Switzerland’s Parliament adopted a 2031 start for the performance-related heavy vehicle charge (LSVA) on electric trucks, with temporary rebates through 2035. The date differs from the Federal Council’s 2025 bill, which proposed starting in 2029. The final legislative history establishes the rebate period but not the year-by-year rebate percentages, so operators cannot yet calculate a definitive net charge from those details alone.
Which electric trucks will be affected?
The LSVA is Switzerland’s federal charge for goods-transport motor vehicles and trailers with a maximum permissible laden weight above 3.5 tonnes. The Federal Office for Customs and Border Security describes the charge as based on kilometres driven in Swiss customs territory, total weight and emissions level. Mileage is generally recorded through a National Electronic Toll Service (NETS) or European Electronic Toll Service (EETS) provider. The authority says this system also applies to heavy-duty electric goods vehicles.
This is not a blanket toll on every electric commercial vehicle. A vehicle’s weight, whether it is used to transport goods, its propulsion and emissions category, its kilometres in Swiss customs territory, and the applicable tariff category all matter. The Federal Council’s 2024 announcement described battery-electric and hydrogen vehicles as exempt at that time; that historical exemption should not be read as continuing after the transition rules take effect.

The final parliamentary account establishes the start year and the broad rebate period, but the material available here does not state final annual rebate percentages or all implementation details. Do not treat interim proposals from either chamber as enacted rebate rates.

What the charge is intended to achieve
The Federal Council has framed the revision as a way to keep heavy road freight contributing to infrastructure and other public costs while preserving the LSVA’s role in encouraging freight transfer from road to rail. In its May 2025 statement, it said nearly 90% of trucks were in the cheapest charge category, while more battery- and hydrogen-powered vehicles were exempt. Those figures explain the government’s stated case for revising the system; they are not a forecast of how much the electric-truck measure will raise.
The Federal Council reported about CHF 1.8 billion in LSVA revenue for 2024. It said two-thirds went to the Confederation and one-third to the cantons, with most of the Confederation’s share going to the rail infrastructure fund. These are reported 2024 revenue and allocation figures, not estimates of the reform’s future revenue.

What changes for combustion trucks?
The reform also changes the treatment of some combustion vehicles. According to the official parliamentary history, Euro VI trucks move from the cheapest charge category to the next category. Euro VII trucks also enter that next category, with temporary rebate provisions. A proposal during parliamentary consideration sought to put a 15% Euro VII rebate into law, but the final compromise did not include that mandatory statutory rebate.
Parliament’s final account also describes a seven-year notice rule for changes in vehicle classification among charge categories, with the Federal Council to take technical and economic developments into account. This is a planning measure tied to category changes; it does not mean every LSVA tariff amount is frozen for seven years.

- Check scope: Confirm the vehicle’s maximum permissible laden weight, goods-transport use and applicable emissions or propulsion category.
- Track Swiss mileage: Establish how kilometres in Swiss customs territory are recorded through the relevant NETS or EETS provider.
- Separate the base charge from rebates: The law’s broad transition period is known, but the final annual rebate percentages and implementing details are not established in the parliamentary account described here.
- Wait for the applicable tariff rules before modelling net costs: A reliable estimate needs the vehicle’s tariff category, Swiss kilometres, total weight and any rebate that applies in the particular year. Confirm those inputs against the published law and implementing rules before making an operating-cost calculation.
