The April 23, 2025 announcement “Tesla begins ‘FSD Supervised’ ride-hail tests with employees in Austin, Bay Area” described an employee-only pilot—not a driverless taxi launch. The rides used Tesla’s FSD (Supervised), an SAE Level 2 driver-assistance system, with a human safety driver responsible for driving in Austin and the San Francisco Bay Area.
Tesla reported more than 1,500 trips and 15,000 miles at the announcement, while testing the app, vehicle allocation, mission control, data collection, and daily ride-hailing operations needed for a future Robotaxi service. California’s supervised regulatory setting also differed from Austin’s Robotaxi plans.

What did Tesla actually launch on April 23, 2025?
Tesla launched an employee-only, supervised ride-hailing pilot—not a public driverless taxi service. Tesla said the service was live for an early group of employees in Austin and the San Francisco Bay Area, with rides conducted using FSD (Supervised) and a human safety driver.

The pilot gave Tesla a controlled way to test how employees requested rides, how vehicles were assigned, how trips were monitored, and how the company handled day-to-day service issues. TechCrunch also reported that Tesla promotional material showed a Model 3 with a passenger-facing rear screen. The screen indicated an effort to build a passenger experience around the vehicle, but the announcement did not establish that every pilot vehicle had the same equipment.
What does FSD (Supervised) mean?
FSD (Supervised) means the Tesla vehicle can assist with driving while a human driver remains responsible for the driving task. Tesla’s product documentation states that “None of these advanced driver assistance features make your Tesla vehicle fully autonomous or replace you as the driver,” and Tesla’s rideshare terms explicitly say that SAE Level 2 does not mean the rideshare vehicle is autonomous.
An SAE Level 2 system can control certain steering, acceleration, and braking functions under appropriate conditions, but the driver must continuously supervise the system and be ready to take over. The Tesla FSD (Supervised documentation) and Tesla rideshare terms establish that distinction.

For the April 2025 pilot, “driverless,” “fully autonomous,” and “self-driving taxi” are therefore inaccurate descriptions. The precise description is an employee-only ride-hailing test using FSD (Supervised) with a human safety driver.
Were there safety drivers in Tesla’s Austin and Bay Area rides?
Yes. The April 2025 rides used human safety drivers, and the California rides specifically operated with a safety driver in the driver’s seat. The human driver was not merely a customer-service attendant; the driver had to supervise FSD and remain prepared to assume the driving task.

Tesla’s California filings said the company did not have the requisite permits to operate autonomous rideshare vehicles in California. Under Tesla’s California transportation charter-party-carrier permit, the reported rides were conducted with a safety driver while using FSD (Supervised). That regulatory fact is why the San Francisco Bay Area pilot should not be described as an autonomous passenger service.

Tesla was testing the operating infrastructure needed to turn a fleet of assisted vehicles into a ride-hailing business. Tesla said the pilot involved developing and validating the following parts of the service:
- FSD networks: The driving software and the supporting systems used to operate the vehicles.
- Mobile app: The employee-facing ride-request experience and related trip workflow.
- Vehicle allocation: Assigning an available Tesla to a requested ride.
- Mission control: The operational oversight layer for coordinating vehicles and trips.
- Service operations: The staffing, monitoring, dispatch, support, and repeatable procedures required for daily ride-hailing.
Tesla’s AI Safety Operator job listing provides additional context. The listing described work involving engineering vehicles, ride-sharing, dynamic audio and camera data collection, and daily ride-hailing operations. The listing does not turn the April pilot into a driverless service; it shows that Tesla was also evaluating human and operational processes around the vehicle.
This broader testing matters because a Robotaxi business requires more than a vehicle that can complete an individual drive. A service must match riders and vehicles, handle route and trip information, monitor exceptions, maintain vehicles, support passengers, and respond when an automated system reaches a situation it cannot handle. The April pilot was a test of that service stack under employee access and supervision.
How many rides did Tesla complete?
According to Tesla on April 23, 2025, the employee pilot had completed “over 1.5k trips & 15k miles of driving.” The figure means more than 1,500 trips and 15,000 miles, as reported in TechCrunch’s coverage of Tesla’s announcement.
The trip and mileage totals measure activity and exposure, not safety performance. The totals do not provide the number of interventions, disengagements, near misses, crashes, passenger complaints, or comparison miles needed to calculate a meaningful safety rate. No independent comparative safety statistic specific to this April 2025 employee pilot was established in the available research.

How did California differ from Austin?
California and Austin represented different regulatory and strategic contexts, even though both locations were named in the same April 2025 announcement. California rides were conducted under a transportation permit with a safety driver, while Austin was tied to Tesla’s separate plans for a future Robotaxi service.
| Stage or market | Access | Automation and human role | What the record establishes |
|---|---|---|---|
| April 2025 Austin pilot | Early set of Tesla employees | FSD (Supervised), with a human safety driver | Employee-only ride-hailing test, not a driverless launch |
| April 2025 San Francisco Bay Area pilot | Early set of Tesla employees | FSD (Supervised), with a safety driver in the driver’s seat | Supervised transportation service under California rules |
| Tesla’s April 2026 market description for the Bay Area | Robotaxi market; the cited investor materials do not define general-public eligibility | Safety-driver Robotaxi market | Later market status, not a description of the 2025 pilot |
| Tesla’s April 2026 market description for Austin, Dallas, and Houston | Robotaxi markets; the cited materials do not define identical access rules for every city | Ramping or operating with unsupervised rides; the cited materials do not specify every human-monitoring arrangement | Later Texas deployment status, separate from the supervised employee test |
Tesla’s California filing is important because it prevents a common reporting error: the Bay Area pilot was not evidence that California had approved Tesla to operate fully autonomous rideshare vehicles. The filing said Tesla lacked the required autonomous-rideshare permits and described the California rides as supervised operations.

