A proposal reported by The Financial Express on October 5, 2026, would give operators providing passenger transport or vehicle-rental services using electric vehicles (EVs) the same two reported GST routes available for comparable internal-combustion-engine (ICE) services: 5% GST with restricted input tax credit (ITC), or 18% GST with full eligible ITC. The report said the GST Council was expected to consider the proposal on October 7, 2026. It does not establish that the Council approved it or that an effective date was set.
What “GST parity” would cover
The reported parity concerns the GST framework for a service supplied by a fleet operator—such as passenger transport or vehicle rental—not the GST rate charged when someone buys an EV. The proposal would extend to EV-based services the two reported service-tax routes already available for comparable ICE-based services. It is not described as creating a new 18% option for fleet operators.
The Financial Express report of October 5, 2026 describes the measure as a proposal expected to go before the GST Council on October 7. The report does not confirm a decision, final rules, or a commencement date.
The two proposed service-tax routes

These are the options as reported, not confirmed final terms. “Full eligible ITC” does not mean every expense automatically qualifies: an operator’s actual credit depends on the applicable rules and the nature of its costs.

How an operator can assess the trade-off
The report gives no worked example or universal break-even point. The right comparison depends on the operator’s own eligible GST-bearing costs and whether it can use the credits it accrues.
- Map relevant costs. Identify GST-bearing vehicle-related inputs and capital goods, along with insurance, servicing, repairs, and maintenance—the categories the report says the proposal would address.
- Check eligibility and usability. Estimate only credits that would be eligible under the applicable rules, and consider whether the business can actually use those credits against its GST liability.
- Compare both routes for the same service. Weigh the 5% rate with restricted ITC against the 18% rate with full eligible ITC using the business’s own figures. The headline rates alone do not show which route would cost less overall.
EV purchase GST is a separate question
India’s 5% GST rate on EVs is an existing goods-tax measure, separate from the reported proposal about services supplied by fleet operators. The GST Council’s 36th meeting decision, announced by the Press Information Bureau, reduced GST on all electric vehicles from 12% to 5% and on EV chargers or charging stations from 18% to 5%, effective August 1, 2019. The PIB announcement records that decision.

The GST Council’s 54th meeting materials also discuss ITC restrictions for specified motor vehicles and note the concessional 5% rate for EVs as policy background. Those materials do not establish the status of the 2026 service proposal.

The Financial Express report says the proposal also addresses leasing, renting, and hiring. It describes certain amounts recovered by lessors—including registration charges, road tax, and insurance—as proposed to form part of the lease value and be taxed accordingly. Because these are reported proposal terms, operators and lessors should not treat them as final rules unless confirmed by a Council decision and implementing notification.
