The City of Stirling’s traffic reviews recorded more crashes at the Karrinyup Road/Burroughs Road intersection in 2020–2024 than in the previous five-year period, alongside traffic and safety concerns on surrounding streets. In February 2026, Council rejected an area-wide 40 km/h zone but supported pursuing targeted safety measures, some of which remain subject to funding.
What the reviews covered
Residents and road users raised concerns about traffic, parking and safety around Karrinyup Shopping Centre after its redevelopment. The City commissioned reviews in response. The earlier independent consultant review, described in the City’s 2024 Council minutes, covered roads immediately abutting the centre and its access driveways—not the entire surrounding road network. Its recommendations involved the City, Main Roads Western Australia (Main Roads WA), the Public Transport Authority and centre management.
PerthNow described the redevelopment as an $800 million project that expanded the centre’s floor area from 59,874 m² to 109,000 m² and was completed in 2021. The City’s 2024 minutes say the consultant review followed completion of development in 2022; these sources give different dates for completion, so the review’s timing should be read as recorded in the minutes rather than inferred from the news report. What the crash figures show
Karrinyup Road and Burroughs Road
At this specific intersection, the City of Stirling Council’s 27 May 2025 minutes report 27 crashes in 2015–2019 and 56 in 2020–2024. The later five-year period included 12 crashes requiring medical treatment and two requiring hospitalisation. The count rose between those periods, but the figures alone do not establish that the shopping-centre redevelopment caused the entire increase.

The City minutes state: “The increased traffic resulting from the shopping centre expansion has made it increasingly difficult to enter and exit Burroughs Road from Karrinyup Road.” This is the City’s description of the access problem, not proof that every recorded crash had the same cause. The minutes identify Karrinyup Road as a state highway; Main Roads WA controls and manages it, including its intersections. The Council minutes contain the intersection figures and the road-management context.
Crashes on surrounding roads
Wider-area totals are reported separately and use different date ranges. PerthNow reported 30 crashes on surrounding roads in 2020–2024, seven of which required medical attention. The City’s current Karrinyup traffic and road-safety project page reports 30 incidents across 2020–2025; it says 20 were on Davenport Street and 13 involved vehicles exiting driveways. These totals must not be added together or treated as directly comparable: one covers 2020–2024 and the other 2020–2025, and the City page gives additional location and incident details.
Traffic counts and speeds
PerthNow reported that vehicle numbers at key hotspots had increased by up to 179% since 2014, describing the figure as a finding of the review. The detailed count tables were not available in the cited material, so the maximum should not be read as a uniform increase on every road. The same article reported average speeds on surrounding streets of 45.7 km/h, compared with 50.7 km/h in 2014. It said the 40 km/h limit on surrounding streets was introduced in December 2023 and excluded Karrinyup Road. PerthNow’s report is the source for these figures.

What safety measures were already in place
In its 2024 Council minutes, the City said some minor maintenance recommendations from the earlier review had been completed. Speed limits on Burroughs Road, Davenport Street and Francis Avenue had been reduced to 40 km/h. On Davenport Street, sightlines at some driveways were improved by making selected verge parking bays motorcycle-only. These actions addressed specific surrounding-road concerns; they did not change Main Roads WA’s control of Karrinyup Road.

The City’s 25 February 2026 update says Council voted not to proceed with an area-wide 40 km/h zone for Karrinyup. Instead, its decisions and ongoing work concern targeted measures with different approval and funding statuses:

The February decision and project statuses are set out in the City’s project page and its 25 February 2026 update. Traffic lights at the Karrinyup Road/Burroughs Road junction involve a state highway intersection managed by Main Roads WA, so the City’s stated effort to progress them should not be mistaken for unilateral City control.
Can residents read the review and track recommendations?
At a July 2024 Council meeting, a resident asked, “Has the review been completed and is it available for public review?” and “What is the current status of any recommendations?” The Council minutes record those questions and the City’s response about completed maintenance, the 40 km/h limits and Davenport Street sightlines. The cited public material reports selected findings and statuses, but does not include the underlying consultant report or detailed traffic-count tables.
