Its proposed upgrades are intended to improve safety, congestion and travel-time reliability by removing signalised intersections at Hale Road, Welshpool Road East and Kelvin Road and separating highway traffic from local-road movements.
Main Roads WA reports 368 crashes at those three intersections from January 2020 through December 2024, including 8 involving hospitalisation. That is a defined count for the Hale Road, Welshpool Road East and Kelvin Road intersections—not a total for all crashes on Roe and Tonkin highways, and not evidence about the cause of any particular incident.

What drivers said about peak-hour congestion
In a Main Roads WA online survey conducted from August to October 2021, 126 responses were received. Of respondents, 70% said peak-hour traffic flow on Tonkin Highway in both directions was unacceptable, and 87.5% agreed that raising the highway over existing intersections would relieve congestion. These figures describe the views of survey respondents; they are not measured journey-time impacts or representative estimates for all Perth drivers.
