Short answer: Tesla and Waymo are pursuing robotaxis from opposite directions. Tesla is combining an app-based ride service with its existing Model Y fleet and a purpose-built, two-seat Cybercab. Waymo treats the autonomous “Driver” as the core product and adapts it to multiple vehicle platforms. That makes Tesla’s strategy more vehicle- and manufacturing-led, while Waymo’s is more autonomy-system- and operations-led.
Neither company can be declared the overall winner from the currently available evidence. Tesla reports service and production milestones but no matched, independent safety comparison with Waymo. Waymo reports more than 270 million fully autonomous miles and large reductions against human-driver benchmarks, but those are Waymo’s own analyses, not a head-to-head Tesla-versus-Waymo study. Coverage, permits, safety-driver status and investigations also change by city and date.

At a glance: the two robotaxi approaches
| Comparison point | Tesla | Waymo |
|---|---|---|
| Core strategy | Robotaxi ride service using Model Y vehicles and the purpose-built Cybercab. | Waymo Driver autonomous system adapted to multiple vehicle platforms. |
| Purpose-built vehicle | Cybercab: two seats, butterfly doors, touchscreen and no steering wheel. | No single vehicle defines the product; the Driver is designed to transfer between platforms. |
| Published service locations | Limited areas of Miami, Orlando, Tampa, Austin, Dallas and Houston; Cybercab rides are limited to parts of Austin. | The safety analysis discussed here covers Atlanta, Austin, Los Angeles, Phoenix and San Francisco. That list should not be treated as a complete, date-matched service map. |
| Autonomy evidence | Company service and operating-status disclosures; no matched independent Tesla-Waymo safety analysis in the available material. | Waymo reports more than 270 million fully autonomous miles through June 2026 and reductions versus human benchmarks. |
| Regulatory question | NHTSA opened an Audit Query into Cybercab’s Federal Motor Vehicle Safety Standards certification after driverless commercial deployment in Austin. | California regulators list Waymo permits for driverless testing and deployment, with separate rules for airport passenger service. |
These entries describe different kinds of evidence. A company’s operating label, a state permit, a federal certification review and a safety study are not interchangeable.

How Tesla’s robotaxi model works
One app, two vehicle types
Tesla presents Robotaxi as an app-based ride service. A rider enters a destination inside the displayed service area, sees an estimated fare and wait time, and confirms the trip. Tesla says riders can request support during a ride and ask the vehicle to pull over or stop.
The support information lists both Model Y and Cybercab in the fleet. Vehicle assignment depends on availability and group size, so the rider cannot select which of the two arrives. Pricing appears in the app; operating hours vary by area, and any introductory pricing is subject to change.
That assignment policy is important for anyone evaluating the Cybercab specifically. A ride booked through Tesla’s Robotaxi service is not automatically a Cybercab ride. The service can use the Model Y fleet, and the app’s estimate is the relevant fare for the requested trip rather than a permanent price for either vehicle.

What Cybercab is designed to be
Cybercab is a golden, purpose-built two-seater with butterfly doors and an interactive touchscreen. Tesla’s design omits a steering wheel. Its product FAQ says:
“Cybercab vehicles don’t have a steering wheel because they are fully autonomous – the vehicle uses camera vision and sensors to intelligently and safely navigate city streets, highways, complicated intersections and parking lots with ease.”
That wording is Tesla’s product-support description, not an independent finding about safety or real-world capability. Tesla also says its camera vision and sensors guide the vehicle.
The lack of a steering wheel changes the vehicle’s regulatory and operating questions. It is not simply a Model Y with a different interior; it is a purpose-built fleet vehicle whose certification, production status and permitted use must be considered separately. Tesla’s July 22, 2026 quarterly update said Cybercab production had started and that production-vehicle engineering tests on public roads had begun. Testing and production are milestones, but neither establishes unrestricted consumer access.

The same FAQ allows people interested in a fleet or an individual vehicle for commercial purposes to submit an inquiry to Tesla’s sales team. That is a commercial inquiry channel, not evidence that Cybercab is generally available for private consumer purchase.
Accessibility features described by Tesla
Tesla describes bench-style seating at approximately wheelchair height, room for assistive devices, service animals, Braille labels, and supplemental audio and visual features for Cybercab. Its general Robotaxi information says wheelchair-accessible rides are accessed through providers listed in the app while tailored fleet options are in development. Therefore, a Cybercab’s described design should not be read as a promise that every Robotaxi trip is wheelchair accessible.
For a rider who needs a specific accommodation, the practical question is whether an appropriate vehicle can be requested in the relevant service area and operating window. Tesla’s description of Cybercab’s cabin is useful design information, but it does not replace checking the accessibility option shown for the individual booking.
How Waymo’s robotaxi model works
The Driver is the product
Waymo describes the Waymo Driver as an autonomous system that can be integrated with different vehicles. In a February 2026 company account, Waymo said its sixth-generation Driver was being used with the Ojai platform and could also be adapted to the Hyundai IONIQ 5 platform.

