Rivian sued Ohio over restrictions it says prevent the electric-vehicle maker from completing direct sales in the state. In its August 4, 2025, federal complaint, Rivian called the restriction “irrational in the extreme”—the company’s legal argument, not a court’s finding. The filing asks for declaratory and injunctive relief; the available docket summary does not establish what happened after September 2025.
What Rivian is challenging
Rivian, LLC filed Rivian, LLC v. Norman in the U.S. District Court for the Southern District of Ohio on August 4, 2025. The defendant is Charles L. Norman, Ohio’s Bureau of Motor Vehicles registrar, named in his official capacity. Rivian asks the court to declare the challenged restriction unconstitutional and to prohibit its enforcement against the company. Read the complaint.
The complaint quotes Ohio Revised Code 4517.12(A)(11) as requiring the denial of a dealer-license application from a vehicle manufacturer—or its parent, subsidiary, or affiliate—seeking to sell or lease new or used vehicles at retail. Rivian says that rule blocks its company-affiliated sales model. This description of the law and its application is Rivian’s account in the pleading, not a current statutory analysis.
Why Rivian says Tesla is treated differently
Rivian’s complaint says a separate provision enacted at the same time allowed Tesla to continue operating specified dealerships and add another, while that exception did not extend to Rivian. The company argues that the distinction leaves it unable to obtain a license for its own direct-sales operation. A full statement of the present legal rules would require checking the current statute and court record; the complaint alone establishes Rivian’s position, not the final scope of any exception.

Rivian’s constitutional and consumer arguments
Rivian argues that applying the restriction to its business violates the U.S. Constitution’s Due Process and Equal Protection Clauses. It says there is no rational basis for treating a manufacturer-affiliated dealer entity differently from independent franchised dealers, and characterizes the law as protecting incumbent dealers. These are allegations and legal arguments in the company’s complaint; no court conclusion is established by the sources available here.
Rivian’s quoted line about the restriction being “irrational in the extreme” continues: “it reduces competition, decreases consumer choice, and drives up consumer costs and inconvenience—all of which harm consumers—with literally no countervailing benefit.” That is Rivian’s advocacy in its filed complaint, not a judicial quote or a measured finding. The complaint provides no quantified estimate of added costs or reduced competition.

What the complaint says Ohio buyers could do
Rivian describes itself as a direct-sales-only automaker, selling through its website and company-operated locations rather than independent franchise dealers. It says Ohio residents could order vehicles through Rivian-operated, out-of-state locations licensed to sell vehicles. Under the process described in the August 2025 filing, vehicles were typically delivered to an Ohio service center or, where available, directly to a customer’s home; the buyer then paid applicable taxes and registered the vehicle in Ohio. This is a description of the process in the complaint, not confirmation of current availability or procedure.
The company also said it could perform warranty service and other repairs, rent vehicles, and deliver vehicles bought through an out-of-state Rivian-licensed location, but could not complete the sale in Ohio. It reported having three Ohio service centers when it filed. Neither that number nor the described activities should be taken as a current inventory or assurance of present-day service and sales arrangements.

What is known about the case’s status
The available docket-summary page lists entries through September 30, 2025, including a preliminary pretrial order, and notes that a newer listing may exist. It does not establish whether the case remains pending, was dismissed, settled, or received a later decision.
