The category you need is determined by the licensing authority where your licence will be issued, not by engine size alone. Start with your country, then compare the motorcycle’s official power, displacement, power-to-weight ratio and vehicle type with that authority’s limits. The EU’s AM, A1, A2 and A framework is a useful reference, while the UK uses the same letters with different minimum ages and progression rules.
Why the country comes first
Motorcycle licence categories are legal classifications, not a worldwide standard. Two countries can use the same letter while setting different minimum ages, training routes or access conditions. Even within the European Union, national implementation can add requirements or vary ages around the common category framework.

In the EU, you normally apply in the country of your usual residence. The European Commission describes this as usually the country where you live for at least 185 days in a calendar year, subject to specific exceptions. A licence issued elsewhere may therefore be the wrong route if you do not meet that residence test.

Before booking a test or buying a motorcycle, identify the issuing jurisdiction and read its current licensing authority guidance. The category table below explains the EU framework; the UK example is separate because its age thresholds differ.

EU motorcycle categories at a glance
The EU framework distinguishes categories by vehicle type, maximum power, power-to-weight ratio and, for some classes, engine capacity. These are limits on the motorcycle as officially approved. A bike that has been modified or derestricted can fall outside the category shown on its paperwork.

What each category allows
AM: mopeds and light quadricycles
AM is the entry category for qualifying mopeds and light quadricycles. For mopeds, the commonly cited EU design-speed ceiling is 45 km/h. That is a design specification, not simply the speed you choose to ride, and the vehicle must also meet the directive’s other power and construction conditions.
Because AM rules can be set differently by each country, confirm the exact vehicle definition, minimum age, theory requirement and practical assessment with the authority that will issue your licence.

A1: light motorcycles up to 125 cc
A1 is often described as the “125 cc” category, but 125 cc is only one of three motorcycle limits. The motorcycle must be no more than 125 cubic centimetres, no more than 11 kW and no more than 0.1 kW per kilogram. Exceeding any one of those limits can make the motorcycle ineligible for A1.

A1 also covers powered tricycles up to 15 kW. A three-wheeled vehicle is therefore assessed under its own power limit rather than the 125 cc motorcycle rule.
A2: restricted mid-power motorcycles
A2 permits motorcycles up to 35 kW and up to 0.2 kW/kg. There is an additional source-vehicle rule: the restricted motorcycle cannot be derived from a model that originally produced more than twice the restricted power. A motorcycle limited to 35 kW must therefore not have come from a vehicle rated above 70 kW.
That rule matters when a manufacturer offers an A2-compliant version of a more powerful model. Check the approved base-model power, not only the figure shown after a restriction kit is fitted. Keep the manufacturer’s certificate, registration data and any approved restriction documentation in case the authority or insurer needs proof.
A: unrestricted motorcycles
Category A covers motorcycles outside the A1 and A2 boundaries. It also covers powered tricycles above 15 kW. A category A licence is the route for motorcycles whose official specifications exceed A2 limits, provided the rider satisfies the local age, training and test rules.

EU ages, direct access and progressive access
EU summaries generally show AM and A1 from age 16 and A2 from 18. Category A is commonly available either after at least two years of A2 experience from age 20, or through direct access at a higher minimum age, usually 24. These are general framework figures, not a guarantee that every member state uses exactly those ages or the same transition process.
Some countries require a new theory test, practical test, minimum training hours or other evidence when you move from one category to another. The EU requires applicants to pass theory and practical tests, but it does not impose one uniform system for training schools or instructors. Your national authority decides how lessons, supervised riding, examinations and exemptions operate.
The UK example: same letters, different ages
The UK illustrates why you must not copy an EU age table into another country’s application. GOV.UK lists the following routes:

The UK’s A2 and A limits mirror the key power and progression concepts, but the ages do not match the usual EU summary. Always use the current UK licensing route for the date of your application.

