They measure overlapping but different parts of vehicle safety, so neither can be treated as a universal ranking. NHTSA’s five-star program summarizes frontal-crash, side-crash and rollover performance, while IIHS examines crashworthiness and crash avoidance and publishes annual Top Safety Pick awards. The useful comparison is the result for the exact model year, body style, equipment and, when specified, build date.
For a new or used car, read the detailed results from both organizations, check the equipment on the actual vehicle, and verify recalls and completed repairs. A five-star result or a Top Safety Pick award is evidence about particular tests and configurations—not a promise that one car is safest in every crash.

What NHTSA and IIHS ratings tell you
The National Highway Traffic Safety Administration (NHTSA) and the Insurance Institute for Highway Safety (IIHS) are independent sources with different test programs. Their results answer different questions:
Free tools Windows power users keep installed
One-click scans. No signup required.
- NHTSA: How did the vehicle perform in government New Car Assessment Program tests for frontal impact, side impact and rollover risk, and what selected crash-avoidance information is available?
- IIHS: How well does the vehicle protect occupants in several crash scenarios, and how well do its headlights and driver-assistance systems prevent or reduce crashes?
Because the tests, scoring scales and comparison groups differ, the two systems are complementary rather than interchangeable. A buyer who consults only one can miss an important weakness or a useful feature covered by the other.

Why a single “safest car” ranking is misleading
Crash outcomes depend on the vehicles involved, their size and weight, impact direction, occupant position, restraint use and the technology fitted to each car. NHTSA explicitly limits some comparisons by vehicle class and weight. IIHS presents awards within size categories. A small car with an excellent result is not automatically safer than a much heavier vehicle in every collision, and an award winner in one model year may not have the same equipment or test criteria in another.
NHTSA’s five-star program
NHTSA’s New Car Assessment Program gives one to five stars for three main areas: frontal crash, side crash and rollover resistance. It also displays an Overall Vehicle Score that combines injury-risk information from frontal and side tests with rollover-related risk.
Frontal-crash rating
The frontal result reflects injury risk in NHTSA’s frontal test configuration. It is useful when comparing vehicles that belong to the same class and are close in weight, but NHTSA says frontal ratings should not be treated as a cross-class league table.

The side result covers NHTSA’s side-impact evaluations. NHTSA allows side ratings to be compared across vehicle classes, although the result still describes the tested vehicle and conditions rather than every possible side collision.
Rollover rating
The rollover rating addresses rollover risk, including the vehicle’s resistance to rolling over in the program’s evaluations. It is a separate safety dimension from occupant protection in a frontal or side impact.
Overall Vehicle Score
The overall score is a summary of the program’s frontal, side and rollover-related information. NHTSA says frontal and Overall Vehicle Scores should be compared only between vehicles in the same class and within 250 pounds of one another. A high overall score does not cancel a separate warning or safety concern displayed on the vehicle’s ratings page.
What “not rated” means
If NHTSA does not show a result for a particular condition, that means the vehicle was not tested or a result is unavailable for that condition. It is not a hidden zero and should not be interpreted as either a good or bad performance.

