News reports in 2025 said the National Highway Traffic Safety Administration (NHTSA) cut staff, including employees focused on automated-vehicle safety. The precise workforce impact has not been confirmed in an official staffing record available here, and there is no established measure showing that the cuts changed crash outcomes or caused a particular NHTSA decision.
What was reported about NHTSA’s staffing cuts
In February 2025, the Associated Press reported that NHTSA positions were being eliminated through a combination of firings, buyouts and layoffs. AP quoted the agency describing the reductions as “modest efficiencies.” NHTSA also said it had “retained positions critical to the mission of saving lives, preventing injuries, and reducing economic costs due to road traffic crashes,” and that it was considerably larger than four years earlier. In April 2025, TechCrunch summarized Financial Times reporting that about 30 NHTSA workers had been let go overall and that vehicle-automation safety employees were disproportionately affected. The article said the office was formed in 2023 and included probationary employees. An unnamed dismissed worker told the Financial Times that the cuts would “certainly weaken NHTSA’s ability to understand self-driving technologies.” The overall count, the distribution of cuts, and the quoted assessment are reported claims; the official sources cited here do not independently confirm them. A Washington Post search-result excerpt said DOGE eliminated three of roughly seven employees in a newer autonomous-vehicle safety office. Because the article itself could not be accessed, that specific figure is weaker evidence than the accessible reporting and should be treated as an attributed excerpt, not a verified agency count. What is—and is not—established about the impact
The available accounts support saying that NHTSA staff cuts were reported and that automation-safety staff were reportedly affected disproportionately. They do not establish a definitive list of dismissed employees, an official total for the cuts, or a quantified change in the agency’s ability to investigate defects, enforce requirements, or prevent crashes. Nor do they show that any specific investigation or reporting order ended because of the staffing changes.
AP noted that NHTSA had investigations involving Tesla’s partially automated vehicles and crash-reporting requirements for companies using self-driving technology. That context does not establish that the cuts caused a particular Tesla-related action or altered any investigation’s outcome. No safety-impact statistic should be inferred from the reported personnel reductions alone.

What NHTSA’s crash-reporting order covers
NHTSA’s Standing General Order (SGO) is an official mechanism requiring named entities to report certain crashes involving automated driving systems (ADS) and Level 2 advanced driver-assistance systems (ADAS). The agency says it uses the information to evaluate whether manufacturers are meeting their legal obligations to keep vehicles and equipment free of defects that pose unreasonable safety risks. ADS and Level 2 ADAS are not the same
- Automated driving systems (ADS): NHTSA generally uses this term for SAE Levels 3 through 5. Within a defined operational design domain, an ADS is designed to perform the entire dynamic driving task on a sustained basis without driver involvement.
- Level 2 ADAS: These systems can provide both steering and speed inputs, but the human driver must remain fully engaged in driving. Calling a Level 2 system “self-driving” without qualification can mislead drivers about their responsibilities.

When a crash must be reported
Under NHTSA’s current webpage description, a named entity must report a qualifying crash if ADS or Level 2 ADAS was active at any time within 30 seconds before the crash. For Level 2 ADAS, reportable outcomes include a vulnerable road user being struck, a fatality, airbag deployment, or transport to a hospital. ADS criteria also include specified property-damage outcomes, such as a vehicle being towed away. NHTSA says the 2025 amendment to the order took effect June 16, 2025. Later agency activity provides context, but it does not prove whether the reported staffing reductions helped or hindered oversight. On September 4, 2025, NHTSA announced three planned rulemakings to modernize Federal Motor Vehicle Safety Standards for ADS vehicles without manual controls. The announcement described intended rulemaking, not finalized rules. NHTSA Chief Counsel Peter Simshauser said existing standards “were written for vehicles with human drivers and need to be updated for autonomous vehicles.” NHTSA’s September 2025 announcement

In its March 2026 report to Congress, NHTSA said it had expanded its Automated Vehicle Exemption Program to domestic manufacturers in August 2025 and issued its first such exemption to Zoox. The report also describes a public safety-research meeting held November 20–21, 2025, covering ADS human factors, simulation-model verification and validation, augmented-reality testing, and AI training and validation methods.
