Hindustan Times reported on 2 October 2026 that the policy covers 2026–32 and was notified after approval by the Council of Ministers chaired by Chief Minister Omar Abdullah. The reported plans also include 900 public charging sites and measures aimed at EV use in snow and sub-zero conditions. The full 2026 notification was not available for independent verification, so detailed provisions below should be read as reported policy measures, not confirmed legal entitlements.
What the policy says it will deliver
The reported six-year roadmap is intended to accelerate EV adoption, expand charging access and build an ecosystem across all 20 districts of the Union Territory. Its headline goal is 1.40 lakh EVs by 2032. That is a policy target, not a reported count of vehicles already on the road or a measured forecast of emissions reductions.
Hindustan Times attributes the target and measures below to the policy announcement. The figures have not been independently checked against the gazetted 2026 policy text.
How charging access is meant to expand
The report describes a plan for 900 public charging sites, including 140 fast-charging hubs, across urban grids and highway corridors. It does not establish which locations have been selected, whether sites have been tendered, or how many are operating. The figures therefore describe planned infrastructure rather than current public charging capacity.

The Ministry of Power’s 2024 charging-infrastructure guidelines provide national context on charging infrastructure, including connectivity and interoperability. They do not confirm the Jammu and Kashmir targets or their implementation.
Measures reported for buildings and winter use
EV-ready parking
Hindustan Times reports that building bye-laws would require 20% of parking capacity to be EV-ready. The report does not specify the covered building types, technical meaning of “EV-ready,” compliance dates or enforcement arrangements.

Winter-performance validation
The policy is also reported to include a specialised winter validation protocol for EV operation in snow and sub-zero temperatures. No test procedure, responsible testing body, vehicle categories or start date is specified in the report. This provision does not show that any particular EV model has passed a J&K winter test.
Reported incentives—and what buyers should verify
The reported package combines interest support, scrappage-linked incentives and limited early-adopter top-ups. The full notification was not available to confirm eligibility rules, application steps, funding availability, effective dates or whether these incentives can be combined with national schemes.

These are figures reported for the policy, not independently verified entitlements. Buyers should check the published 2026 notification and any official implementation instructions before making a purchase on the assumption that a subsidy will be paid.

The report also lists power-grid integration, public-private partnerships, skills development and employment generation among the policy’s supporting measures. It does not name implementation partners or establish tenders, awards, site commissioning, district-level rollout, vehicle uptake or employment outcomes.

To judge progress against the announcement, the most useful measures will be EV registrations compared with the 1.40 lakh target; charging sites and fast hubs commissioned compared with the 900 and 140 planned; distribution across districts and highway corridors; actual incentive uptake by category; and publication and application of the winter-validation protocol.
A J&K Official Gazette document dated 24 December 2021 is an earlier EV-policy document, not the 2026 notification. It should not be used to confirm the new policy’s reported provisions.
