Nevada’s Assembly Bill 184 created a voucher program that can reduce the purchase price of qualifying medium- and heavy-duty electric trucks and buses. The law was enacted in 2023, and its implementing regulation was approved in 2024—not newly introduced in 2026. The statutory base vouchers range from $20,000 to $175,000 by vehicle weight class, but a buyer’s actual reduction depends on eligibility, available program funding and the vehicle’s incremental cost.
What Nevada’s law does
Assembly Bill 184, enacted as Chapter 245 of the 2023 Statutes and approved June 9, 2023, established Nevada’s Clean Trucks and Buses Incentive Program. The program uses vouchers for qualifying vehicle sales. Nevada’s State Environmental Commission approved implementing regulation R144-24 on November 19, 2024, and the Legislative Commission approved it on December 19, 2024. Who and what can qualify
Eligible buyers
The statute describes eligible recipients as entities domiciled in Nevada that own or operate diesel- or gasoline-powered medium- or heavy-duty vehicles or a fleet. The program is therefore aimed at qualifying existing fleet owners and operators, not every individual buying an electric vehicle.
Eligible vehicles and sellers
A “clean truck or bus” under the statute is a medium- or heavy-duty vehicle powered by electricity stored in a battery or produced by a hydrogen fuel cell, with zero exhaust emissions. The law’s seller categories include original equipment manufacturers, upfit manufacturers and qualifying dealerships that have an agreement to sell eligible vehicles using program incentives. These categories do not establish that any particular seller or model is currently approved.

Statutory base voucher amounts by weight class
AB 184 sets the following base incentive schedule by EPA gross vehicle weight rating (GVWR) class. These are statutory base amounts, not guaranteed savings or confirmation of a current award.

The amounts are from the Nevada Legislature’s 2023 statute. Statutory increases may be available for qualifying entities when supported under federal law and guidance; buyers should confirm the applicable rules rather than assume an increase.

How the voucher lowers the purchase price
The state issues vouchers to approved contractors for qualifying sales. The contractor must apply the full voucher value as a reduction in the vehicle’s price and may not add a fee for the sale or voucher processing. As AB 184, Chapter 245, Section 21 puts it: “The approved contractor must reduce the price of the clean truck or bus by the full amount of the voucher issued to the approved contractor and must not charge any additional fees for selling the clean truck or bus, including, without limitation, any fees associated with processing the voucher.”
The base schedule does not guarantee that the entire listed amount will be available for every purchase. The voucher is subject to program funding, vehicle and recipient eligibility, applicable federal requirements and the incremental price difference between the clean vehicle and a comparable diesel- or gasoline-powered vehicle. If that incremental cost is less than the otherwise applicable incentive, the voucher is reduced to the incremental cost. In practical terms, the class amount is a ceiling only in the context of these program conditions, not a promise that every buyer will receive that sum.

How applications, vouchers and redemption work
- Apply through the program process. The codified statute provides for application review cycles beginning January 1, March 1, June 1 and September 1, subject to available money in the Clean Trucks and Buses account. NAC 445B.3705 adds application review periods and preserves any recipient cost share required by federal law. Check NDEP for current instructions and funding status before proceeding.
- Receive an approved voucher. An approved contractor generally receives a voucher valid for one year and may request one additional year.
- Complete the sale and operation. The contractor redeems the voucher after providing proof that the vehicle was purchased, delivered and placed into operation.
Is funding available, and which dealers or models participate?
The cited official information does not establish a current funding balance, an open application window, a current approved-contractor roster or an inventory of eligible models. Check the NDEP Clean Trucks and Buses Incentive Program page for live status and program directions. Do not treat the statutory schedule or the seller categories in the law as proof that a voucher, dealer or specific vehicle is presently available.
What buyers should compare before choosing a vehicle
For a realistic estimate, first confirm the vehicle’s documented GVWR class and whether its battery-electric or hydrogen fuel-cell powertrain meets the statutory zero-exhaust definition. Then compare its price with a comparable diesel or gasoline vehicle to establish the incremental cost that can limit the voucher. Finally, verify the buyer’s eligibility, funding, federal requirements and participating contractor status with NDEP. The program sources cited here do not establish model-specific range, payload, charging time or lifetime-cost comparisons.