Waymo summarized that strategy this way:
“Because we are focused on building a Driver and not a vehicle, we’ve designed a versatile, integrated autonomous driving system that can be adapted to various platforms and use cases over time.”
This architecture separates the autonomy stack from the passenger cabin and vehicle body. In principle, a new vehicle platform can be added without replacing the entire driving system. In practice, each integration still requires engineering, validation, manufacturing and regulatory work.
The difference is therefore strategic rather than merely cosmetic. Tesla can use control over its vehicle designs, manufacturing and consumer app to create a tightly integrated service. Waymo’s approach seeks to preserve a common autonomy system while changing the underlying vehicle. Neither model automatically guarantees faster expansion: Tesla must demonstrate the Cybercab at scale, while Waymo must validate every new platform and operating environment.
Sensor and perception equipment
Waymo says the sixth-generation system combines lidar and visual sensors with external audio receivers. The audio hardware is intended to detect sounds such as sirens and railroad crossings, adding information that cameras and lidar alone do not provide.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Waymo’s February 2026 post said the sixth-generation system was beginning fully autonomous operations and that the company intended to open the service to the public soon. Because that statement was made in February, it should not be treated as a current deployment-status statement without newer confirmation.
Sensor descriptions also should not be turned into a simple equipment scorecard. More sensor types do not, by themselves, establish better safety, lower cost or broader coverage. The relevant questions are how a system performs in its approved operating domain, how incidents are handled and what independent evidence is available.
Where the services operate
Tesla’s currently listed Robotaxi coverage
Tesla support lists Robotaxi availability in limited areas of Miami, Orlando, Tampa, Austin, Dallas and Houston. “Limited areas” matters: a city name does not mean citywide service, unrestricted hours or universal vehicle availability.
Cybercab coverage is narrower in Tesla’s own FAQ, which describes rides as limited to parts of Austin. Tesla’s Q2 2026 update, dated July 22, 2026, also showed different operating labels by market. Some metropolitan services were marked “Ramping Unsupervised,” while the San Francisco Bay Area was shown as “Safety Driver.” Those labels are Tesla’s snapshot for that quarterly update, not permanent classifications.

Operating hours and fares can vary by area. A rider should therefore verify the pickup boundary and schedule in the app immediately before booking, especially when traveling near the edge of a listed market or outside normal commuting hours.
Waymo’s published operating and analysis geographies
Waymo’s September 2026 safety update analyzed more than 270 million fully autonomous miles through the end of June 2026 in Atlanta, Austin, Los Angeles, Phoenix and San Francisco. Those are the geographies named for that analysis. They are not necessarily a complete, current list of every city where a rider can request a Waymo, and the material does not provide a single date-matched service map.

