and its program evaluation report the figure and disposition.
Why did the submissions raise questions?
The volume was conspicuous, and it arrived just as dealers and sellers expected the incentive program to run out of money. Contemporaneous coverage republished by the Canadian Automobile Dealers Association described four Tesla dealerships in Vancouver, Quebec City and Toronto submitting more than 8,600 applications, worth about $43 million. That approximate total was reported at the time; it is not presented as Transport Canada’s final audited amount. CADA’s March 10, 2025 report quoted its Director of Public Affairs, Huw Williams: “It’s highly irregular, and highly unusual and it needs explanation.” That was Williams’s reaction, not a government finding of wrongdoing.

A sudden high-volume filing can reasonably prompt scrutiny. It does not, by itself, establish fraud, illegality or improper conduct. In this case, the published result of Transport Canada’s directed review was that the individual claims were eligible and compliant.
How did the iZEV rebate work?
iZEV was a consumer incentive offered at the point of sale, rather than simply a cheque consumers applied for directly from Ottawa in every transaction. Participating dealers and authorized sellers advanced the incentive to eligible buyers and then sought reimbursement from the federal program. A reimbursement to a seller therefore should not be confused with profit, or with a separate direct payment to a consumer. During iZEV’s operation, eligible battery-electric and hydrogen fuel-cell vehicles, along with longer-range plug-in hybrids, could qualify for up to $5,000. Shorter-range plug-in hybrids could qualify for up to $2,500. The program began in 2019 and closed on March 31, 2025. Those are historical iZEV terms, not a statement of the rules for a current incentive.
What happened to other outstanding iZEV claims?
Transport Canada says a temporary process for outstanding claims resumed July 11, 2025. Dealers and authorized sellers could submit up to 25 claims per day through that process for qualifying vehicles delivered between April 1, 2024 and January 12, 2025, where an incentive had been provided. Existing eligibility criteria still applied. This later process was separate from the department’s report that Tesla’s final-weekend claims were reviewed and paid in June. Does this tell buyers what rebates are available now?
No. iZEV ended in March 2025, and its vehicle rules and incentive amounts should not be carried forward as current terms. Transport Canada directs readers to the Electric Vehicle Affordability Program (EVAP) for current information. Check the live EVAP page for eligibility, funding and model rules before relying on an incentive.
A federal grant record lists a Tesla Motors Canada Inc. – Lawrence EVAP reimbursement agreement for April 1 to June 30, 2026: $907,500 representing 182 incentives. That record shows participation in that period; it does not establish that every Tesla model or buyer is eligible now. The Government of Canada grant record is the source for that reported agreement.

What the public record establishes—and what it does not
Transport Canada’s published account establishes the number of claims, the department’s eligibility review and payment in June 2025. The public summary does not provide the underlying claims or a transaction-by-transaction investigation file, so it cannot support additional conclusions about individual sales. Nor should a separate administrative note about accepting Tesla’s incentive template form once in 2019 be treated as evidence about the 2025 claims: it concerns an earlier iZEV audit issue.
