What Tesla’s listing means
The Paper reported on July 4, 2024, that Tesla confirmed the Model Y’s first-time entry in a Jiangsu government procurement catalog. The underlying notice covered a 2024–2025 framework procurement of new-energy vehicles for Jiangsu party and government agencies, public institutions, and organizations. The Paper’s report tied the entry to a notice on the Jiangsu government procurement website.
A catalog entry is an eligibility step in a procurement process, not evidence of a completed purchase. CNA noted that the catalog contained many makes and models and cautioned that Tesla’s inclusion did not mean government offices would buy large numbers of Model Ys. The available reporting does not establish an order, the number of vehicles purchased, or adoption by government fleets. CNA’s coverage makes that distinction explicit.
What the 2024 eligibility criteria said
CNA reported that Jiangsu’s SUV category had a price ceiling of 250,000 yuan and required an electric range above 400 km. In its 2024 comparison, CNA cited a then-listed rear-wheel-drive Model Y at 249,900 yuan with a range of 554 km. These are historical figures reported in 2024, not current prices, specifications, or confirmation of the model’s eligibility under a later procurement framework. The reporting does not provide enough detail to rank all catalog vehicles or compare their ownership costs.

How the provincial listing relates to later national guidance
The Jiangsu notice was issued in June 2024. A separate Ministry of Finance notice dated December 19, 2024, came later and should not be treated as the reason for Tesla’s earlier listing. It said new-energy vehicles should generally make up at least 30% of annual official-vehicle purchases where they can meet actual needs. For specified official vehicles used in single-purpose settings on relatively fixed routes, mainly within urban areas, the notice set a general 100% new-energy vehicle target.
