Yes. Punjab offers eligible 16- to 18-year-olds a Juvenile Driving Permit through e-Khidmat Markaz for motorcycles, scooters up to 125cc and e-bikes. Applicants need a NADRA B-Form or Juvenile Smart Card, written consent from a parent or legal guardian, and must pass traffic-sign and practical-driving tests. This is a separate permit—not a general change to the age rule for ordinary learner permits.
Who can apply, and what vehicles are covered?
The Punjab Information Technology Board (PITB) announced on September 9, 2026, that the juvenile permit is available through e-Khidmat Markaz across Punjab. The notice sets eligibility at ages 16 to 18 and lists motorcycles, scooters up to 125cc, and e-bikes as covered vehicle categories. The credential should not be treated as an unrestricted motorcycle licence: it is a specific permit for the listed vehicle categories and is subject to the stated application requirements and tests.
What documents and tests are required?
According to the PITB notice, applicants must provide one of the listed identity documents, submit written consent from a parent or legal guardian, and pass both required tests.

The notice does not provide a detailed application checklist or specify whether applicants must book a test in advance. Contact the e-Khidmat Markaz you plan to visit to confirm its appointment and document-handling process.

Apply through an e-Khidmat Markaz in Punjab. PITB’s September 2026 notice describes the service as available across the province. It does not publish a separate list of participating centres or a complete step-by-step application process, so confirm service availability and the local process with your chosen centre before travelling.

How the juvenile permit differs from a regular learner permit
The juvenile permit is distinct from the ordinary motorcycle or motorcar learner-permit category. Traffic Police Punjab’s learner-permit page lists the minimum age for that regular category as 18. The later juvenile-permit service gives eligible 16- to 18-year-olds a separate route for the listed two-wheeler categories; the available notices do not say that the regular learner-permit age was changed. What fees and restrictions should applicants expect?
The PITB service notice does not state a fee. Associated Press of Pakistan (APP) reported fees of Rs1,000 for 16-year-olds and Rs500 for applicants aged 17 to 18. Dawn’s Rawalpindi report also mentioned annual fees of Rs500 and Rs1,000, but did not clearly assign each amount to an age group. Local officials have also described conditions that are not listed in the PITB service notice. Dawn quoted Rawalpindi’s Chief Traffic Officer as saying helmet use is mandatory and serious or repeated traffic violations can lead to cancellation. APP reported that Lahore’s Chief Traffic Officer said permit holders must not exceed 60 km/h. Treat these as reported local conditions, not as a complete set of province-wide terms confirmed by PITB; ask the issuing centre which conditions apply to your permit.

PITB has confirmed that the service is operational, but the reviewed official notice does not identify the statute, amendment or gazette notification establishing the permit’s terms. The earlier in-principle announcement came in December 2025, followed by reports in June 2026 that issuance had begun in Rawalpindi and Murree; PITB’s September 2026 notice later confirmed availability through e-Khidmat Markaz across Punjab.
