Punjab’s new Pak Identity app route lets both the seller and buyer complete vehicle-transfer biometrics remotely, but it does not by itself finish the transfer: NADRA says they must still visit the relevant office to finalize it. This is a digital expansion of Punjab’s biometric vehicle process, not its beginning—the Excise Department, PITB and NADRA launched biometric-based registration and transfers in 2022.
What changed in Punjab’s vehicle biometric process?
The change is an additional way to complete identity verification. On February 15, 2026, NADRA Official announced remote biometric verification through the Pak Identity app for both the seller and buyer. Its announcement says the parties then visit the relevant office to finalize the transfer. The app should therefore be understood as the biometric step, not a substitute for every remaining transfer formalitiy.
Punjab had already introduced biometric-based vehicle registration and transfers in 2022. The Punjab Information Technology Board (PITB) reported on January 12, 2022, that the Excise Department, PITB and NADRA had launched the system across Punjab, including web-based ownership transfers through e-Pay Punjab. PITB described it this way: “This system allows web-based transfer of ownership of motor vehicles through e-pay Punjab in a bid to move towards paperless environment.”
Punjab Excise had also posted that app-based biometric verification through Pak Identity was “going to start” in the last week of January 2026. That notice was prospective; NADRA’s February announcement is the clearer source for the newer route.

How do I verify biometrics for a Punjab vehicle transfer?
- Check the current process first. Confirm with Punjab Excise or NADRA that the Pak Identity route is available for your particular transaction and ask what documents and fees apply. Current eligibility, charges and document requirements are not established in the published material cited here.
- Have both parties complete the app biometric step. NADRA’s announcement describes remote verification through Pak Identity for both seller and buyer. It does not establish that every transaction or user can complete this stage remotely.
- Attend the relevant office to finalize the transfer. NADRA says the seller and buyer visit the relevant office after app verification. Confirm which office and any remaining steps with the relevant authority before attending.
Can the seller and buyer do vehicle biometrics through Pak Identity?
Yes. NADRA’s February 15, 2026 announcement describes remote biometrics through Pak Identity for both the seller and the buyer. It does not provide a complete transaction-by-transaction guide, so check with Punjab Excise or NADRA whether the app route covers your specific transfer.
Do I still need to visit the Excise office after app verification?
NADRA says the parties visit the relevant office to finalize the transfer after completing remote biometrics. The announcement does not specify whether every case goes to the same office or detail the remaining formalities. Confirm the required location and steps for your transaction rather than treating app verification as final ownership transfer.

Punjab Excise’s biometric resources page links to FAQs, process information and a NADRA e-Sahulat franchise locator, indicating an assisted option. The available information does not confirm which transaction types every center can handle or whether all centers are currently available. Contact the center or Punjab Excise before relying on it.

The Punjab Motor Vehicle Rules search result indicates that biometric impressions of all owners are verified where a vehicle has multiple owners. It also says that after an owner’s death, a legal heir applies on the basis of a succession certificate. Because a complete current guide for these cases is not available here, confirm the required process and documents with Punjab Excise before starting.

Punjab Excise’s Urdu FAQ includes fee information, but its publication date is unclear, so its amount should not be treated as current. Check charges through official Excise or e-Pay Punjab channels. The e-tagging initiative approved in March 2026 is a separate security measure, not the biometric identity-verification process.