What IIHS measures
IIHS divides its work into crashworthiness and crash avoidance and mitigation.
Crashworthiness
Crashworthiness asks how well the vehicle protects people once a crash occurs. IIHS’s buyer guidance points shoppers to the occupant compartment, crumple zones, side structure, roof strength and restraint systems, alongside the grades from its crash tests. The institute’s evaluations include small-overlap and moderate-overlap frontal tests and side-impact testing, with criteria that can change as the program is updated.
Crash avoidance and mitigation
This category examines technology intended to prevent a collision or reduce its severity. Depending on the vehicle and model year, the evaluation can include front crash prevention, headlights and other driver-assistance performance. Equipment may be standard on one trim and optional or unavailable on another, so read the equipment notes rather than assuming every version of a model performs identically.
Top Safety Pick and Top Safety Pick+
IIHS awards are annual summaries, not permanent model labels. The 2026 award page uses criteria involving small-overlap and moderate-overlap front crash performance, side-test results, headlights and front crash-prevention performance. The “+” award represents the stronger set of required results under that year’s rules.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsAn award can apply only to vehicles built after a stated production-date change. The award entry and the vehicle’s certification label are therefore part of the evidence. Criteria and winners change from year to year; a car that earned an award in one cycle may not qualify under the next cycle’s requirements.
NHTSA and IIHS compared
| Question | NHTSA | IIHS |
|---|---|---|
| Primary program | New Car Assessment Program | Crashworthiness and crash-avoidance evaluations |
| Main output | One-to-five-star ratings for frontal, side and rollover performance, plus an Overall Vehicle Score | Individual test grades and annual Top Safety Pick or Top Safety Pick+ awards |
| Crash protection emphasis | Frontal, side and rollover risk in its standardized tests | Occupant-compartment protection, restraints, structure and several crash configurations |
| Active-safety emphasis | Selected crash-avoidance information, with newer pedestrian and driver-assistance assessments | Crash prevention and mitigation, headlights and related equipment performance |
| How to compare | Frontal and overall: same class and within 250 pounds; side and rollover may be compared across classes | Use the same size category, model year, test criteria and equipment; check build-date limits |
| Meaning of a missing result | The condition was not tested or no result is available, not a failing score | Check the specific rating entry and scope; an award or test result may not cover every configuration |
How to compare ratings for the car you are considering
- Record the exact identity. Write down the make, model, model year, body style, trim, powertrain and vehicle identification number (VIN) if you have it. Note the build date from the certification label, usually found on the driver-door area. Ratings can be configuration-specific, and an IIHS award can be limited to vehicles built after a production change.
- Open the NHTSA entry for that exact vehicle. Review the frontal, side, rollover and Overall Vehicle Score separately. Do not substitute a result from another year, body style or closely named variant.
- Apply NHTSA’s comparison rule. If you are comparing frontal or overall results, keep the vehicles in the same class and within 250 pounds. You may compare side and rollover ratings across classes, but still inspect the individual test information and any warning shown on the page.
- Read the IIHS test grades, not just the badge. Confirm the small-overlap, moderate-overlap, side, headlight and front-crash-prevention results that apply to the vehicle. Check which safety equipment is standard and which is limited to a package or trim.
- Verify the award’s year and production scope. A 2026 Top Safety Pick entry is judged under 2026 criteria. If it says “vehicles built after” a particular date, compare that date with the car’s certification label.
- Check pedestrian and driver-assistance coverage. Look for NHTSA’s available information on pedestrian automatic emergency braking, lane keeping assist, blind spot warning and blind spot intervention, as well as the IIHS crash-prevention results. Treat “pending” or “not submitted” as unavailable evidence, not as a pass.
- Finish with recalls and equipment. Use the VIN to check open recalls, and confirm that required repairs were completed. Compare the actual car’s airbags, seat belts, automatic emergency braking, lane support and blind-spot equipment with the configuration described in the rating.
Understanding NHTSA’s newer crash-avoidance information
In November 2024, NHTSA updated its program to add pedestrian automatic emergency braking, lane keeping assist, blind spot warning and blind spot intervention, while strengthening procedures for some existing technologies. These additions make the safety page more useful for shoppers who care about avoiding a crash, not only surviving one.
NHTSA released its first pedestrian-protection assessment results for model-year 2027 vehicles in September 2026. The initial group covered 102 vehicle models from 10 manufacturers. Individual entries can show pass, fail, pending or not submitted. The figure is an initial cohort, not a count of every vehicle on sale, and a missing or pending entry does not establish performance either way.

When comparing a driver-assistance feature, ask three practical questions:
- Is the feature standard on the exact trim, or does it require an option package?
- Does the rating describe the technology’s performance, or merely its presence?
- Is the result for the same model year and build period as the vehicle you can buy?
How vehicle size and weight change the decision
Safety ratings describe test performance; they do not erase the physics of a collision. IIHS advises buyers to consider size and weight along with crashworthy design and crash-avoidance equipment. NHTSA’s 250-pound and same-class rule for frontal and Overall Vehicle Scores is a practical reminder that unlike vehicles should not be ranked by a single number.
Comparing two similar vehicles
If two cars are in the same class and close in weight, NHTSA’s frontal and overall results can provide a meaningful first comparison. Use the detailed IIHS grades to separate their occupant-protection and crash-avoidance performance, then check which equipment is standard.
Comparing a small car with a larger vehicle
Do not declare a winner from the overall or frontal stars alone. Consider each vehicle’s own test results, the size and weight difference, the quality of its occupant compartment and restraints, and the availability of systems that can prevent a crash. For side and rollover ratings, NHTSA permits cross-class comparisons, but those ratings still do not answer every crash scenario.
New-car shopping: a practical decision framework
Use the following order when two or more cars appear to meet your needs:
1. Eliminate missing fundamentals
Set aside a vehicle if the exact configuration lacks a result you need to evaluate, carries a safety-concern warning you cannot accept, or does not include the crash-avoidance equipment you require. “Not rated” is a reason to seek more information, not proof of poor performance.
2. Compare occupant protection
Read NHTSA’s frontal, side and rollover results and IIHS’s crashworthiness grades. Pay attention to the structure and restraints discussed in the IIHS buyer information rather than treating a summary badge as the whole evaluation.

