A transportable speed camera operated on Malanda–Atherton Road in Far North Queensland from 7 to 21 September 2023, prompting complaints from residents who received multiple speeding notices. The episode caused reported financial strain for some motorists, but the available evidence does not show that Malanda’s town government went bankrupt or faced a municipal financial crisis. Queensland’s Department of Transport and Main Roads (TMR) later said its review found the camera had been deployed and operated as expected.
What happened in Malanda?
A transportable road safety camera operated for two weeks on Malanda–Atherton Road in September 2023. Residents questioned its location, the speeds recorded, repeated detections and the time notices took to arrive. Their accounts prompted a petition calling for an investigation into the camera and its notices.
The controversy was about motorists’ alleged fines and the camera deployment—not a documented collapse of the town’s finances. The widely repeated monetary figure was an estimate of fines attributed to local drivers, not a debt owed by Malanda or an independently audited total.
How many fines were reported, and what did they amount to?
Figures published at the time differed, so they should be treated as attributed estimates rather than an official, settled tally.

The difference between the two estimates is not resolved in the available reporting. Neither figure establishes that every notice was valid or that every recipient paid it.
One resident’s reported experience
Lana Miller, a Malanda resident and trainee ambulance driver, told The Guardian she received nine fines for her car for alleged events between 15 and 20 September. She said the notices arrived on the same day and the bill exceeded $7,000. This is her account, not an independent finding about the camera’s accuracy or the outcome of any dispute.
Why did residents question the camera?
The Guardian reported that the camera was on a 60 km/h stretch roughly 350 metres from a change to an 80 km/h zone. Residents also objected that it was on a bend and raised concerns about repeated detections, alleged speeds they considered implausible, and delays in receiving notices.

The report said Queensland Police Service manual guidance advises against placing a camera within 300 metres of a speed-limit change and against using a downgrade unless there have been crashes or speeding reports. These were reported placement concerns; the department’s later review reached a different conclusion about whether the deployment was carried out as expected.
The Guardian also reported an account involving two vehicles travelling in convoy and a solicitor’s proposed test case. Those reports do not establish that the camera malfunctioned, that the proposed case was filed, or that a legally recognized class action took place.
What did Queensland’s review conclude?
In its response to Queensland Parliament petition 3981-23, the Minister for Transport and Main Roads said TMR and the camera supplier reviewed the site, calibration, deployment procedure and revalidation of detected offences. The response said: “All investigations found the TRSCs were deployed and operating as expected.” The minister said a further investigation would not be undertaken because those investigations had already occurred.

The finding is an agency review, not a court ruling on the validity of any individual notice. The petition record shows 818 signatures. Petitioners sought an investigation into calibration, possible malfunction, placement and notices, and asked for notices to be suspended during an investigation; the official reply did not announce that the notices had been cancelled.
What the department said about camera checks
TMR told The Guardian that each infringement was manually reviewed. It described annual independent camera testing, secondary validation at deployment, verification of offences and manual adjudication before an infringement was issued. The minister’s response also cited 99 percent compliance on the deployment directly after Malanda. That figure concerns the subsequent deployment, not a direct measurement of the Malanda deployment.
The Guardian reported a TMR statement that four speed-related casualty crashes involving speeding motorists had occurred in and around Malanda since 2018, injuring four people. That context explains the department’s stated road-safety rationale; it does not resolve whether any particular Malanda notice was correct.

How can a Queensland driver request records or dispute a notice?
For a current notice, follow the options and deadlines printed on it. Queensland government guidance says the registered operator has 28 days to pay, elect to have the matter heard in court, or nominate the driver. Its speed camera guidance describes the official process for disputing a fine.
- Check the notice and deadline. Confirm the alleged offence, vehicle and date, then note the response deadline shown on the notice.
- Request relevant camera records. Queensland’s camera calibration and records guidance explains how to request calibration certificates and other information. Some mobile camera certificates may be held by Queensland Police Service.
- Choose the formal response you intend to make. Use the payment, driver-nomination or court-election options described by the government. A request for records is not itself a court challenge and should not be assumed to pause the notice deadline.
- Get legal advice for a technical challenge. Legal Aid Queensland says disputes about the accuracy or use of speed-detection devices are complex and advises seeking legal advice. It also warns that an unsuccessful challenge may involve extra costs. Its information is general, not advice about a particular Malanda notice.
Queensland describes transportable cameras as a road-trauma reduction measure and says fine receipts fund road-safety programs. These are the government’s stated purpose and policy; they do not determine the merits of an individual dispute.
