The City of Seattle is directing $1.5 million in truck-purchasing incentives to Zeem Solutions for a planned deployment of 12 electric Class 8 drayage trucks with local trucking partners Jet City Trucking and Ephrata Trucking. The trucks are intended to operate primarily at the Port of Seattle. The funding is for the trucks—not a grant to the Port—and the project is part of Seattle’s Heavy Duty Electric Trucks Pilot.
Who receives the funding, and what will it pay for?
Seattle announced the award on October 16, 2025. Zeem Solutions is the incentive recipient; Jet City Trucking LLC and Ephrata Trucking LLC are the local operating partners named by the City. The $1.5 million is truck-purchasing incentive funding tied to 12 new electric Class 8 drayage trucks, with service planned primarily at the Port of Seattle. The City describes Zeem as a company that designs, builds and operates charging depots for commercial electric-vehicle fleets. GeekWire described it as a Los Angeles-based provider of turnkey EV solutions for commercial fleets in its October 16, 2025 report. GeekWire’s report.
Why did Seattle change its truck incentive approach?
Seattle launched the Heavy Duty Electric Trucks Pilot in 2023 as a point-of-sale incentive program for electric trucks operating in the Duwamish Valley. The City’s pilot page says the original offer was up to $180,000 per truck. It reports 11 applications and more than 140 expressions of interest, mostly from independent owner-operators. Follow-up interviews found that many drivers still considered switching financially unfeasible even with the incentive. In response, the City shifted toward stackable funding and a partnership approach. Its 2025 announcement says operators had raised both the high purchase price of trucks and additional expenses, including charging infrastructure and insurance. The City says the award is intended to help local operators participate in the transition to zero-emission trucking while reducing diesel pollution. The $1.5 million comes from Seattle’s Payroll Expense Tax and was supported by the Green New Deal Oversight Board. That is separate from the Northwest Seaport Alliance’s funding for charging infrastructure.
How does the charging depot fit in?
Electric trucks need dependable charging access as well as vehicles. Seattle’s October 2025 announcement described a separate $5.12 million Northwest Seaport Alliance award to Zeem for a commercial fleet charging depot in SeaTac. The City said the proposed depot was designed to support charging for up to 250 vehicles per day, provide overnight parking for 70 vehicles, and access 7.5 MW of capacity through Puget Sound Energy. At the time of that announcement, completion was anticipated by early 2026, and Jet City and Ephrata expected to have their trucks operating and charging there by the end of 2026. Those were prospective milestones reported in 2025; they do not establish that the depot is now complete or that the trucks are operating. The truck incentives and the depot award are distinct pieces of the broader effort, with different funding sources.
Why focus on drayage trucks and the Duwamish Valley?
Drayage trucks move freight to and from ports and other transport hubs. Seattle’s pilot page describes the Duwamish Valley as the region’s largest cluster of freight-related jobs and activity, and estimates that approximately 4,000 diesel drayage trucks serve the Ports of Tacoma and Seattle. The City says freight pollution falls disproportionately on port-adjacent communities and points to community calls for truck electrification. What the award does—and does not—show
The award establishes a planned vehicle deployment and a public funding approach designed to address upfront costs. Seattle presents cleaner air and support for local trucking operators as goals, but the announcement does not report measured emissions reductions, health outcomes, or operating results from these trucks. It is therefore too early to treat the planned deployment as proof of a quantified environmental or health benefit.
For fleet operators, the program’s broader lesson is that a truck purchase incentive may not by itself solve the economics of electrification. Seattle’s own interviews identified continuing affordability concerns, including expenses beyond the vehicle; its later partnership links truck-purchasing support with a separate depot investment. Whether this model leads to sustained adoption will depend on implementation and operating experience, neither of which was established in the 2025 announcement.
