Shore Power vs. Onboard Generators: Emissions, Costs, and Trade-offs at Berth

Shore power can eliminate auxiliary-engine exhaust at berth, but total emissions and cost depend on the electricity grid, vessel demand, berth time, infrastructure, retrofit and utilization.

Shore power is usually the cleaner option at berth, but it is not automatically cheaper or lower-emission in every location. It lets a commercial vessel take electricity from the local grid and shut down its auxiliary engines for hotel loads such as lighting, air conditioning, refrigeration and crew accommodation. The local exhaust can fall to zero while connected, yet power-plant emissions remain elsewhere and the result depends on the grid, vessel, berth time, demand, equipment and electricity and fuel prices.

What “shore power vs. onboard generators” actually compares

This comparison concerns auxiliary electrical power while a vessel is at berth. It does not mean the ship’s main propulsion is supplied from the dock. A berthed vessel still needs electricity for lighting, ventilation and air conditioning, refrigeration, pumps, control systems and crew spaces. Normally, one or more auxiliary engines burn marine fuel to drive generators. With shore power, a cable and conversion equipment connect the vessel to the port’s electrical system so those auxiliary engines can be stopped or their load reduced.

As an Amazon Associate I earn from qualifying purchases.

The U.S. Environmental Protection Agency (EPA) describes these applications and the relevant emissions and cost variables in its Shore Power Technology Assessment at U.S. Ports (December 2022). The practical question is therefore not “Which technology is always better?” It is “For this vessel, berth, call pattern and electricity grid, does replacing onboard generation deliver enough air-quality and operating benefit to justify the infrastructure and retrofit?”

Emissions: local air quality is not the same as total emissions

What changes when a vessel plugs in

When a compatible vessel is connected and its auxiliary engines are shut down, the dockside installation itself produces no exhaust. That removes the engine exhaust plume from the berth and can reduce people’s direct exposure to nitrogen oxides, particulate matter, sulfur oxides and other pollutants near the ship. Electricity generation has not disappeared; it has moved to power plants, potentially outside the port’s local airshed.

An onboard generator emits at the vessel for as long as it is running. Its output depends on engine age, fuel, efficiency and load. A lightly loaded engine can be a particularly poor use of fuel, while a modern, well-loaded set may compare differently with a carbon-intensive grid. A fair assessment must use the same auxiliary demand and berth period for both options and state whether it is measuring emissions at the dock, across the electricity supply chain, or both.

Why the electricity mix matters

Shore-power emissions depend on how the regional grid makes and delivers electricity. A grid with a high share of low-emission generation can produce a larger total reduction than a grid dominated by fossil-fuel generation. The same vessel can therefore have different greenhouse-gas and pollutant results at two ports. Grid emissions can also vary by time of day and season; use the factor set appropriate to the scenario rather than treating a national average as universal.

EPA identifies vessel type, auxiliary-engine age and berth fuel, auxiliary power demand, time at berth and electricity-generation fuel mix as key variables. Under favorable circumstances, EPA says overall pollutant emissions can be reduced by up to 98%; that is a qualified maximum, not a typical or guaranteed result. The agency’s Ocean-Going Vessel Best Practices to Improve Air Quality page attaches the qualification to the regional electricity mix and the other operating conditions.

What shore power does not eliminate

Plugging in does not switch off every combustion source on a ship. Boilers and other vessel equipment that must operate at berth can continue to emit. Some ships also run emergency, safety or process equipment that is outside the shore-power load. Connecting and disconnecting takes time, and the auxiliary engines continue running during those periods. Any emissions claim should therefore specify which equipment is included and how connection time is treated.

Side-by-side comparison

Decision axis Shore power Onboard auxiliary generation What a fair calculation needs
Local air pollution No exhaust at the shore-power installation while the vessel is connected; generation emissions may occur elsewhere. Exhaust occurs at or near the berthed vessel. Pollutant, grid region and generation mix, engine age and fuel.
Greenhouse gases and total emissions Depends on electricity generation and delivery. Depends on auxiliary load, engine efficiency and fuel. The same load and berth period, with a stated emissions boundary.
Operating energy cost Electricity tariff multiplied by energy drawn, plus applicable demand or connection charges. Fuel price multiplied by fuel consumed, plus relevant operating costs. Local tariff, onboard fuel price, power demand, berth duration and connection time.
Capital and readiness Port equipment, possible grid upgrades, dockside connection gear and vessel modifications. Uses installed onboard equipment, but still requires fuel, maintenance and compliant operation. Retrofit scope, utilization, ownership of each cost and expected repeat calls.
Operational constraints Requires compatible systems, available power, reliable equipment, connection procedures and scheduling. Can supply auxiliary power without a shore connection. Compatibility, berth assignment, reliability, crew procedures and schedule.
Remaining emissions Boilers and other sources that must run can continue emitting. Auxiliary engines and any other operating sources emit. List the equipment included and excluded.

