Western Australia said covert automatic number plate recognition (ANPR) cameras were operating in the Mandurah and Dawesville electorates in August 2023. Police described them as a way to scan registration plates and alert officers to vehicles of interest—not as a guarantee that every hooning incident would be detected. The available information does not establish the cameras’ current locations, how many remain in operation, or whether they reduced offending.
What the Mandurah and Dawesville cameras do
ANPR systems read vehicle registration plates. In its 22 August 2023 announcement, the Western Australian Government said the cameras could alert the State Operations Command Centre to vehicles involved in crime. Examples it gave included vehicles linked to burglaries, disqualified or unlicensed drivers, and unregistered or stolen vehicles. The system provides information to police; officers and police units handle any response.
The government said Mandurah Detectives managed the covert cameras. It also said the Rapid High Harm Offender Response Team and the local Traffic Enforcement Group regularly used them to monitor hoon hotspots and other areas associated with antisocial behaviour or criminal activity. These descriptions are the government’s account of the equipment and its use. Read the WA Government announcement.
What was announced, and what the figures show
The rollout was announced in August 2023, rather than as a new 2026 deployment. The government said a $200,000 election commitment funded covert and ANPR equipment for the Mandurah Police District. It also reported these enforcement activity figures:

| Reported figure | What it refers to |
|---|---|
| 174,585 vehicles monitored | Vehicles monitored in the Dawesville and Mandurah region over a two-week period when ANPR cameras were used with speed-detection equipment. |
| 2,079 vehicles above the legal speed limit | Recorded during that same two-week period. |
| Five drivers charged with hooning offences | Charges reported during a separate week-long covert camera operation in the same month. |
These are counts reported by the government, not an independent evaluation. They do not show that the cameras caused a reduction in hooning or establish the outcome of any particular enforcement action. The government announcement quoted Police Minister Paul Papalia describing the equipment as helping police target hoons and other criminals, and Mandurah MLA David Templeman saying hooning was being dealt with; those are attributed statements, not measured findings.
Are the cameras still operating, and where are they?
The August 2023 announcement said the cameras were operating at that time. The available sources do not give a current operating count or camera map, and do not establish that any named road is presently covered. For current deployment information, contact WA Police Force.

Household CCTV is different from police ANPR
Residents with eligible public-facing home CCTV cameras can register them with Cam-Map WA, which lets police know where cameras are located. The City says police may contact an owner after a nearby incident; the owner decides whether to review and share relevant footage, and police cannot access the live feed. Household CCTV registration is not police-grade ANPR and does not give police automatic access to a home camera.
The City’s Home security and safety page also lists its Safety Incentive Rebate Scheme. It states that FY26/27 applications are open until funding is exhausted and lists a security rebate of up to $250 per residence, alongside separate Cam-Map WA and Safe & Found WA rebate streams. Funding, eligibility and application status can change, so check the City’s page before applying.
