Because those facts are missing, the thread cannot support a conclusion that taking the car was either lawful or unlawful. The title’s use of “stealing” is provocative forum wording, not a legal finding.
Why a towed car’s legal status depends on the circumstances
Towing rules depend on the jurisdiction and the type of tow. A tow from a public street, a private-property tow initiated by a property owner, and a tow directed by law enforcement may be governed by different rules. The forum page does not provide the facts needed to determine which rules applied.

Arizona law is relevant only if the tow was in Arizona and covered by the statutes
Arizona Revised Statutes § 9-499.05 addresses private towing carriers and parking restrictions on private property. It specifies information that signs must contain and limits towing without the vehicle owner’s consent unless statutory authorization conditions are met. Its application depends on the location and details of the tow—facts the forum page does not establish. See Arizona Revised Statutes § 9-499.05.
Arizona has a separate notice rule for certain non-consensual tows
Arizona Revised Statutes § 28-4836 generally requires a person moving or towing a vehicle without the owner’s consent to notify the law-enforcement agency for the jurisdiction where the vehicle was located before moving or towing it. The statute makes an exception when the person acts under a peace officer’s direction and states consequences for noncompliance. This is an Arizona rule, not a nationwide standard, and it does not establish what happened in the forum story. See Arizona Revised Statutes § 28-4836.

What to do if your car has been towed
For a real tow, identify the location and circumstances first, then check the current official rules for that jurisdiction. Do not treat a decades-old forum argument as permission to remove a vehicle from a tow yard or as proof that a tow was improper.
