A hydrogen station for heavy-duty trucks opened near the Port of Oakland on April 30, 2024, as part of the NorCAL ZERO project. The Port and project partners described it as the world’s first commercial hydrogen fueling station for trucks; the sources documenting that claim do not independently establish a global first. The project pairs the station with a planned deployment of 30 Hyundai XCIENT Class 8 fuel-cell trucks.
Where is the station, and when did it open?
The station is beside the Port of Oakland, near the East Bay Municipal Utility District. The Port reported that it opened on April 30, 2024. The NorCAL ZERO project dedication followed on May 2, so the opening date and the dedication date are not the same.
The Port identified FirstElement Fuel as the station operator. Its May 2 announcement framed the project as a clean-energy effort connected to freight operations in Northern California. Port Executive Director Danny Wan said, “The Port of Oakland is pleased to be a part of this innovative, clean energy project that puts Oakland at the forefront of addressing global climate change.” Port of Oakland announcement, May 2, 2024.
What does “world’s first” mean here?
The Port and project participants used “world’s first” to describe the commercial truck hydrogen fueling station. That wording should be understood as their claim, rather than as a chronology independently confirmed by a comprehensive global survey. The project manager, the Center for Transportation and the Environment (CTE), also described the station in those terms. Port of Oakland; CTE NorCAL ZERO project page.

- The Hydrogen fuel trolley uses zinc particles and food grade citric acid to synthesize hydrogen, and then uses the produced hydrogen and air to generate electricity to drive the trolley.
- During the experiment, please use 80℃ hot water for Combination reaction (if the water temperature is low, the amount of hydrogen and air pressure from the Combination reaction are insufficient, the fuel cell cannot be used for power generation), and then take off the plug of the vent pipe at the lower part of the fuel cell, release the gas in the rubber hose immediately, and then plug it back immediately, so that only pure hydrogen and air are in the fuel cell, so that the fuel cell can generate hydrogen air power.
How is the station connected to NorCAL ZERO?
NorCAL ZERO is a $53 million collaborative project to deploy 30 Hyundai XCIENT Class 8 hydrogen fuel-cell electric trucks in Northern California. According to the Port, the trucks are intended primarily to haul freight and cars around the Bay Area and Central Valley. The Port stated a range of more than 400 miles per hydrogen fill; that is the project’s published figure, not an independently tested range result for this article. Port of Oakland, May 2, 2024.
How much fueling capacity does it have?
Published capacity figures describe different measures and come from different sources. The Port said the station can refuel up to 200 trucks per day. CARB’s 2025 final project report records two heavy-duty and four light-duty fueling positions. These figures are not interchangeable: one is a daily capacity claim, while the other counts fueling positions. Port of Oakland; California Air Resources Board, NorCAL ZERO final report.

In 2023, FirstElement Fuel announced a planned station capacity of 18,000 kilograms of hydrogen per day and a fast-fill design capability of 80 kilograms in under 10 minutes. Those are company-announced design specifications, not measured daily throughput or independently verified customer fill times. FirstElement Fuel announcement, 2023.
Was it open to the public?
CARB’s final report says the station was commissioned in July 2024. After automation work, heavy-duty fueling opened for public use 24 hours a day, seven days a week, in August 2024. That documents public access beginning then; it does not establish whether the station is available today. California Air Resources Board, NorCAL ZERO final report.

What is the local environmental context?
CTE describes West Oakland as a historically Black and Latino community facing environmental burdens associated with heavy industry, freeways, and diesel trucks serving the Port. The sources documenting the station and project do not measure the station’s realized health or emissions effects, so the project’s intended clean-energy role should not be mistaken for proof of specific local outcomes.
