Spain’s EV Transition: Targets, Charging Infrastructure and Incentives

Spain’s EV transition combines a 2030 target, past MOVES III support and expanding public charging—but targets, programme totals and live availability are not the same thing.

Spain is promoting electric vehicles through a 2030 fleet target, time-limited purchase and charging support, and plans to expand public charging. The transition is underway, not complete: the government’s latest cited count was more than 42,000 public charging points in September 2026, while national targets and cumulative programme figures measure different things.

What is Spain doing to promote electric cars?

Spain’s strategic framework is the updated Plan Nacional Integrado de Energía y Clima (PNIEC) 2023–2030. It sets an objective of close to 5.5 million electrified vehicles by 2030 across passenger cars, vans, buses and motorcycles—not passenger cars alone. This is a policy target, not a count of vehicles already on the road. The target appears in the 2025 MOVES III legal instrument and was reiterated by MITECO in its September 2026 announcement.

The PNIEC places transport electrification within wider climate and energy objectives for 2030. As reproduced in the 2025 legal instrument, these include reducing greenhouse-gas emissions by 32% from 1990 levels, reaching 48% renewable energy in final energy consumption, and improving energy efficiency by 43% relative to the reference scenario. These are plan objectives, not achieved results.

How many public charging points are there in Spain?

MITECO reported more than 42,000 public charging points installed in Spain in its 14 September 2026 announcement. This is a dated ministry snapshot, not a guarantee that every point is available, operational, or suitable for fast charging. The same announcement said Spain exceeded the AFIR power-per-vehicle objective for 2025 and identified available charging power and high-capacity coverage on principal routes as priorities.

That count differs from the cumulative figures in the government’s 7 July 2026 MOVES programme summary: it reported 160,095 charging points installed through the programme’s calls. The two figures describe different measures—national public infrastructure in MITECO’s account versus programme outputs accumulated across MOVES calls—and should not be treated as competing estimates of the same total.

What incentives has Spain offered for electric vehicles?

MOVES III in 2025

Royal Decree-law 3/2025 extended MOVES III from 1 January through 31 December 2025, using the existing scheme’s rules for eligible vehicle purchases and charging points. The government’s 1 April 2025 announcement described a €400 million allocation for that year, with aid potentially reaching €7,000 for eligible passenger cars and covering up to 70% of a charging point’s cost for individuals, subject to programme conditions.

These are historical 2025 terms, not an open offer in October 2026. Applications were administered through public authorities, including autonomous communities and Ceuta and Melilla. The cited information does not establish current 2026 application windows, regional rules, or an individual’s eligibility; check the relevant authority’s current official notices before relying on an incentive.

What the cumulative MOVES figures mean

In its July 2026 summary, Spain’s Recovery Plan reported more than €3 billion mobilised across nine MOVES calls, at least 204,915 electric vehicles acquired, 160,095 charging points installed and 161 innovative projects funded. These are cumulative programme outputs reported by the government, not annual vehicle registrations or a current national fleet total.

Where is charging infrastructure being prioritised?

Spain’s September 2026 national action framework for charging infrastructure and other alternative transport fuels highlighted high-capacity coverage along principal routes. MITECO put the framework out for public consultation through 2 October 2026. That consultation deadline has passed; the announcement does not establish whether the framework has since been finally adopted.

Route coverage is only part of the implementation challenge. Sustainable Mobility Law 9/2025 provides for state plans to deploy public charging where private investment does not supply adequate infrastructure, including for heavy vehicles. It also calls for a deployment plan for smaller municipalities and low-density areas. Those provisions set a direction for public planning; they do not show that deployment is complete.

What should drivers consider about home charging?

A home charger can be relevant for drivers who have dependable access to private parking, but the right setup depends on the property and vehicle. Before buying equipment or arranging installation, check:

  • Whether you have a parking space where charging equipment can be installed and used.
  • Whether the electrical supply and installation at the property can support the intended setup.
  • Compatibility with your vehicle and its charging requirements.
  • Current local rules, installation requirements and any live subsidy conditions.

The cited programme rules establish charging points as an eligible support category in the 2025 MOVES III framework; they do not verify a particular charger, technical specification, or current consumer subsidy.
