Western Australia looks relatively efficient on one clear measure: the minimum supervised driving hours required of many learner drivers. Under the Australian Government Office of Road Safety’s October 2025 comparison, WA’s 50-hour requirement is lower than the listed thresholds in most other states. That does not establish that WA is the cheapest or fastest place to get a licence overall: lesson prices, comparable total fees and test-booking waits are not available on a like-for-like national basis.
What “most efficient” means for learner drivers
Efficiency can mean fewer mandatory practice hours, a shorter minimum learner-permit period, fewer or cheaper tests, lower lesson costs, or faster access to a test appointment. Those measures do not necessarily point to the same state. A lower required-hour threshold is not proof that a learner needs fewer lessons, will pass sooner, or will spend less in total.
The Office of Road Safety describes its October 2025 state and territory comparison as a guide, not the law. Rules vary by age and jurisdiction, so confirm current requirements with the relevant transport authority before planning a licence pathway.
How many supervised hours do learners need in WA?
Under 25
Learners under 25 who are subject to WA’s logbook rule must record at least 50 supervised driving hours, including five at night. WA accepts its paper logbook or the digital Learn&Log option. The Department of Transport and Major Infrastructure stresses that 50 hours is a minimum and recommends gaining more experience across different road, traffic and weather conditions. Age 25 or older
Applicants aged 25 or older applying for a first C-class licence are exempt from the logbook-hour requirement. This is an age-based exception, not a general rule that applies to every learner. Road Safety Commission novice-driver guidance
How WA’s learner-to-provisional pathway works
- Apply for a learner permit: The permit is available from age 16. Applicants apply in person, provide identity documents, complete an eyesight test and pass the Computerised Theory Test (CTT). The learner permit lasts three years. The application fee includes one Practical Driving Assessment (PDA). WA learner permit requirements and fees
- Practise under supervision: Drive with an eligible supervising driver and, if the logbook requirement applies, record the required hours in a paper logbook or Learn&Log.
- Pass the Hazard Perception Test: The HPT must be passed before taking the PDA. WA Practical Driving Assessment requirements
- Take the PDA: Applicants generally must be at least 17, have held the learner permit for at least six months, have passed the HPT and have completed the applicable logbook hours. The PDA assesses whether the applicant can drive safely and is ready to drive unsupervised on a provisional licence. WA Practical Driving Assessment requirements
Passing the PDA leads to the provisional-licence stage. The six-month minimum learner-permit period is only one part of elapsed time: readiness, test sequencing and appointment availability also affect how long an individual takes.

How WA’s required hours compare with other jurisdictions
The Office of Road Safety’s guide, current as at October 2025, lists the following minimum logged hours. The age conditions are part of the comparison: the figures are not universal requirements for every learner in each jurisdiction.

The same guide lists required night-driving hours of 20 in NSW and Victoria, 15 in South Australia and Tasmania, 10 in Queensland and the ACT for learners under 25, and five in WA and the ACT for learners over 25. WA’s five night hours apply within the 50-hour minimum for learners subject to its logbook rule. Is WA faster or cheaper overall?
Time to a licence
The October 2025 comparison lists a six-month minimum learner-permit tenure in WA for learners under 25. It lists 12 months in NSW, Queensland, South Australia, Tasmania and the ACT for under-25 learners; Victoria’s minimum varies by age. These are minimum holding periods, not forecasts of how quickly a learner can qualify. Practice, test sequencing and local appointment access affect the actual timeline, and matched test-wait data across Australia is not established here.
Total cost
WA has published charges for key tests and the permit application, but those fees alone cannot show which state is cheapest. A fair national total would need comparable current government fees, instructor prices, vehicle and fuel costs, and resit assumptions for every jurisdiction. Those matched figures are not available here, so a national cheapest-state ranking is not supported.

Do driving lessons count toward logbook hours in WA?
WA’s guidance establishes a supervised-driving-hour requirement and points learners to the paper logbook or Learn&Log; it does not establish a lesson-hour multiplier. Do not assume that a paid lesson earns extra logbook credit in WA. Rules differ elsewhere: for example, NSW guidance says eligible professional instructor lessons can count for bonus hours under NSW rules, which should not be transferred to WA.
