GM EV1 VIN 212 is being restored by its owner, Billy Caruso, and the Questionable Garage team, with project-specific help from General Motors. In March 2026, GM said it had provided disassembled parts from donor EV1 V159 and connected the team with Heritage Center experts and people involved in the original program. The goal GM described was to return VIN 212 to driving condition and public view for the EV1’s 30th anniversary in November 2026—not a confirmed completion date.
What is Project V212?
Project V212 is an independent restoration of EV1 VIN 212, a rare car that passed through a Georgia impound auction into private ownership. GM reported that the car sold at auction for more than $100,000. Owner Billy Caruso and the Questionable Garage team are documenting the work.
GM’s March 11, 2026 announcement made the restoration notable beyond the project itself: the automaker said it was supporting the effort. GM President Mark Reuss told The Drive that the team’s enthusiasm made it the right moment for GM to help, linking the EV1’s innovative spirit with the company’s current electric vehicles.
What help is GM providing?
GM said its design fabrication team carefully disassembled parts from donor EV1 V159 for the project. The visit also gave Caruso and the team access to Heritage Center experts and people who worked on the original EV1 program. GM’s announcement describes specific assistance to this restoration; it does not establish a general EV1 parts supply or a commercial repair service.

That distinction matters because the EV1 was not an ordinary used car with a dependable replacement-parts network. GM leased the cars rather than selling them outright, and the Smithsonian’s archival finding aid records concerns about long-term parts and maintenance as part of the program’s history. GM says the few preserved examples are held by museums and universities and are not drivable.
Why is an EV1 so difficult to restore?
A purpose-built electric car
The EV1 was designed and developed from the ground up as an electric vehicle, not created by converting an existing gasoline model. The U.S. Department of Energy describes it as a ground-up electric-car design. Its engineering included aerodynamic bodywork, electric drive, electronic controls and hydraulic braking, according to the Smithsonian’s General Motors EV1 Records finding aid.

Parts and original knowledge are scarce
With the original lease program ended and remaining cars largely preserved in institutional collections, sourcing components and understanding how particular systems were built can be unlike working on a conventional production car. GM’s project-specific donor parts and access to original-program personnel address some of those obstacles for VIN 212, but do not show that other owners can obtain the same support.
Battery configuration is not one-size-fits-all
EV1 battery technology changed across the program. The Smithsonian finding aid documents a lead-acid pack, while GM’s battery-history account also identifies nickel-metal-hydride technology. Those references are a reason not to assume every EV1 has the same battery configuration or that a component for one generation will fit another. The available project reporting does not specify VIN 212’s present battery condition or a completed battery replacement.

Braking is part of the engineering story
GM’s August 19, 2026 article discusses how efficiency influenced EV1 braking design. That history helps explain the car’s engineering priorities, but it does not establish the current condition of VIN 212’s brakes. The article is background on the model, not a vehicle inspection report.
How far along is the restoration?
The latest detailed progress account identified here is The Drive’s report dated August 2, 2026. It said electricity was flowing through the car’s wiring again and described the team as making progress. That is a dated milestone, not confirmation that the EV1 was driving then.

As of October 8, 2026, the exact current condition of VIN 212 is not established by those reports. GM’s stated aim was to have the car running and publicly visible for the EV1’s 30th anniversary in November 2026; readers should treat that as a target rather than an announced result. The anniversary marks 30 years from the EV1 reaching lessees in 1997, according to GM.

GM says it leased around 1,000 EV1s and later recalled them rather than selling them outright. The Smithsonian’s record of the lease-only program and its parts-and-maintenance concerns helps explain why a surviving example is not simply a matter of finding a willing buyer and ordering replacements. Project V212 therefore combines restoration with preservation: making one historically important car run again while documenting the work and drawing on knowledge tied to the original program.

GM’s 2026 feature described the EV1 as a formative step in its electric-vehicle history, stating: “EV1 set in motion everything we’re doing in electric right now.” The statement appears in GM’s feature without a named speaker, so it is best understood as the company’s message rather than a quotation attributed to a particular executive.
