Human drivers queued behind the vehicles and some moved the cones to get around the obstruction. Waymo said its roadside-assistance team retrieved the vehicles and that the disruption lasted no more than 30 minutes.
The incident happened at or near a freeway entrance—not necessarily in active freeway lanes—and the available reporting does not establish the precise technical reason the vehicles stopped.

What happened
At about 9:30 p.m. on Tuesday, April 16, 2024, a group of Waymo vehicles was returning to the company’s San Francisco depot. The lead robotaxi encountered a temporary road closure marked with traffic cones near the Potrero Avenue entrance to U.S. 101.
According to Waymo’s corrected account, six robotaxis were involved. The vehicles stopped or pulled over near the blocked route, leaving human-driven cars backed up behind them. Videos cited by TechCrunch showed drivers getting out and moving cones so they could pass the closure and the Waymo vehicles. The report documents that action but does not establish whether moving the traffic-control equipment was safe or lawful.

Why did the Waymos stop?
The immediate trigger was the cone-marked closure. Waymo said the first vehicle encountered the closure and that the freeway was the only available alternative route for the vehicles returning to the depot.
That explanation does not identify the exact system-level failure. The reporting does not establish whether the vehicles failed to recognize the cones, recognized the closure but could not find a permitted detour, stopped conservatively because the route was uncertain, waited for remote assistance, or became constrained by the behavior of the vehicles behind the lead car.
Temporary closures are a difficult autonomous-driving edge case. Cones can change the usable roadway without changing permanent map data. A vehicle may need to interpret ambiguous lane boundaries, decide whether a ramp remains legally accessible, and choose between rerouting, stopping, or requesting help. A cautious stop can avoid an unsafe maneuver, but on a ramp it can create a new hazard by obstructing other traffic.

How long was the blockage?
Waymo told TechCrunch that the entire event lasted no longer than 30 minutes and that its roadside-assistance team was dispatched to manually retrieve the vehicles. Because the duration comes from the company’s account rather than an independently published traffic or emergency-services log, it is best described as Waymo’s estimate.
Was anyone hurt?
The available account describes a traffic obstruction, not a collision or injury. No crash or injury was reported in that account. That is not the same as an official all-clear: stopped vehicles near a freeway entrance at night can create secondary risks for approaching drivers and could complicate access for emergency vehicles.
Did the robotaxis drive on the freeway?
The report supports describing the incident as a blockage of traffic at the Potrero Avenue U.S. 101 on-ramp. It does not show that the vehicles stopped in active freeway lanes.

California regulators had approved Waymo to operate autonomously on San Francisco freeways without a human driver, but Waymo was still testing freeway operation with a human driver seated in front at the time. The company said it was prioritizing a gradual rollout of rider-only freeway service in Arizona before expanding that capability in California. Therefore, this incident should not be described as six fully driverless Waymos operating on the freeway.

The source article has an internal inconsistency. Its corrected headline and opening say six Waymo robotaxis were involved, while a sentence in the body refers to the lead vehicle being followed by “six other” Waymos. The article’s URL also retains wording referring to seven vehicles.
The safest description is that six vehicles were involved according to Waymo’s corrected account as reported by TechCrunch. The conflicting wording should not be treated as independent confirmation of seven.

Why the incident mattered
TechCrunch described the episode as the first documented Waymo road blockage involving a freeway. Its significance was not simply that autonomous cars stopped. It showed how an unusual temporary traffic-control situation can affect an entire group of vehicles and turn an individual navigation problem into a traffic obstruction.
A human driver might improvise around a confusing closure, although doing so can also be dangerous or unauthorized. An autonomous vehicle is expected to avoid entering a closed area or making an uncertain maneuver. If it cannot confidently determine a legal path, it may wait for assistance. That can be the safer immediate choice for the vehicle while still being disruptive—and potentially hazardous—for everyone behind it.
The wider policy question
San Francisco officials and first responders had already expressed concerns about being unable to readily access or move autonomous vehicles when they obstruct roads. TechCrunch also reported that, at the time, San Francisco required a driver to be present in a vehicle to issue a traffic citation.

In a 2024 filing before the California Public Utilities Commission, San Mateo County cited the Waymo incident while arguing that regulators had not adequately addressed concerns involving public safety, emergency-service interference, traffic congestion, and environmental effects. Those statements are the county’s legal and policy position, not a final finding that Waymo violated the law. The filing is available from the California Public Utilities Commission.
What this incident does—and does not—prove
- It does show that a temporary, cone-marked closure left a group of Waymo vehicles unable or unwilling to proceed without assistance, temporarily blocking ramp traffic.
- It does not establish the exact technical cause, such as a failure to detect cones, a mapping problem, a route-planning failure, or a communications delay.
- It does not show that the vehicles were operating rider-only on the freeway or stopped in active freeway lanes.
- It does not prove that Waymo vehicles are categorically unsafe or routinely cause freeway blockages.
- It does highlight the need for autonomous fleets to handle temporary closures, emergency access, safe stopping locations, remote assistance, and communication with traffic-control agencies.
For drivers encountering any stopped vehicle or road closure, the incident is also a reminder not to assume that a blocked route can be safely cleared by moving cones or other traffic-control equipment. Follow posted directions and contact the appropriate authorities when a roadway is obstructed.