This table synthesizes the variables and limitations identified by EPA; it is not a claim that every port has the same tariff, connection design or operating rule.

How a shore-power call works

A successful call is a coordinated electrical and marine operation, not simply a cable purchase. The exact voltage, connector, protection and synchronization sequence is vessel- and port-specific. A typical planning sequence is:

  1. Confirm the berth and vessel fit. Match the vessel’s shore-connection rating, frequency, phase, voltage and maximum demand to the equipment available at the assigned berth. Confirm that the ship’s switchboard and control systems can accept the connection.
  2. Reserve electrical capacity. The port and utility verify that the feeder, transformer and protection equipment can supply the expected load. A connection that works for a small ferry may be inadequate for a cruise, container or refrigerated vessel.
  3. Agree the operating procedure. Set responsibilities for arrival, cable handling, isolation, synchronization, load transfer, monitoring and emergency disconnection. Pre-approval avoids trying to resolve technical questions after the ship is alongside.
  4. Connect and test safely. Trained personnel inspect the cable and receptacle, establish protective-earth continuity and complete the port’s interlocks and safety checks before energizing.
  5. Transfer the auxiliary load. After synchronization and a stable connection, the vessel transfers hotel loads to shore and shuts down the auxiliary engines that are no longer needed. Boilers or other required equipment may remain online.
  6. Monitor the call. Record power demand, interruptions, connection duration and any equipment alarms. These records show whether the berth has enough capacity and whether the expected utilization is realistic.
  7. Disconnect before departure. Reverse the load transfer, isolate the shore supply, remove and secure the cable, and complete departure checks. Engines may need to restart before disconnection is complete.

Ports should provide flexible connection placement where practical, coordinate in advance with the utility, maintain dependable equipment, pre-approve vessels and schedule calls that can actually use the system. Frequent, repeat calls make those arrangements easier to justify and are the type of operation EPA identifies as especially suitable.

Is shore power cheaper than running ship generators at berth?

There is no universal winner. EPA’s directional conclusion is that “the relative cost of using shore power instead of a vessel’s onboard fuel sources is more attractive when fuel costs are greater than electricity costs.” That statement concerns the energy used during operation; it does not erase the capital required to make a connection possible.

Operating-cost calculation

For a first-pass comparison, calculate the energy used under the same operating conditions:

  • Shore energy cost: electricity consumed during the connected period multiplied by the local tariff, including any demand, time-of-use or connection charges that apply.
  • Generator energy cost: fuel consumed by the auxiliary engines during the equivalent berth period multiplied by the delivered fuel price.
  • Adjust both sides: include connection and disconnection time, expected interruptions, auxiliary loads that remain on, and any material maintenance or emissions-compliance costs that the project is intended to address.

A vessel that draws little power or stays only briefly may not use enough electricity to offset a connection charge. A high-demand vessel with long, regular calls may use the system intensively enough for the energy-price difference to matter. Fuel and electricity prices are local and volatile, so a result calculated for one port and year should not be presented as a general payback.

Capital costs and who pays

Cost area Typical responsibility Questions to answer
Shore-side electrical equipment Port, terminal, utility or a shared project Who funds transformers, switchgear, cable management, protection and civil works?
Grid reinforcement Utility, port or project partners Is a new feeder, substation or service upgrade needed, and what is its lead time?
Vessel retrofit Owner or charterer, depending on the commercial arrangement What switchboard, transformer, frequency-conversion, receptacle and control changes are required?
Operations and maintenance Defined by the port and vessel agreement Who maintains cables and connectors, pays standby charges and handles failures?
Utilization risk Shared by whoever finances the assets How many compatible calls will actually connect each year?

Because these costs are site- and vessel-specific, a project example from another port or historical period is not a current market quote. Do not infer a universal installation price, savings percentage or payback period without a defined scenario.

Voltage, vessel type and U.S. context

EPA’s December 2022 U.S. assessment describes high-voltage shore-power systems, generally 6.6 or 11 kilovolts, as mainly serving cruise, container and refrigerated vessels. It describes low-voltage domestic systems, generally 240–480 volts, for smaller fishing vessels, tugs, workboats, ferries and support vessels. These are U.S. context ranges, not universal specifications; the vessel, port standard and electrical design determine the actual requirements.

The assessment counted 10 U.S. ports using high-voltage systems for cruise, container and refrigerated vessels at the time of the 2022 report. That is a dated report-time count, not a current global total. EPA also discusses international high-voltage standards and identifies California’s 2020 At-Berth Regulation as a driver of expansion there. Regulatory obligations change, so verify the current rule with the authority governing the particular port before making a compliance claim.

