Under the rule announced by Sindh Home Minister Zia Lanjar on 29 October 2025, an e-challan is issued to the person listed as the vehicle’s registered owner. If you sell a vehicle but its registration remains in your name, the handover of keys alone does not update the record—and you may continue to be associated with challans issued for it. Check the official registration record and follow Sindh Excise’s current ownership-transfer guidance.
Who gets a Sindh e-challan if the vehicle is still in my name?
A ProPakistani report dated 29 October 2025 said Lanjar announced that challans would go to the person in whose name the vehicle is registered. TechJuice reported the same rule and quoted Lanjar as saying, “From now on, challans will only go to the registered vehicle owner. Keeping a car in your name after selling it is a legal offense.” That is a news report of his statement, not an official transcript or a legal citation.
For a seller, the practical point is that a private sale or delivery of the vehicle does not by itself establish that the government record has changed. If the record still names you, the reported challan rule points to you as the registered owner. The reports do not explain how responsibility is resolved in a particular dispute, so do not treat the announcement as a substitute for checking the record or seeking guidance from the competent authority.
I sold my vehicle but it is still registered to me. What should I do?
- Check the official record. Use the Government of Sindh Excise, Taxation & Narcotics Control Department’s official website, which lists online vehicle verification and related services.
- Look up the current transfer guidance. The department’s site includes motor-vehicle tax information covering registration and ownership transfer. Follow the current official instructions rather than relying on an informal agreement or an unverified checklist.
- Confirm the record after the transfer. Verify that the vehicle’s official registration information reflects the new owner. If it does not, contact the department using current contact details published on its official site.
- If a challan is associated with your registration, verify it through an official authority. The current e-challan dispute channel was not established in the available official service information. Do not assume that a message link or third-party payment page is authoritative.
The Excise site is a place to check vehicle records and transfer information; the page reviewed does not document the police e-challan lookup, payment, or appeal workflow. Sindh Police’s site was not accessible in the material reviewed, which does not establish that no official e-challan service exists.

How can I check or dispute a Sindh e-challan?
The currently verified official Excise information covers vehicle verification and ownership-transfer or tax information, not the police challan lookup, payment, or contest process. A current official workflow could not be confirmed from the available material. Check current official Sindh Police or other competent-authority channels before acting, and avoid paying through a link in a text message or an unofficial site unless the authority confirms it is legitimate.

For a challan that appears connected to a vehicle you sold, first establish what the official vehicle record shows, then contact the competent authority through contact information published by the relevant government department.