3. Compare prevention technology
Check front crash prevention, pedestrian automatic emergency braking where reported, lane keeping assist, blind-spot systems and headlights. Confirm that the hardware is installed on the trim you can purchase.
4. Check applicability
Match model year, body style, powertrain and build date. A result for a sedan does not automatically apply to a hatchback, crossover or performance variant with different structure or equipment.

Pick the symptom - the matching free tool is one click away.
5. Consider your use without overclaiming
Frequent highway driving may make effective lane support and blind-spot technology especially relevant; frequent urban walking and cycling exposure may increase the value of pedestrian detection. These are decision priorities, not guarantees about how a system will behave in every road or weather condition.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Used-car buyers need an extra verification step
Used vehicles can have midyear changes, missing equipment, unrepaired recalls or parts replaced after a crash. Before relying on a rating:
- Match the VIN and build date to the rating’s model and production scope.
- Inspect the car for the safety equipment listed in the test or award entry.
- Check NHTSA’s recall information and confirm that every necessary repair is complete.
- Ask whether airbags, seat belts, sensors, cameras or headlights were replaced after a collision.
- Do not assume a used car still has a feature that was optional when new.
IIHS specifically directs used-car shoppers to NHTSA’s recall site. A strong historical test result cannot compensate for an open safety recall or damaged restraint system.
Common mistakes that produce bad comparisons
Choosing the highest star count across unrelated classes
NHTSA’s frontal and Overall Vehicle Scores are not intended for unrestricted cross-class ranking. Keep the same-class and 250-pound limits in view.
Treating Top Safety Pick as a lifetime certification
IIHS awards are annual. Criteria, winners and required technologies change, and a production-date restriction can exclude an otherwise similar vehicle.

Assuming every trim shares the tested equipment
Crash-prevention systems, headlights and other features may vary by trim or package. Verify the actual window sticker or equipment list.
Reading “not rated” as “failed”
An unavailable result tells you that the condition was not tested or no result is posted. It does not supply a negative score.
Ignoring warnings because the summary score is high
Review the detailed NHTSA page for separate safety-concern notices. A favorable overall summary does not erase a specific warning.
Relying on old results for a current vehicle
Model-year changes can alter structure, restraints, sensors or headlights. Always select the current model year and configuration before comparing.
Which rating should matter most?
Neither system deserves sole priority. Give each the question it is designed to answer:
| If your question is… | Start with… | Then verify… |
|---|---|---|
| How did this vehicle perform in standardized frontal, side and rollover tests? | NHTSA stars and detailed test information | Class, weight, model year and any warnings |
| How well does the occupant compartment protect people in several crash configurations? | IIHS crashworthiness grades | Structure, restraints, size category and exact build scope |
| Can the vehicle help prevent or reduce a crash? | IIHS crash-avoidance results and NHTSA’s available technology assessments | Standard equipment, trim, software and result status |
| Is this used car safe to buy today? | Both organizations’ results for the exact vehicle | VIN recalls, completed repairs, accident damage and equipment |
| Which of two similarly sized cars is the stronger choice? | Both systems side by side | Like-for-like configuration, build date and current criteria |
Bottom line for shoppers
Start with both rating systems, then narrow the comparison to vehicles tested in the same year and configuration. Use NHTSA’s five-star results for frontal, side and rollover information while respecting its class-and-weight limits. Use IIHS crashworthiness and crash-avoidance grades, and treat Top Safety Pick labels as year-specific awards with possible build-date restrictions. Finally, inspect the equipment on the actual car and check recalls—especially for a used vehicle. That process produces a defensible choice; relying on one badge or one star number does not.