When each option is a better fit

Shore power is more promising when:

  • The vessel returns to the same equipped berths frequently enough to justify a retrofit.
  • Berth stays are long and auxiliary demand is substantial and predictable.
  • The local grid has relatively low emissions or the project’s primary goal is reducing exposure at the dock.
  • Electricity pricing is favorable compared with the vessel’s fuel price after all tariffs and charges.
  • The port and utility can provide adequate capacity, reliable equipment and a practical connection location.
  • Owners, terminals and utilities agree who pays for and maintains the shore and vessel assets.

Onboard generation may remain preferable when:

  • Calls are irregular, short or spread among berths without compatible connections.
  • The vessel cannot be economically retrofitted or its load profile does not suit the available system.
  • Grid capacity is unavailable or reliability is insufficient for critical hotel loads.
  • The local electricity mix produces little total-emissions advantage and the project has no separate air-quality or regulatory driver.
  • Connection and disconnection would consume a large share of the berth stay.

These are decision conditions, not universal rules. A port can also use a mixed strategy: shore power at high-utilization berths and onboard generation elsewhere, provided the emissions accounting clearly states which calls connect.

A defensible project comparison: step by step

  1. Define the boundary. Decide whether the result covers only local exhaust, total fuel-cycle emissions, greenhouse gases, criteria pollutants, operating cost, capital cost, or all of them. Report each result separately.
  2. Describe the vessel and load. Record vessel class, auxiliary-engine age and fuel, normal and peak hotel load, boilers and other sources that must remain online, and the shore-connection rating.
  3. Measure the berth pattern. Use actual or planned arrival frequency, hours alongside, connection and disconnection time, seasonal variation and the number of calls that can use equipped berths.
  4. Obtain local energy data. Use the applicable electricity tariff and charges, delivered onboard-fuel price and a documented grid emissions factor for the relevant region and period.
  5. Scope the infrastructure. Price dockside equipment, cable management, civil work, utility upgrades, vessel conversion, commissioning, training, maintenance and contingency. Assign each item to the party that will pay it.
  6. Model reliability and exceptions. Include calls when the berth is occupied, the system is unavailable, the vessel is incompatible, or a critical load requires engines to remain running.
  7. Run sensitivity cases. Recalculate with high and low fuel prices, electricity prices, demand and utilization. A project that works only under one optimistic case carries substantial commercial risk.
  8. Validate against operations and regulation. Confirm standards, permits, safety procedures, utility capacity and any current at-berth requirements with the relevant authorities and partners.

Using EPA’s emissions calculator

For U.S. port scenarios, EPA provides the Shore Power Emissions Calculator on its assessment page. The page lists SPEC Version 2023 and says the calculator uses eGRID 2020 power-plant pollutant factors. Those labels matter: the result reflects that version and factor year, not an automatically current tariff, grid mix or regulatory condition. Enter vessel and berth assumptions that match the project, document the emissions boundary, and retain the version and factor-year information with the result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The calculator is an estimating aid, not a substitute for an engineering design, utility study, measured load profile or current local rule. If a port is outside the United States, use the jurisdiction’s accepted grid factors and standards rather than presenting the U.S. factors as globally applicable.

Common mistakes and how to avoid them

  • Calling shore power “zero emissions.” Say zero onsite exhaust at the connected installation, then account for generation emissions and remaining vessel sources.
  • Comparing unlike time periods. Use the same berth duration, auxiliary load and connection time for both options.
  • Ignoring boilers and other equipment. List every source that continues operating while the auxiliary engines are off.
  • Using a national grid average. Match the factor to the port region, electricity product and model year.
  • Counting every call as a connection. Subtract incompatible berths, outages, short stays and ships that are not retrofitted.
  • Quoting the 98% figure as typical. Present it only as EPA’s qualified “up to” result under the right circumstances.
  • Treating a 2022 port count as current. Label the 10-port figure as the assessment’s report-time U.S. count.
  • Comparing fuel and electricity without infrastructure. Include grid upgrades, shore equipment, vessel retrofit and who bears each cost.

What the evidence supports

Shore power can deliver a major local-air-quality benefit by replacing auxiliary-engine exhaust at berth, and in favorable conditions it can reduce overall pollutant emissions substantially. It is not an automatic zero-emissions or money-saving solution. The outcome is controlled by the grid, vessel, berth, utilization, compatibility, reliability and allocation of capital costs. A transparent, local scenario—rather than a universal percentage or payback claim—is the only sound basis for deciding whether to install or use it.