What changed after the 2025 employee pilot?
Tesla’s later disclosures describe a broader Robotaxi program with market-by-market differences in supervision. Tesla’s April 22, 2026 investor materials described the San Francisco Bay Area as a safety-driver Robotaxi market and described Austin, Dallas, and Houston as ramping unsupervised markets. Tesla reported expanded unsupervised operation in Austin and unsupervised rides in Dallas and Houston in April 2026.
Tesla’s April 22, 2026 investor materials should be read as a later status update, not as evidence that the April 23, 2025 employee rides were unsupervised. The difference in dates and supervision levels is central to understanding the story.
Tesla’s January 28, 2026 filing also said the Bay Area ride-hailing service began serving San Jose Airport in October and planned to expand to additional major Bay Area airports, subject to the required permits. Tesla’s January 2026 filing is the source for that airport update.

Tesla’s Robotaxi support page currently describes limited service in parts of Miami, Orlando, Tampa, Austin, Dallas, and Houston. Market availability, rider eligibility, supervision, and permitting can change independently, so a current service listing should not be used to rewrite the historical status of the 2025 pilot.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesIs Tesla’s Robotaxi service the same as FSD Supervised?
No. FSD (Supervised) is a driver-assistance product that requires an attentive human driver, while an explicitly unsupervised Robotaxi operation represents a different service and supervision model. Tesla’s branding connects the two programs, but the legal and technical operating conditions are not interchangeable.
| Question | FSD (Supervised) | Unsupervised Robotaxi operation |
|---|---|---|
| What is the automation classification? | SAE Level 2 partial automation | Described by Tesla as unsupervised operation in specified later markets |
| Who remains responsible during a supervised ride? | An attentive driver who can take over | The April 2025 pilot record does not establish the human-monitoring arrangement for later unsupervised rides |
| What was the April 2025 access model? | Employee-only ride-hailing pilot | Not the operating model announced on April 23, 2025 |
| Where did the cited later disclosures place the program? | Austin and San Francisco Bay Area pilot locations | Later market descriptions included Austin, Dallas, and Houston, with the Bay Area described separately as safety-driver |
Calling every Tesla Robotaxi ride “FSD” without stating the supervision level hides the most important distinction. The same Tesla ecosystem can include consumer assistance, supervised fleet rides, safety-driver Robotaxi service, and later unsupervised operations, depending on the market and date.
What safety issues should readers consider?
The April 2025 pilot should not be treated as proof that FSD was safe or unsafe based only on its trip count. The pilot’s limited employee access and human supervision describe the test conditions; they do not supply an independent safety evaluation.
On October 7, 2025, NHTSA opened Preliminary Evaluation PE25012 concerning allegations that FSD engaged in traffic-safety violations. The investigation identifies alleged red-light and opposing-lane scenarios among the issues under review. The NHTSA ODI document describes an investigation and allegations, not a final finding that the April 2025 employee pilot caused those events.
Tesla also publishes comparative safety claims for FSD (Supervised). Tesla’s current FSD documentation claims seven times fewer major and minor collisions and five times fewer off-highway collisions, but the claims are Tesla’s own comparisons and require attention to Tesla’s methodology and stated limitations.

Tesla’s FSD (Supervised) Vehicle Safety Report counts a collision as involving FSD (Supervised) when FSD was active at any point within the five seconds before the collision event. That definition is essential context when comparing Tesla’s figures with other datasets. The published claims are not an independent safety statistic for the 1,500-plus-trip employee pilot.
Why does the April 2025 pilot matter?
The pilot was a controlled bridge between a consumer driver-assistance system and Tesla’s intended fleet-based Robotaxi business. The test did not demonstrate a driverless vehicle, but it did demonstrate Tesla’s effort to connect assisted driving with an app, dispatch, vehicle allocation, mission control, passenger experience, human operations, and regulatory compliance.
The durable significance is therefore operational rather than promotional. Tesla was testing whether a supervised vehicle could participate in a repeatable ride-hailing workflow while the company gathered experience for a future service with different access and automation levels. Later 2026 disclosures show that the transition was not uniform: markets could operate with safety drivers or under unsupervised status at different times.

The Bottom Line
Tesla’s April 23, 2025 Austin and San Francisco Bay Area announcement was an employee-only ride-hailing pilot using FSD (Supervised) and a human safety driver. The pilot tested Tesla’s broader Robotaxi service infrastructure, but it was not a driverless launch and its reported trip and mileage totals were not proof of safety.
Tesla’s later 2026 disclosures describe a larger Robotaxi program with different supervision levels by market. Those later deployments should be reported separately from the original supervised employee test.
