Where Rivian’s Illinois factory is—and why Bloomington is part of the story
Rivian’s large manufacturing site is in Normal, the town adjoining Bloomington. The company’s SEC filing identifies the Normal factory as a production site for R1 vehicles and commercial vans: Rivian’s 2023 Form 10-K. The plant is therefore in Normal, while its economic reach can extend across the Bloomington-Normal region through jobs, suppliers, workforce programs and local business activity.

That distinction matters when reading economic figures. A facility or incentive tied to Rivian in Normal is not the same as an estimate of all the effects across Bloomington-Normal, and a town-wide investment total cannot automatically be credited to the automaker.
What Rivian has announced for the Normal plant
Expansion, capacity and hiring commitments
In 2024, the Illinois Department of Commerce and Economic Opportunity announced a $1.5 billion Rivian investment in the Normal facility. The state announcement tied the expansion to more than 550 full-time jobs over five years and planned annual capacity of 215,000 vehicles. It also stated a wage commitment of at least 120% of the average for similar job classifications in McLean County. These are terms and plans in the state’s announcement, not confirmation that every job has been filled or that the planned capacity has been reached. See the Illinois DCEO announcement.

The expansion matters beyond the factory floor because higher planned output can support a larger local production and supplier footprint. But planned capacity is not actual production, and the announced hiring commitment should not be added to other projections as though all the positions are already in place.
The supplier park could broaden the local manufacturing base
In 2025, Illinois announced that Rivian would invest nearly $120 million in a planned 1.2-million-square-foot supplier park in Normal. The state projected nearly 100 direct jobs at the park and hundreds more supplier jobs; completion was expected in 2026. Those figures describe announced expectations, rather than a confirmed final job count or completed project. The announcement is available from Illinois DCEO.

These supplier facilities could add jobs and bring some component work closer to Rivian’s assembly operation. Their reported job figures are expectations, however; they do not establish how many positions have been filled or how much local purchasing will result.
Workforce preparation and regional employment
Rivian’s hiring plans make training and access to suitable workers important to the region’s ability to capture the benefits. The Illinois DCEO’s 2025 regional guide gave an estimate of around 8,500 Rivian employees in the region. That is a dated estimate, not a verified current headcount, and it should not be treated as a count of new jobs created by the expansion. For residents, the relevant distinction is between the existing employment base and incremental hiring tied to announced plans. A regional employee estimate describes scale; it does not say how many employees live in Bloomington-Normal, how many jobs are newly created, or whether local training programs have matched applicants to openings.

Public support is part of the investment picture
Private investment is not the only financial commitment associated with expansion. In 2025, Normal approved reimbursement of up to $3 million for sewer infrastructure related to Rivian’s expansion. The Town’s 2025 annual report describes the approval. This is a public infrastructure commitment; it should be considered separately from Rivian’s announced private investment.
The available figures do not establish the project’s net fiscal return to the town or region. A reimbursement approval alone does not show the eventual public cost, tax receipts, or broader local economic effects.

How to interpret Normal’s broader investment totals
Normal reported $245.7 million in total capital investment across the municipality in 2024, compared with $124.1 million in 2023. Those figures, reported in the Town’s 2025 annual report, cover all-sector investment in Normal—not investment attributable solely to Rivian. They provide municipal context, not a measure of Rivian’s contribution. See the Town of Normal’s report.
Similarly, announcements of jobs and investment are useful indicators of intended scale, but they do not on their own quantify household income effects, local supplier spending, housing impacts or net public revenue. No independently measured Rivian-specific estimate for those outcomes is established by the cited public figures.
