Not universally. Lane splitting may be associated with less severe injuries for some California riders who crash, but the available study does not show that it lowers a motorcyclist’s overall chance of crashing. Safety depends on local law, traffic speed, the speed difference between the motorcycle and surrounding vehicles, available space and visibility.
What lane splitting means—and where it is legal
California defines lane splitting as riding a two-wheel motorcycle between rows of stopped or moving vehicles in the same lane. The California Highway Patrol (CHP) says lane splitting is legal in California when done safely and prudently. That is California-specific guidance, not a rule for every state or country; check the law where you ride.
Riding on the shoulder is not lane splitting. CHP says shoulder riding is illegal in California. Whether a maneuver is allowed elsewhere may depend on that jurisdiction’s laws and rules, so do not treat California’s definition or guidance as a national standard.
What the safety evidence can—and cannot—tell us
The California collision study
A 2015 study by UC Berkeley’s Safe Transportation Research and Education Center examined California collision records. Within its sample of riders involved in collisions, lane-splitting riders had head injuries in 9% of cases, compared with 17% for other motorcyclists. Fatal injuries accounted for 1.2% of cases for lane-splitting riders and 3.0% for other motorcyclists.

Those figures describe injury outcomes among riders in the study’s collision-involved sample. They are not a comparison of every lane-splitting trip with every trip spent waiting in a lane, and they do not show that lane splitting reduces the chance of a collision in the first place. The study is observational, so its findings should not be read as proof that lane splitting itself caused the difference.
Speed and speed difference matter
The study found no meaningful increase in injury incidence at speed differences up to about 15 mph; above that, the likelihood of injury increased. This is an observational finding from that study—not a legal speed limit, a universal safe threshold or a guarantee that a smaller difference is safe. CHP’s guidance also warns that danger rises as overall speed and the speed difference between a motorcycle and traffic rise.

In practical terms, a rider moving only a little faster than slow or stopped traffic faces a different situation from one moving quickly past much faster traffic. The study does not establish a single speed that makes splitting safe across different roads, traffic conditions or jurisdictions.
When deciding whether to move between lanes
There is no universal ranking in which splitting is always safer than staying in a lane—or the reverse. Before moving between lines of vehicles, account for the conditions around you and the applicable local rules:

- Law and road: Confirm that lane splitting is permitted where you are and that the road and traffic conditions fall within local rules.
- Speed: Keep both your overall speed and your speed difference from surrounding vehicles low. Do not treat the study’s roughly 15-mph finding as a target or a safety guarantee.
- Space: Do not proceed when there is not enough lateral room to pass without putting yourself or other road users in danger.
- Visibility: Make yourself conspicuous and watch for vehicles changing lanes. CHP advises riders to stay out of blind spots and to use caution around large vehicles.
- Surrounding vehicles: Be especially cautious near large vehicles, where visibility and room to react may be limited.
CHP recommends riding prudently and getting motorcycle training. Its guidance can inform California riders, but riders elsewhere should consult their own authorities for applicable law and advice.
Does lane splitting make traffic better for drivers?
It may have potential to reduce congestion, fuel use or emissions in some circumstances; the 2015 UC Berkeley report discusses those possible benefits. But the evidence cited here does not establish that drivers receive a guaranteed benefit in every setting. Results would depend on how riders and drivers behave and on the traffic conditions.

The Governors Highway Safety Association’s July 2026 project description says there is a major gap in U.S. research on how motorcyclists and drivers behave when lane splitting or filtering occurs in live traffic, and on the safety outcomes associated with those practices. That gap is another reason not to present a driver benefit as certain.

Motorcycle injury prevention matters whether a rider splits lanes or remains in traffic. The National Highway Traffic Safety Administration reported that 6,228 motorcyclists were killed in the United States in 2024, representing 16% of all U.S. traffic fatalities. That national figure gives context to the stakes, but it does not measure the safety effect of lane splitting.