When comparing the companies, keep three maps separate: Tesla’s listed ride-service areas, Waymo’s current rider coverage, and the locations included in Waymo’s safety analysis. Treating any one of them as the other can create a misleading impression of market reach.
The same caution applies to autonomy labels. A market described as “ramping unsupervised” is not equivalent to a market operating with a safety driver, and a pilot or testing permit is not automatically a commercial passenger-service authorization.
What the safety numbers do—and do not—show
Waymo’s reported results
Waymo says its analysis through June 2026 found:
- More than 270 million fully autonomous miles.
- 841 fewer injury-causing crashes, equivalent to an 82% reduction versus human-driver benchmarks.
- A 95% reduction in serious-injury-or-worse crashes versus those benchmarks.
- A 93% reduction in injury-causing crashes involving pedestrians.
- An 86% reduction in injury-causing crashes involving cyclists.
- An 82% reduction in injury-causing crashes involving motorcyclists.
These figures are published by Waymo in its September 2026 safety update. They are company-calculated comparisons with human-driver benchmarks, not results from an independent organization that tested Tesla and Waymo under identical conditions.
The mileage figure is also a specific category: fully autonomous miles through June 2026 across the five named metropolitan areas. It should not be casually combined with supervised testing mileage, miles driven in other cities or a different measurement period.
Why a direct Tesla-versus-Waymo ranking is not justified
A fair comparison would need equivalent definitions for autonomous miles, operating areas, weather and road conditions, exposure, crash severity, reporting practices and the human comparison group. The available Tesla material includes service and operational information but does not supply a matched independent safety analysis against Waymo.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsFor that reason, Waymo’s percentages can support a statement about Waymo’s reported performance against its selected benchmarks. They cannot prove that Waymo is safer than Tesla, and Tesla’s production or service milestones cannot prove the reverse.
Readers should also distinguish absence of evidence from evidence of absence. The reviewed Tesla disclosures do not provide the same published calculation, but that does not establish a Tesla crash rate. Conversely, a favorable Waymo benchmark does not answer how either company would perform in a different city, weather pattern or operating domain.
Regulatory status is a separate comparison
California permits and the difference between testing and service
The California Public Utilities Commission lists Waymo driverless pilot and driverless deployment permits. It also states that autonomous passenger service at airports requires express authorization from the relevant airport authority.
The California Department of Motor Vehicles maintains separate permit-holder listings for testing with a safety driver and for driverless testing and deployment. A company can therefore have permission for one activity without having approval for every other activity. “Permitted to test,” “permitted to carry passengers” and “deployed commercially” should not be collapsed into one label.
Airport operations illustrate why local permission matters. A statewide permit does not substitute for an airport authority’s express authorization, so a service that operates on public streets may still have different rules at an airport pickup zone.
NHTSA’s Cybercab certification inquiry
In September 2026, the National Highway Traffic Safety Administration announced an Audit Query into Tesla’s certification that Cybercab meets applicable Federal Motor Vehicle Safety Standards. The inquiry followed commercial deployment of driverless Cybercab vehicles in Austin.

An Audit Query is an investigation into the certification issue. It is not a finding that Cybercab violates the standards. The outcome and any later agency action are separate from Tesla’s claim that the vehicle is fully autonomous.
This federal review should not be confused with a state operating permit or with a safety-performance study. Each addresses a different question: vehicle-standard certification, permission to conduct an activity, and observed crash outcomes are separate regulatory and analytical categories.
Passenger experience and vehicle capacity
Cybercab’s compact, specialized cabin
Cybercab’s two-seat layout makes its intended use clear: it is a small, dedicated fleet vehicle rather than a conventional family car. The butterfly doors, central touchscreen and bench-style seating are designed around automated ride service. Capacity is limited to two passengers, and Tesla says vehicle assignment depends on availability and group size.
The accessible-design features Tesla describes may matter for some riders, but the app’s use of third-party wheelchair-accessible providers means availability must be checked for the specific trip rather than assumed from Cybercab’s design description.
For ordinary riders, the two-seat cabin may suit a solo trip or a pair traveling together, but it is not a substitute for a larger vehicle when a group needs additional passenger or luggage capacity. Tesla’s fleet assignment process is the practical determinant, not a rider’s preference for the Cybercab interior.
Waymo’s platform flexibility
Waymo’s Driver-centered model means passenger space, entry height, seating and luggage arrangements can vary with the vehicle platform. The available material identifies the Ojai and Hyundai IONIQ 5 platforms but does not establish a complete, vehicle-by-vehicle comfort or accessibility comparison with Cybercab. A detailed cabin verdict would require verified specifications for the exact Waymo vehicle assigned to a ride.
That variability is the trade-off for platform flexibility. A future Waymo service could use a vehicle selected for a particular passenger mission, but the ride experience cannot be inferred from the Driver name alone.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Economics, fleet scale and what cannot yet be concluded
Robotaxi economics depend on more than the purchase price of a vehicle. Utilization, charging, cleaning, remote assistance, maintenance, insurance, mapping, depot operations, permit costs and the number of paid rides per vehicle all affect realized cost per trip.
The available information does not provide equivalent Tesla and Waymo figures for per-ride cost, utilization, fleet size, revenue, vehicle lifetime or unit economics. Tesla’s Cybercab production start and Waymo’s platform strategy may influence future scalability, but neither is proof of lower realized costs today.
Likewise, Tesla’s introductory fares are subject to change and are shown in the app by location. No comparable, date-matched Waymo fare set is established here, so a price winner cannot be named responsibly.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Manufacturing scale should be treated as a future capacity question rather than a present cost result. A purpose-built vehicle may eventually simplify fleet operations, while a reusable Driver may allow Waymo to work with more than one vehicle supplier. Realized economics will depend on how many vehicles each company can operate, how fully they are utilized and what support each trip requires.

