ZEV Co-op offers shared electric vehicles at community locations in Seattle, with a cooperative model intended to make car access more equitable. Seattle Housing Authority’s February 3, 2025 announcement documented service at Lake City Court, NewHolly and High Point. The service is car access by reservation—not a car purchase—and qualified users can use vehicles without joining the co-op.
How ZEV Co-op car sharing works
ZEV describes itself as a consumer cooperative aiming for member-owned, community-focused and democratically controlled car sharing. Its service bundles access to an electric vehicle, insurance, a reservation system, maintenance and electricity. Members support the cooperative and may receive member benefits; the operator says qualified people can also use vehicles through visitor accounts.
Membership matters beyond the cooperative’s ownership model. ZEV says visitor accounts pay a higher use rate, can reserve only one hour ahead and do not have voting rights. Check with ZEV for current membership terms, visitor rates and eligibility before planning a trip.
Seattle locations and the dated vehicle counts
Seattle Housing Authority’s February 3, 2025 notice named three community deployments and reported the following vehicles and public charging stations at that time:

These are counts in that dated announcement, not a current availability check. ZEV’s live locations page lists additional Seattle-area sites, including Estelita’s Library, Lake City House, T&C Ballard and Neighborhood House, as well as Shoreline City Hall and Des Moines Marina. A listed location does not by itself confirm a vehicle is currently available there.
Separately, the City of Seattle’s 2024 progress report says SDOT partnered with ZEV Co-Op to establish two EV car-sharing locations in the Central District and near the downtown Waterfront. That report does not identify exact addresses in the cited passage. It is a separate deployment description, not a reconciliation of the SHA sites or a complete location inventory.

Rates and income-qualified access
A ZEV Co-op fact sheet dated December 26, 2024 said rates varied by vehicle and location and described special rates for income-qualified members as low as $5 per hour and $40 per day. Those are historical minimums from the fact sheet, not guaranteed current Seattle prices. Ask ZEV for today’s rate for a specific vehicle and location, current income qualification criteria and any other fees.
The same fact sheet described eligibility at that time as an individual aged 21 to 79 who met insurance criteria; it also said participation could be month to month and groups could join on behalf of a constituency. Underwriting and program requirements can change, so confirm current eligibility directly with the operator.

Vehicles and choosing a site
ZEV’s December 2024 fact sheet listed electric sedans, pickup trucks and vans, with some vehicles equipped with ADA lifts. Vehicle types and accessibility equipment may differ by location; confirm the specific vehicle before booking. The fact sheet reported 12 locations and 12 EVs in service across Washington—including Seattle, Tacoma, Spokane, Bainbridge Island and Port Townsend—on December 26, 2024. That statewide snapshot is not a current Seattle fleet total.
- Check ZEV’s current location listing and verify that a vehicle is available for your dates.
- Confirm the vehicle type and any needed accessibility equipment before reserving.
- Check whether charging is available at the site and understand the vehicle’s charging instructions; the public charger counts above refer only to the February 2025 SHA announcement.
- Compare visitor access with membership if booking flexibility, rate or cooperative voting rights matter to you.
How the co-op fits Seattle and Washington policy
Washington law, RCW 47.04.355, directs WSDOT’s public transportation division to support clean-fuel car sharing for underserved communities and eligible lower-income workers who are not readily served by transit or who are in certain high-emissions corridors. The law allows eligible nonprofit organizations and local governments, including housing authorities, to participate and lists factors such as community-based involvement and a long-term sustainability plan.

WSDOT describes its Zero-emissions Access Program as supporting zero-emission car-share pilots in underserved and low- to moderate-income communities, potentially including EV infrastructure. The available descriptions do not establish that a particular grant funded a specific Seattle ZEV site. Likewise, the stated equity mission and policy framework do not by themselves demonstrate measured effects on household costs, emissions or access to transportation.
