Those figures come from its October 5, 2026 report; the underlying permit filings are not cited here.
The report also puts the broader site at roughly 20,000 acres. Its additional estimates of NIS 350 million in revenue and NIS 300 million in annual EBITDA are likewise claims by Construction Review Online, not independently corroborated project figures.
What is the capacity of Mammoth Solar Phase 2?
There is no single capacity figure that can be reconciled across the available announcements. The 2026 report calls the two newly permitted projects 1,100 MW, while earlier Doral and Bechtel descriptions identify three projects totaling 900 MW, using both MW and MWac. MW and MWac are retained as each source published them. The cited announcements do not supply enough information to convert or reconcile the 2026 report’s 1,100 MW figure with the earlier 900 MW or 1.3 GW descriptions.
How did the project’s reported scope develop?
- November 3, 2022: The Indiana Economic Development Corporation described Mammoth South as the second phase of a three-phase, 13,000-acre project in northwest Indiana. It said South covered 3,500 acres in Pulaski County.
- September 3, 2024: Doral said Mammoth North, a 400 MW project in Starke County, had completed construction in July 2024. It described the remaining work as three 300 MW projects, 900 MW combined, in Pulaski County, and announced financing and EPC agreements with Bechtel.
- May 16–19, 2025: Bechtel reported that Doral had issued full notice to proceed for Mammoth South, Central I, and Central II, describing the construction scope as 900 MWac. Doral called the three phases 300 MWac apiece and described the overall facility as 1.3 GW.
- October 5, 2026: Construction Review Online reported the two-project, 1,100 MW permit action and a 2029 completion target. This description does not establish how the reported projects relate to the earlier three-phase scope.
Where is Mammoth Solar located?
Mammoth Solar is in northwest Indiana, across Starke and Pulaski counties, according to the Indiana Economic Development Corporation. The agency placed Mammoth South in Pulaski County; Doral’s project page also locates Mammoth Central there. Doral’s 2024 announcement placed Mammoth North in Starke County.

Doral Renewables is the developer. Doral said it entered EPC agreements with Bechtel for the remaining phases in 2024; Bechtel later described its engineering and construction scope and said it had received full notice to proceed. The 2026 permit report attributes the new permits to Doral, but the cited information does not independently verify the approvals or whether the project scope has changed since the 2025 announcements.
