The service’s coverage and the rules governing that service are central to a passenger-injury claim. Your personal auto policy is a separate contract: its liability coverage generally concerns harm you cause to others, while medical payments or uninsured/underinsured motorist coverage may be relevant only if the policy and accident facts fit.
There is no single nationwide robotaxi coverage rule established here. California offers a useful example, but its rules for transportation network companies (TNCs) that arrange app rides are not automatically the rules for every driverless service.

What does your personal auto insurance do if you are a robotaxi passenger?
Riding in a vehicle does not by itself make you its owner or driver. Your auto policy is not a general-purpose robotaxi passenger policy, and having no personal auto policy does not, on its own, mean you cannot ride.
Liability coverage is mainly for harm you cause to others
California’s Department of Insurance explains that auto liability coverage helps pay for injuries or property damage the insured causes to other people. It is not an automatic substitute for insurance arranged by the ride service. The guide gives California minimum personal-auto liability limits of $30,000 for injury to one person, $60,000 for injuries in one accident, and $15,000 for property damage; these are liability minimums, not a measure of passenger benefits. Medical payments and UM/UIM are different coverages
Medical payments coverage may pay medical expenses for people injured in the insured’s car regardless of fault. Uninsured/underinsured motorist (UM/UIM) coverage may apply to specified accidents involving an uninsured or underinsured at-fault driver. Whether either coverage applies to a robotaxi passenger, a particular injury, or a particular accident depends on the policy wording and facts. How California TNC insurance rules compare
California’s Public Utilities Commission (CPUC) describes insurance requirements for TNCs, a category of ride service using app-based matches. Its coverage requirements vary by ride stage. The Commission says a TNC may arrange the required insurance through driver coverage, company coverage, or a combination. CPUC: Insurance Requirements for TNCs.

What the TNC ride stages mean
The CPUC identifies Period 2 as the accepted match before passenger pickup, and Period 3 as “Passenger in the vehicle and until the passenger exits the vehicle.” The $1 million figures above are California TNC requirements for those specified stages, not a promise about every driverless ride.
Why TNC rules do not automatically answer a robotaxi claim
California regulates autonomous-vehicle passenger service separately from its TNC framework. The CPUC’s transportation information describes AV passenger-service pilots, and on August 28, 2025, the Commission announced a rulemaking to develop comprehensive policies and rules for autonomous-vehicle passenger transportation. Those distinctions mean the TNC insurance table should not be treated as a coverage certificate for every robotaxi. A December 2022 Waymo filing with the CPUC described a California passenger notification that the rider would be in an autonomous vehicle and, for a California ride, participating in driverless passenger service under CPUC authority. That filing is an example of a California regulatory disclosure; it is not a current, universal coverage statement or a complete description of insurance terms. There is no reliable one-line answer without knowing the service, location, applicable coverage, policy terms, and facts of the crash. The operator’s service coverage and applicable passenger-carrier rules are central, while your own medical payments or UM/UIM coverage may also be relevant if its terms fit. The available California sources do not establish universal robotaxi limits, exclusions, insurer priority, claims contacts, or passenger remedies across operators and states.

What to do after a robotaxi crash
- Get medical help or report an emergency as appropriate. Prioritize immediate safety and medical attention.
- Report the incident through the operator’s current process. Use the service’s app or current passenger instructions; procedures differ by operator, and no single claims contact applies to every service.
- Keep trip records. Save the receipt, trip details, and relevant messages or other communications about the ride and incident.
- Ask your insurer about potentially relevant coverage. Tell the insurer what happened and ask whether medical payments, UM/UIM, or another policy provision may apply. Do not assume in advance that your policy will—or will not—cover a particular loss.
- Check the rules and terms for that service and place. Review the operator’s current passenger terms and accident instructions, and confirm which jurisdiction governs the trip.