How to identify the right category for your motorcycle
- Identify the issuing jurisdiction. Confirm the country where the licence will be issued and whether you meet its residence requirement. In the EU, the usual-residence test is generally 185 days in a calendar year, with exceptions.
- Collect the motorcycle’s official specifications. Record engine capacity in cc, maximum continuous or rated power in kW, mass used for the authority’s power-to-weight calculation, vehicle type and any approved restriction. Use the registration document, manufacturer specification sheet or type-approval record rather than an online listing.
- Compare every applicable limit. For A1, check all three motorcycle limits: 125 cc, 11 kW and 0.1 kW/kg. For A2, check both 35 kW and 0.2 kW/kg plus the source-vehicle restriction. Do not assume that meeting the displacement limit automatically qualifies.
- Check your personal route. Compare your age, existing category, length of time held and any required previous experience with the local direct-access or progressive-access rules.
- Confirm tests and training. Ask the licensing authority which theory test, practical test, compulsory instruction, provisional entitlement and motorcycle equipment rules apply. Training providers and instructor requirements are not uniform across the EU.
- Verify modifications. If the bike has a throttle stop, electronic restriction or later derestriction, confirm that the change is approved and recorded. Riding a motorcycle whose current official output exceeds your category can invalidate the entitlement even if it was originally sold as an A2 version.
Worked examples
A motorcycle labelled “125 cc”
In an EU-style system, a 125 cc motorcycle is A1-eligible only if its power is no more than 11 kW and its power-to-weight ratio is no more than 0.1 kW/kg. If the same motorcycle produces 12 kW, the 125 cc label does not make it A1. Check the local category that covers its actual approved power.
A 35 kW restricted motorcycle
A motorcycle restricted to 35 kW can fit A2 only when it also remains within 0.2 kW/kg and was not derived from a model producing more than twice that power. A restriction kit alone is not enough if the base model exceeded the source-power limit.
A powerful three-wheeler
Powered tricycles are treated separately from two-wheeled motorcycles. Up to 15 kW is associated with A1 in the EU framework; above 15 kW falls into category A. Do not apply the 125 cc motorcycle test to a powered tricycle.
Common mistakes and how to avoid them
- Using displacement as the only test: cc does not capture power or power-to-weight limits. Read the complete specification.
- Assuming letters mean the same thing everywhere: A1, A2 and A may share names while ages and progression routes differ. State the country before relying on a category table.
- Ignoring the original model’s power: An A2 restriction does not legalise a motorcycle derived from a vehicle exceeding twice the restricted power.
- Confusing design speed with riding speed: AM’s 45 km/h figure concerns the moped’s maximum design speed, not a rider’s chosen speed on a particular journey.
- Relying on an old licence or foreign assumption: A previous entitlement, residence move or imported motorcycle can trigger different recognition rules. Ask the issuing authority before riding.
- Leaving the restriction undocumented: Keep approval and registration evidence. If the paperwork still shows unrestricted power, resolve the discrepancy before testing or riding.
Tests, training and paperwork
Applicants in the EU framework generally need theory and practical tests. The directive does not create one EU-wide curriculum, lesson count or instructor-qualification system, so the practical process can look different from one country to another.

Prepare the documents your authority requests, which may include identity and residence evidence, an existing licence, medical or eyesight information, a motorcycle registration record and proof of an approved restriction. Use the authority’s current forms and category names; a training school’s informal description is not a legal entitlement.
When a new EU driving-licence directive is discussed, remember that directive text is not automatically the operative domestic rule on the day it is published. Check the national implementation and effective date before relying on a proposed change.
A practical decision checklist
- Country and licensing authority identified.
- Usual-residence or other eligibility condition confirmed.
- Motorcycle type identified: moped, motorcycle, quadricycle or powered tricycle.
- Official cc, kW, mass and power-to-weight figures recorded.
- A1, A2 or source-vehicle restriction checked where relevant.
- Age, existing category and required experience checked.
- Theory, practical, training and equipment requirements confirmed.
- Restriction, derestriction and registration documents consistent.
If any item is uncertain, pause the application and ask the licensing authority for a written category determination. That is safer than relying on a seller’s “125”, “A2-ready” or “full-power” description.