How to decide which approach matters to you
If you are choosing a ride
- Check the app’s exact pickup area, operating hours and estimated fare rather than relying on the city name.
- Confirm which accessibility options are available for the requested trip, especially if you need wheelchair accommodation or space for assistive equipment.
- Expect the assigned vehicle to depend on availability; Tesla does not let riders choose Model Y versus Cybercab.
- Review the in-ride support controls and the procedure for requesting a stop before beginning the trip.
- Allow for the possibility that the vehicle shown in a service description is not the vehicle assigned to your booking.
If you are evaluating autonomy technology
- Look for the operating mode in the specific market: safety-driver service and unsupervised service are materially different.
- Separate a company’s own benchmark analysis from independent comparative evidence.
- Check whether a mileage number is fully autonomous mileage, supervised testing mileage or another category.
- Verify the date, geography and vehicle platform attached to every claim.
- Check whether a regulator’s action concerns testing permission, passenger service, vehicle certification or another distinct issue.
If you are considering fleet deployment
Tesla offers a purpose-built two-seat vehicle and a commercial inquiry path, but broad private availability is not established. Waymo offers a Driver intended for multiple platforms, which may suit an operator focused on integrating autonomy with different vehicle types. In either case, permits, airport permissions, vehicle certification, operating restrictions and service economics must be assessed for the target jurisdiction.
A fleet buyer should also ask what is included in the proposed arrangement: vehicle supply, autonomy software, maintenance, remote assistance, charging or depot support, and responsibility for local permits. The cited information does not establish standard commercial terms for either company, so those details cannot be assumed.
What to monitor as the programs change
The most volatile facts are city coverage, assigned vehicle types, operating hours, fares, safety-driver status, permits and regulatory actions. Tesla’s support pages and quarterly updates can change as service expands. Waymo’s latest safety publications can add mileage or revise the analysis period. California permit listings and NHTSA announcements can change the regulatory picture independently of either company’s marketing.
As of the evidence available for this comparison, Tesla is demonstrating a vertically integrated robotaxi concept built around its vehicles, while Waymo is demonstrating a reusable autonomous-driving system deployed across vehicle platforms. The approaches may eventually converge in service design, but their current evidence bases are not equivalent enough to produce a single overall winner.
Frequently Asked Questions
Is the Tesla Cybercab available everywhere Tesla Robotaxi operates?
No. Tesla lists Robotaxi service in limited areas of Miami, Orlando, Tampa, Austin, Dallas and Houston, but its Cybercab FAQ describes Cybercab rides as limited to parts of Austin. Tesla also says riders cannot choose between Model Y and Cybercab.
Does Tesla sell Cybercab to private consumers?
Tesla’s FAQ invites fleet or individual vehicle inquiries for commercial purposes through its sales team. That is not the same as broad private-consumer availability.
Is Waymo’s 82% crash reduction a direct comparison with Tesla?
No. Waymo reports an 82% reduction in injury-causing crashes against human-driver benchmarks in its own analysis. It is not a matched, independent Tesla-versus-Waymo study.
What is the difference between a safety driver and unsupervised operation?
A safety-driver service includes a human driver in the vehicle, while unsupervised operation means the company reports the vehicle is operating without that onboard safety driver. Tesla’s July 22, 2026 update used different labels for different markets, so the status must be checked by location and date.
Can I assume a Cybercab is wheelchair accessible?
Not for every trip. Tesla describes wheelchair-height bench seating, room for assistive devices, service animals, Braille labels and supplemental audio and visual features, but its general Robotaxi information directs riders to wheelchair-accessible providers listed in the app.
What does NHTSA’s Cybercab Audit Query mean?
It is an inquiry into Tesla’s certification that Cybercab meets applicable Federal Motor Vehicle Safety Standards after driverless commercial deployment in Austin. It is not, by itself, a finding that Cybercab violates those standards.
The Bottom Line
Tesla’s approach is a vehicle-led combination of Model Y service and the two-seat Cybercab, while Waymo’s approach centers on a reusable Driver integrated with multiple vehicle platforms. Tesla currently offers the broader published list of Robotaxi cities, but Cybercab availability is limited in Austin; Waymo publishes substantial fully autonomous mileage and company-calculated safety improvements without providing a direct Tesla comparison. Coverage, fares, permits, accessibility and operating mode must all be checked for the specific trip and date. The evidence supports a clear strategic contrast, not a definitive winner.
