No—not as a matter of enacted law. The EU still has a 2035 target requiring a 100% reduction in fleet-average CO2 emissions from newly registered cars and vans. The European Commission has proposed changing that target, but its policy page describes the change as a proposal, not a replacement rule. The measure concerns new vehicles placed on the market; it does not ban owning or driving a petrol or diesel car you already have.
What is the EU’s 2035 rule today?
Regulation (EU) 2019/631, as revised by Regulation (EU) 2023/851, sets fleet-wide CO2-performance standards for new passenger cars and vans. The European Commission’s Cars and vans policy page lists the 2035 target as 0 g CO2/km for both vehicle categories—a 100% reduction target from the regulatory baseline. The Council of the European Union summarized the adopted measure in 2023 as “100% CO2 emission reductions for both new cars and vans from 2035” in its 28 March 2023 release.
These are fleet-average standards for manufacturers’ new-vehicle registrations, not a rule that makes every new car’s individual emissions literally zero in every circumstance. Nor do they prohibit keeping, driving, or selling a used combustion-engine car. The legal question is how new-vehicle emissions are regulated, not whether existing cars may remain on the road.
Targets before 2035
The Commission lists these fleet-wide target levels:

These are the target levels shown on the Commission’s current policy page; they are not a list of individual models’ permitted emissions.
What has the Commission proposed instead?
The Commission’s proposed revision would replace the 2035 100% reduction target with a 90% reduction in tailpipe emissions. Under the proposal, the remaining 10% would be compensated through specified mechanisms using low-carbon steel made in the EU, e-fuels, or biofuels. The Commission says this framework would allow plug-in hybrids, range extenders, mild hybrids, and internal-combustion vehicles to continue playing a role after 2035 alongside electric and hydrogen vehicles. Those vehicles would be accommodated under the proposal’s compensation design; this is not the same as an unconditional exemption in current law.

The Commission also describes proposed measures that would:
- Give “super credits” to small, affordable electric cars made in the EU before 2035.
- Allow “banking and borrowing” flexibility for manufacturers’ 2030–2032 compliance.
- Reduce the proposed 2030 van target from a 50% to a 40% emissions reduction.
The Commission’s Cars and vans page presents these as parts of the proposed package. They should not be treated as requirements already in force.

Why the 2025–2027 flexibility is not a repeal
A separate amendment adopted in June 2025 lets manufacturers’ compliance with the targets for 2025–2027 be assessed across the three years together, rather than separately in each year. That changes the compliance period for those years; it does not remove or amend the 2035 target. The Commission describes the change on its policy page, and the adopted measure is recorded by the European Parliament’s legislative tracker.
What does this mean if you want to buy or keep a petrol car?
If you already own a combustion-engine car
The 2035 new-vehicle standards do not require you to scrap it or stop driving it. They regulate emissions from newly registered cars and vans, rather than use of the existing fleet.

If you plan to buy a new petrol or diesel car around 2035
Under the current target, the EU’s rules point toward zero-emission new-car registrations from 2035. If the Commission’s proposal is adopted as designed, some combustion-engine and hybrid vehicles could remain part of the new-vehicle market under the specified compensation framework. Whether that outcome applies depends on the proposal becoming law and on its final terms; the proposal itself does not establish a present entitlement to register those vehicles after 2035.

The Commission says passenger cars account for around 16% of total EU CO2 emissions and vans around 3%. On the same policy page, it reports that average emissions from new passenger cars fell 28% between 2019 and 2024, while average emissions from new vans fell 9% over that period. In 2024, zero-emission vehicles made up 14.5% of new car registrations and 6.4% of new van registrations in the EU, Norway, and Iceland. These are Commission figures, and the registration shares cover that specific geography rather than the EU alone.

How to read claims that the ban is “dead”
- “The 2035 rule has been repealed” is not supported by the Commission page, which identifies the 90% framework as a proposal.
- “The Commission wants to allow some combustion-engine cars after 2035” accurately describes the proposal, subject to its compensation mechanisms and legislative outcome.
- “The EU will ban existing petrol cars” confuses new-vehicle emissions standards with ownership and use of cars already on the road.
- “The 2025–2027 change killed the 2035 target” confuses a separate, adopted compliance-period flexibility with the 2035 standard.
The legal status is the key distinction: an adopted regulation governs until it is changed through the legislative process. A Commission proposal signals a possible change, not an enacted one.
